[ATTN: Valkany] Kyivan, Tyrrhenian diplomatic relations

Having recently been informed of diplomatic actions by the state of Valkany against our allies in Kyiv and Tyrrhenia, we place an official request for clarification of the issue and wish to give Valkany the option of explaining himself.

Our chief concern is with the inconsistency of reporting on this issue and we thus seek clarification:

has Valkany placed sanctions, an embargo or announced a blockade on the states of Kyiv and Tyrrhenia?

The obvious difference being that sanctions punish the export of goods and services to another state, an embargo completely outlaws them while a blockade is the attempt to force foreign vessel not to trade with a certain state.

For a speedy reply, we would be grateful.

After seeing that Kyiv's Premier Sovnarkom issued special order to immediately halt the export of "Agricultural produce and foodstuffs, minerals and ores, refined and unrefined petroleum products" to Lisse, The Fennian Union, Etnaea, the Free Cities League, Hulst, Ivernia, Portusgalia and Valkany, Valkany responded by placing an embargo on the KNRR, as the KNRR had halted exports of all major products to Valkany, which is essentially an embargo. Tyrrhenia reacted by immediately and aggressively placing an embargo on Valkany and Valkany did the same thing to Tyrrhenia. We hope that this has helped clarify the situation.

We believe the Valkanian reaction to be a disproportionate overreaction to an economically necessary decision by the Kyivan state and aggressive towards allies of the Workers' Republic. We urge Valkany to reconsider its policy and strongly advise it against the consequences of seeking and enflaming conflict with the socialist states.

Valkany will continue her embargo of Tyrrhenia but will lift her embargo on Kyiv. Instead all Kyvian products will get an added 46% Tax and all exports to Kyiv in the same sectors as those of Kyiv's decision as well as industrial ones will seize immediately.

This is not a bazaar and the Valkanian attempts to adress Carentanian concerns are a mockery of honest foreign policy. Carentania once again emphasizes its demand for Valkany to stand down in this issue and lift all embargos and sanctions on Carentanian allies in Kyiv and Tyrrhenia.

We will only do so should Tyrrhenia and Kyiv retract their sanctions. This is not a courtroom and Carentania does not get to make demands.

We warn the nation of Valkany one last time that failure to comply with these reasonable Carentanian demands for civility in international relationships could have serious consequences for the Valkanian government. Valkany is trying to confuse the distinction between cause and effect - but it was the disproportionate reaction of Valkany to a justified decision of the Kyivan state that caused this diplomatic crisis. It is thus Valkanys responsibility to end this crisis by lifting all embargos and sanctions.

Valkany will not succumb to any threats. The KNRR's decision to exact vengeance on "colonial powers" for no reason at all after the pathetic failure of the Conference for the Decolonization of Himyar and Tyrrhenia's decision to unjustifiably place an embargo on Valkany are in no way justified. We shall continue our policy and stand fast on our decision. We are allied to many neighboring nations, through marriage or otherwise, and we are not afraid of any of your "consequences" and outright threats. In turn we demand civility in international relations by Carentania, a nation which has just now threatened us and demanded we change our foreign policy to their taste several times while claiming to do so to promote peace and cooperation.

We ask you, Your Excelency, to remove the embargo over Portusgalia. Our countries always had good economical relations, even in politics, besides the differences, there was always a good understanding. We understand that your excelencies are revolted by the cruel procedure that the Valkanian authorities have treated the Eastern Cape natives. But we cannot mistake the Valkanian acts with Portusgalia. Portusgalia has a past of Civil Rights improvement in Himyar, we where the first to abolish the barbarian practice of Slavery in 1836, and where the first to give full political rights, equal to the metropolis, to all himyarsih inhabitants since 1928, while even today there are countries that still don't have this.
Although we can derive on the question of decolonization, we full support the cruzade for civil and political rights in Himyar and always did. We hope that your excelencies have this in consideration, and regard this unjustice of embargoing a nation wich always fights for peace and not for war.
