[ATTN: Free Cities League] Defense and Economic Pact

We wish to discuss your proposal for greater economic and defense ties that you put forward in earlier diplomatic discussions. We have quite a few proposals we are wanting to bring and discuss with the League.

1. We propose the open and free trade between our two nations. We believe that this will allow great economic expansion between both our two nations, and will allow for the greater spread of new and innovative technologies.

2. A mutual pledge of defense of not only our seas, but national borders as well. While the Himyar crisis is farther behind, we still believe that mutual defense agreements are necessary. With the world on edge, a solid group of trustworthy allies is needed now more than ever.

3. The Free Cities shall gain the use of Erdenshire Naval Base in order to ease the burden of trade in Southern Himyar. We are of the believe that the Eastern Cape provides a great opportunity not only for its own people but for ours as well in the form of economic development opportunity. We believe that the mutual trade between Himyari nations and our own can only bring good.

4. The establishment of trade centers in each country's respective capitals. These hubs will represent the collective trade power and customs duties for each nation. This will allow for much greater administrative handling of our agreement.

The Free Cities' League enthusiastically responds to the stimulus put forth by Asylan to establish tighter bonds between democratic, open and market-minded countries in order to secure peace and prosperity. We have two points we would like to make:

i) In what concerns the content of your proposal, free movement of goods, services, capital and workers seem indeed a wonderful idea to promote growth and cross-border investment. In what concerns mutual defence, we also have no objections. We were not clarified, however, in what concerns the last point. Is the Republic of Asylan committed to establish a customs union, in which no good traveling within our borders would pay custom duties and a single tariff would be imposed over products from third States?

ii) In what concerns the scope we would like to point out some solvable practical difficulties. The Free Cities' League is already engaged, with the High Kingdom of Ivernia, in a Gothic Sea Free Trade Area Agreement, which establishes many of the aforementioned trade clauses (not including the defence ones). Would the Republic of Asylan, upon tripartite negotiations with the High Kingdom of Ivernia, prefer to merge the two agreements? And more, considering the peaceful nature of most of the Northern countries, maybe include other willing States in this negotiation? The more we are, the bigger the market is, the bigger the market, the bigger the prosperity and the establishment of bonds of mutual trust and cooperation between the Northern nations seeking peace and free trade.

Yes, your last assumption is correct. These hubs would be constructed to facilitate the inevitable increase of trade between nations.

We wholeheartedly welcome this suggestion in the hopes of creating a solid alliance between any willing nation. A merger of the economic agreement proposed would prove to be most fruitful. Adding future members is also in our greatest interest.
