Secure Communique, Dated November 14th, 1953

As no doubt the associated foreign offices of the states targeted by this communique are already aware, one of the primary (and at this point seemingly most successful) leaders of the most prominent party in the Monkecian civil war has sent out an invitation for a variety of nations to send diplomats to Port Troy. At this time, the Andal Commonwealth would like to ask its fellow members of the United Expeditionary Force not to as yet offer up a response to Ffyllos, nor to indulge him in dispatching diplomats.

It has been standing doctrine of the UEF not to favor any given side in this conflict over any other, and it is presently the belief of the Andal Commonwealth that by dealing with Ffyllos in the capacity of nation-states, that we would only add substance and legitimacy to his claim as leader of the Monkecian nation. While it may becoming ever more likely that such is de facto the case, it is nevertheless the view of the Andal Commonwealth that the Frescanosphere should deal with Ffyllos as a unified front, under the auspices of the UEF that is already established. We propose that rather than dispatching individual diplomats, a single plenipotentiary from our joint taskforce may be entrusted to the task--this removing any possible stigma from all nations involved regarding involvement with revolutionaries, bandits, etc.

Furthermore, this also provides us with a practical advantage: it will avoid the danger inherent in dispatching diplomats into a warzone; hostage-taking, terror-killing, etc. The UEF is the best mechanism we have for treating with Ffyllos, especially as our primary goal remains to ensure peace, prosperity, stability, and acceptable conditions for the civilian population of the isle.

A speedy response would be appreciated regarding this matter.

DEAR SIRS,

The Republic of Cathiopia, and its military personnel currently stationed in Monkecia as part of the joint stabilising mission, have no intention of meeting with rebel leaders or their representatives, recognising the immense damage this may do to our role as an impartial enforcer of peace and security on the island.

It is on this basis that we must reject the well-meaning proposal from our partners in the Andal Commonwealth.

The Aurarine Republic echoes the concerns of our Cathiopian Allies and will not agree to meet with rebel forces. Auraria cannot and will not allow for the UEF to acknowledge any legitimacy to the rebels.
