The Workers' Republic of Carentania wishes to extend its friendship to the Attreyan people. We sympathize with your victory against imperialism and support your cause of liberation. It is our firm belief that Attreyu and the socialist world have common interests and that the progress and succesful developement of Attreyu will benefit the Carentanian people as well.

A recognition of the All-Attreyan Federal Republic by the Workers' Republic of Carentania is long overdue. However, before we proceed to do so and discuss possible treaties between our two countries, we wish to present you with an unusual and unique offer. We hope you consider this offer despite its very extraordinary nature. Cooperation and partnership between our countries is not dependant upon your agreement to this proposal, but naturally, a positive reply will deepen the friendship between our people and indebt the Carentanian government to the All-Attreyan Federal Republic.

As you may be aware, the nation of Vangala has recently managed to throw off the shackles of imperialism in much the same manner as the Attreyan people did. However, there is continued hostility towards the new, post-colonial government by supporters of the former status-quo, notably by Sikandara which hosts the old imperial administration as government in exile. Carentania is very interested in seizing these individuals, who are responsible for countless crimes committed to enforce the imperial rule. Our abilities to do so, however, are limited as long as these individuals reside in Sikandara.

We believe that a third party like Attreyu could solve this problem for us by inviting the Vangalan exile government under the pretense of a meeting. Carentanian agents would then seize and extract them and present them to the Vangalan justice system. The Attreyan involvement in this matter would be kept secret and no diplomatic fallout has to be feared in return. Carentania would reward your cooperation in this matter.

The All-Attreyan Federal Republic is most sincerely grateful for the warm overtures made by the Worker's Republic of Carentania, and is of a similar belief that cooperation and friendship between our two states and peoples would be of enormous benefit to either party. We are very much aware of the great efforts which the Carentanian people went to so as to rid themselves of the burdens of imperialism and aristocracy, and we will likewise offer a salute to our brave colleagues across the sea.

While the All-Attreyan Federal Republic is entirely amenable to the arrangement specified in the communique we've received, it remains the case that there is simply no logical reason for either us to invite the Vangalan government-in-exile to our shores, nor for them to accept any such offer. It is likely the case that our treatment of the imperial and colonial aristocracy during our revolutionary period, much of it done inadvertently, it must be said, likely leaves a bad taste in the mouths of similar regimes. While we have no qualms with cooperating with this venture, it is surely to be the case that the Vangalan government-in-exile will not be so easily baited. From their perspective, what could possibly await them in Attreyu? What could we possibly want from such a government?

Nonetheless, we will extend such an invitation to the government-in-exile, despite the reservations and doubts we currently have on the matter. The Minister of the Interior will coordinate with any relevant officials on the Carentanian end and provide any necessary details as they become available.

Let us first and foremost thank you for your willingness to cooperate in this matter. We share many of your concerns and we admit that they have plagued us when choosing who to approach with this proposal. All things considered however, we feel that the All-Attreyan Federal Republic is the best candidate for cooperation in this ruse, given the fact that your country has not been "branded" as cooperative with the socialist world by the likes of imperialist nations. In between the willingness to work with us and the ability to earn the trust of an anti-communist body such as the self-proclaimed Vangalan exile government, only Attreya comes to mind.

Our proposal would be to approach the exile government in Sikandara with a half-truth: explain to them that your country has been approached by the socialist world with offers of cooperation and developement aid, but that it has also requested your recognition of the socialist Vangalan government as condition for such support. Proclaim, that it is your interest to hear the voices of our opponents before coming to any decision. We are certain that the hopes to dissuade you from cooperation with socialist states will cloud their good judgement and disable them from seeing just how much Attreya and the socialist world have in terms of common interests.

That being said, Carentania is, as a first step towards mutual cooperation, willing to publically declare its unconditional recognition of your government as the legitimate representation of your people and to establish an embassy within your capital. This will furthermore enable trade between our two countries on the normal conditions specified by both our countries national laws. We hope that Attreya likewise finds itself able to dispatch a diplomatic representation to Rijeka and we would be more than happy to present it with an adequate facility in the diplomatic district.

Once your reply arrives us, we will begin to draft a treaty to formalize these first steps. Hopefully, our ambassador can soon sign it together with a representative of your country.
