PRIVATE COMMUNIQUE

The Imperial Government is, in the interests of stabilizing the regional situation, looking to the ruling entity of the nation of Vangala to conduct a series of dialogues aimed at reducing tensions and normalizing the diplomatic relations between the Empire and its eastern neighboring state. It is our intention, and we hope that it is communicated clearly, that some headway may be achieved in easing the misunderstandings and disagreements that have arisen since the change in political leadership in Vangala. We, in this introductory message, offer to the ruling entity in Vangala an opportunity to sit in a neutral venue to discuss the terms of dialogue and engagement for our two countries. We suggest the following venues to be considered: Danzig Wiese Vistrasia Ivernia Auraria Arendaal The Imperial Government is open to other suggestions as well. For purposes of security, it is our intention to keep the fact of this offer and any subsequent proceedings entirely classified and we expect a similar level of understanding to prevail on the Vangalan side. Grand Councillor,

The People's Republic of Vangala is willing to enter into private discussions with the Empire of Sikandara for the purposes of regional peace and stability.

Our first and foremost concern is the reduction of Sikandari military presence along the shared border.

Second is a formal guarantee of recognition of the territorial integrity and sovereignty of the People's Republic of Vangala.

The preferred host for negotiations is the city-state of Danzig.

The Imperial Government is pleased to note that the Vangalan authorities in Kilkila have responded to our letter.​ ​ We accept the selection of Danzig as the neutral venue for this dialogue. We commend the authorities in Kilkila for their commitment to stabilizing the region and for accepting the responsibilities of power. The People's Republic of Vangala is still willing to enter into private negotiations with the Sikandari government to ensure the conflict in Yujin does not erupt into a region-wide war.

The People's Republic of Vangala has no intention to invade the Empire of Sikandara. Our primary concern is securing our border with Yujin to prevent a future conflict, and the safeguarding the aspirations of the Sinhese people.

The People's Republic of Vangala trusts the Sikandari government will treat our overtures with the appropriate discretion.

The People's Republic of Vangala further hopes the Sikandari government does not neglect this opportunity to achieve a measure of peace and stability in the East.

The Imperial Government is pleased to note the Vangalan authorities decision of contacting our good offices. The Empire of Sikandara reassures the authorities in Vangala that the motivation of our military forces for involvement in Yujin is the protection of our interests in that country and that we are also averse to any situation that leads to the expansion of the current hostilities into some wider regional conflict. As such, we can confirm that Vangala need not fear for her western frontier. The Empire of Sikandara is willing to be flexible on its position for the Sinhese situation, if the authorities in Vangala can offer flexibility in their own policies for forces operating against the Imperial Military of Sikandara and its allies in Yujin. Great nations have spheres of influence, a fact we recognize, and possibly if these spheres can be defined and respected by great nations, perhaps that is the best way forward for regional stability and for an end to the conflicts plaguing Touyou. However, whatever we may state in private, cannot be reflected in public. We both, as governments, have responsibilities and obligations to our respective allies. This is a fact that we must keep in mind. So, we inform our counterparts in Kilkila that, regardless of whatever we may discuss and whatever conclusions we may arrive at, publicly this Government shall condemn Vangalan actions and shall expect similar condemnation of Sikandari actions.
