As pertains to the situation presently unfolding in the Eastern Cape, with especial regard to those displaced from their homes and now living under the status of refugees, the Crown government and sovereign of the Etnaean Kingdom now resolve in unison, with the spirit of sincerest synergism and in utmost concord, to express the following statements and sentiments to the government of Asylan:
First, that the Crown government and sovereign of the Etnaean Kingdom is aware of the dire straits in which a significant chunk of the erstwhile population of the Eastern Cape finds itself. Further, we are cognizant of the difficulties with which Erdenshire is currently coping with this latest influx of refugees; and while some have managed to flee across the sea, there are nevertheless many thousands still vying for succor of any sort on the mainland. These huddled masses require the undivided attention of the international community, such as to ensure that they avoid the problems of statelessness, extreme poverty, or engage in nomadicism—all of which may lead to only further instability and unrest in the region as a whole. With the active participation of the international community broadly, and the Etnaean Kingdom in particular, it has become their responsibility as part of the peace process to see to the fair and equitable treatment of these refugee population.
It is thus that the Crown government and sovereign of the Etnaean Kingdom resolve to the following: that most expedient efforts will be made to assist Asylan and relieve the pressure from them as concerns the influx of refugees. While Erdenshire will likely remain an important location given its position on the prime shipping lanes in the region, it is hoped that housing can primarily be provided on the mainland for those displaced and thus minimize the outflow. Until the completion of these efforts by the forces in the Eastern Cape, we are prepared to offer the following:
1. that the Etnaean Kingdom will receive, via Isarmorga, up to 5,000 refugees
2. that the Etnaean Kingdom will resolve to provide Erdenshire, along with similar facilities in Port Victoria and other locations, with appropriate quantities of foodstuffs and liquids
3. that the Etnaean Kingdom will endeavor to keep, except in the most extreme of cases, the majority of displaced populations within the Eastern Cape
4. that the Etnaean Kingdom will treat all abuses against such populations as punishable under the stipulations of the International Resolution against Genocide, and thus by the international tribunal established to enforce it in the Eastern Cape
Note: the South Seas Squadron is already on stand-by, partially in both Isarmorga and Port Victoria, to assist international peacekeepers. Part of their standing force will be rerouted (exact numbers will be made available at a further point in time) to assist with these efforts, under the command of Acgocatubí (Commodore) Geonos Isenaix.
