SUBJECT: SIKANDARA

FOR THE EYES OF COMMISSAR TOMAS JERMAN AND HIS OFFICE ONLY

Comrade,

Based on the intelligence reports suggesting imminent military action by the Empire of Sikanadara, the People's Republic of Vangala hereby requests the following assistance from Carentania:

1. Military formations from member-states of the Revolutionary Defence Treaty Organisation stationed in the People's Republic of Vangala be placed under the temporary command of the Vangalan People's Armed Forces

1a. This is to maximise operational efficiency in the case of a pre-emptive strike by the Sikandari military

1b. Military formations from member-states of the Revolutionary Defence Treaty Organisation will not participate in any offensive operations without explicit approval from national authorities

1c. National control of military formations in the People's Republic of Vangala can be re-established after a coherent strategy is devised by the Revolutionary Defence Treaty Organisation

2. Negotiations concerning the People's Republic of Vangala entry into the Revolutionary Defence Treaty Organisation are concluded immediately

2a. The People's Republic of Vangala believes membership will deter Sikandara from an invasion of Vangalan territory

2b. Vangalan membership will allow for the further integration of diplomatic, military and political structures​

3. Preparations begin for direct intervention into Sinhai / Yujin

3a. The People's Republic of Vangala suggests Carentanian aerial assets based in Maga Province prepare for air-to-ground assaults of Imperial forces in the region

3b. People's Military Intelligence will liaise with allied revolutionary groups in Sinhai to co-ordinate attacks on Imperial supply routes

Comrade,

we share your concerns and the Workers' Republic is determined to commit all necessary ressources to the defense of the Vangalan homeland and the protection of the revolution in greater Toyou. The continued friendship between our people is an important pillar of Carentanian foreign policy and we will not stand further violence against the free world, be it in Vangala or elsewhere. As to your specific requests:

1. The Workers' Republic can only speak for itself; requests for forces by other RDTO memberstates will have to be directed towards them. We can, however, promise to advocate the deployment of additional force to your country and will support Vangalan strategic command over these forces under certain circumstances.

1a. Vangala will take due note of the fact that current deployments by Carentanian forces in the region consist solely of military advisors and several aviation units. Carentania deems it imperative not to unnecessarily risk the capture of these assets by foreign forces, as that could lead to the loss of strategically important information: in the first case about our contacts to the Hongmenghui forces in Yujin, in the latter about advanced aerial technology.

1b. Vangala accepts legal inhibitions on behalf of the Workers' Republic that prevent the formal mandation of Vangalan command over Carentanian units. Carentanian regional command will be placed alongside their Vangalan counterpart and be ordered to follow Vangalan requests and advice, whenever possible.

2. Carentania fully supports the entry of the Vangalan People's Republic into the RDTO and will contact its allies to begin negotiations on this subject.

3. Carentania will begin preparations to meet the Vangalan request.

3a. Current Carentanian assets in Vangala will be redeployed to Maga Province and be reinforced by additional troops over the course of the next days and weeks.

3b. We suggest the launch of preparatory attacks with the goal of destroying rails and roads leading from central Yujin into the Sinhai. The deployment of special forces to assist local insurrectionary units in the process will proceed much faster than the deployment of aerial assets.​

We hope the People's Republic of Vangala finds our answer satisfying and will stay in contact for further cooperation on the issue of Sikandari aggression.
