Esteemed Colleague,

First, the Republic of Cathiopia must express its severe displeasure at the actions of your government in the Eastern Cape. Having already suffered the cruelty of Danish colonial rule, the peoples of the Eastern Cape now risk being the innocent victims of a regional, perhaps even global, war.

Let it be known it was the original intention of this Government to invite Asylan to participate in the reconstruction of the Eastern Cape. The Republic of Cathiopia recognises the present ideological imbalance of the International Commission on Decolonisation and understands the misgivings Asylan may have regarding the Commission's presence in the Eastern Cape. The resources of Erdenshire Naval Base, and its proximity, would have proven tremendously useful.

We must confess the outcome of the Nkalamenga Conference on Decolonisation was not the one most desired. The Republic of Cathiopia had hoped for greater involvement in the proposed Commission from other constitutional states, Monarchies or Republics, as well as the acceptance of the Imperial powers themselves.

However, as proud Men of Black Skin, we cannot forsake our brothers and sisters on mainland Himyar - to have abandoned the Commission due to the over-representation of the Communist bloc would have been disastrous. Cathiopia could not allow the Himyari liberation struggle to be claimed by Communism.

The Republic of Cathiopia will devote considerable resources to ensure the Eastern Cape is not dominated by proxies of the Revolutionary Defence Treaty Organisation. However, we will require the co-operation of other interested parties.

It is the honest belief of the Republic of Cathiopia that the interests of Asylan will be best served by a united Eastern Cape, with which Asylan is a full partner. The 'Democratic Republic of Augustaborg' as it stands will be little more than a client state, requiring considerable and continuous support - economic and political - from Asylan.

Minister Malongo we understand your concern over the situation. We also recognize your right to help in the precarious situation the world has walked itself into and we recognize that you are in fact thinking of the best for the people of both Augustaborg and the Eastern Cape.

However were we must begin to disagree is at the core of the issue. We simply believe that the Eastern Cape will be a failed state. Forcing ethnicities together into the same political environment as other ones will only draw disaster. We all know this, even if nobody wishes to admit it. The security of the Eastern Cape is precarious at best, and before Augustaborg's independence many nations, though not your own, were simply beginning the process of leaving, losing interest in the region they saw no value in. We cannot be the deciders of these people's destinies. I believe that you and I both know that if we held a referendum for independence for Augstaborg it would far pass a super majority for independence. The overwhelming majority of the people in the country are of the Samhara ethnicity and from all appearances they want this.

You have our assurances that Asylan military patrols have never entered the city limits of Augustaborg and have respected the inner politics of the city. We must ask you to join us on this endeavor to save all the people of the Eastern Cape from even further unrest and harm.

We invite Cathiopa to send as many observers unhindered as it pleases to observe the situation in Augstaborg and also to observe the referendum we will hold. We do not want Cathiopia to be excluded from this, and we understand their real desire to help the people of this land. I will remind the Minister that we as a country share this goal, and while yes we do see this is as an economic opportunity for out country, we genuinely believe it is our duty to help these people. We both know that under Asylan protection and with Asylan assistance that these peoples quality of lives will increase drastically.

Please consider what I have said carefully.

Mr. President,

The Republic of Cathiopia outright rejects your assertion the Republic of the Eastern Cape is destined to degenerate into a failed state on the basis of its population's diversity.

The suggestion nation-states are only viable if only consisting of one ethnicity is most disturbing. Such reasoning promotes the disintegration of the current international order, through the fracturing of well-established entities into smaller, ethnically exclusive states.

If ethnic exclusivism is to be an ideological foundation of Asylan's foreign policy, we have serious concerns about your future conduct in world affairs.

The Republic of Cathiopia is highly sceptical of any truly free and fair referendum taking place in Augustaborg. The city's secession was announced after its seizure by an armed rebel group. Its security is now guaranteed by a foreign military.

The Republic of Cathiopia places extreme importance on the future of the Eastern Cape. We must also remind you the International Commission on Decolonisation is legally responsible for the Republic of the Eastern Cape, as agreed by the exiting Danish colonial authorities and the transitional independent Cape government. Cathiopia is duty-bound to uphold the territorial integrity of the Eastern Cape.

Then it is with this statement in mind that we hope that Cathiopia thinks better of The Republic of Asylan in the future.

We must first off reject the notion that Asylan sees life in the lines of ethnic divide. We have dozens of ethnicities in Asylan that live side by side in peace and harmony, and do not share a tumultuous past and none of them are treated differently than any other man or woman.

We wish that The Republic of Cathiopia, as a nation that Asylan has come to trust through its resolve for the safety of the people within, take control of the situation at present. We wish to turn over all control and temporary defense of the territory of Augustaborg to conduct a free and fair referendum in which the people of the territory vote for their fate, that no country may have any goal in mind over the self determination of these people. On this we trust that Cathiopia, a republic in its own right is willing and morally able to conduct this referendum in the manner of a civilized nation.

It is this and only this condition that Asylan will withdrawal its defense forces from the confines of the Augustaborg territory. We also request that Cathiopia campaign for further access from all nations, not just over representation of one political ideology in the ICD.

The Republic of Cathiopia is willing to assume responsibility for the security of Augustaborg. It is the intention of the International Commission on Decolonisation to maintain peace and stability throughout the Eastern Cape, and not to neglect any region or group.

The Republic of Cathiopia insists any referendum must take place after national elections have occurred, a new democratic government formed, and a new constitution written. The denizens of Augustaborg and the surrounding districts of course are expected to participate fully in all these processes. The International Commission on Decolonisation will act vigorously to ensure there is no political discrimination against the Samhara people.

All nations are welcomed to join the International Commission on Decolonisation, and all nations encouraged to participate in the reconstruction of the Eastern Cape in co-operation with the local transitional government and the International Commission on Decolonisation.

The Republic of Cathiopia urgently requests clarification on the intentions of Aslyanian military forces in Augustaborg before we redeploy our own peacekeepers to the area.

Asylan forces will begin their withdrawal when the first Cathiopian troops set foot in Augustaborg. We do not wish to deprive the area of security until Cathiopian troops have officially arrived.
