PIPELINE MEMORANDUM: ADDRESSED TO YUJIN AND OTHERS WILLING TO PAY.

In the "great leap" towards industrialization, a choice by the newly formed Boliaturian government has arisen in an attempt to improve relations with neighbours and overall Europe.

Boliatur offers the chance for government-backed foreign companies to enter the Boliaturian deserts and create oil pipelines on their own accord in exchange for military supplies, grain, money, or pledges of peace and friendship. Because of the little industrialization, the Boliaturian government cannot siphon the precious oil by itself. While only few gallons are summoned daily, if foreign representatives enter Boliatur the siphoning will increase tenfold, but will only allow a limited amount of oil to reach the Boliaturian government.

Jurchen Republic

The Jurchen Republic is interested in engaging in economic cooperation with the government in Myrysini for the sake of creating closer ties between our two peoples. The Republic is interested both in funding pipeline projects that will see the creation of pipelines to the Jurchen Republic or the nearest coastal waters as well as the corresponding refineries, wells and other infrastructural improvements. Such a deal would not only have great benefits for the people of Jurchen and Boliatur, but also open up the rest of Touyou, including the Republic of Siyang and the Constitutional State of Touzen, as potential markets for Boliaturan natural resources.

The government has accepted the offer from the Jurchen Republic, announcing that it will begin cooperation with the Jurchen government in creating "Pipeline J" to Jurchen.

The Republic of Yujin is willing to finance through aid and loans the establishment of an oil industry and pipeline which will transport Boliatur crude to Yujiner refineries at Lianggang. We hope that initial investments can increase crude oil production by 4-500,000 barrels/d by the end of the year, discluding other major investors.. Additionally, we are willing to offer humanitarian aid for select communities in Boliantur, which will increase the standards of living for workers and their communities in regions where production occurs, allowing the Boliantur government to take advantage of it's funds. Additionally, if necessary we are willing to work with our Touzen counterparts in the construction of pipelines through Yujin to sites of their choosing by Touzen businesses in accordance with the principles of free trade.

We are prepared to submit offers with our technical and financial expertise and backing, with respect to the requirements, need and sovereignty of the government and people of Boliatur.

LozsGaz Communique

As the premier petrol company in the Slavic Nation-State of Lesser Sarmatia, LozsGaz wishes to express its interest in providing technical and financial assistance to a project that would witness the creation of pipelines leading to Sarmatian-bound refineries. It is also possible that, should this offer be accepted, future humanitarian-based aid could be sent to Boliatur, initially corporate based but, eventually, from Lesser Sarmatia as well.

Boliatur accepts the Yujin, Kyiv, Lesser Sarmatia, and Wiese applications. The government has begun pooling manpower together in the attempt to create pipelines to Yujin, Lesser Sarmatia, and Jurchen.

As a conglomerate of several corporations specialising in resource extraction and processing, Neptune Resources is prepared to invest and provide support in this project. In the long run, the Unity will also be willing to provide assistance in other fields of Boliatur's modernization, including advanced Zalonarusan technologies.

Boliturian Kommunicace

The Boliturian government happily takes the investment of the Zalonarus government, furthering the manpower equipment and recruitment. Along with the three pipeline planning stages for Jurchen, Yujin, and Lesser Sarmatia, a plan is laid out for a pipeline to Zalonarus.
