In the interest of promoting greater political and economic cooperation between the Free Peoples of Gallia, King Brennian Leukos Segovilaix invites the Heads of State and their authorized representatives of the Kingdom of Etnaea, the Kingdom of Portusgalia, the Empire of Great Engellex, and Mergogne to meet in Brigandurum two weeks hence, to discuss the establishment of common economic, cultural, and defense policies. This Conference shall convene on 17 April, and is open to all representatives of the afforementioned States. Any agreement reached at this Conference will be considered non-binding until ratified by the requisite legislative body of each attending State.


The King and his Cabinet have prepared a preliminary list of proposals which the Kingdom of Transabina views as vital to establishing mutual trust and partnership between the Democratic States of Gallia, and as providing the cornerstone for future peace and cooperation between these States and their constituent peoples. While all listed proposals shall be open for discussion, agreement to any specific proposal is not required for attendance.

Common Economic Policy
1. Free Trade Area: The establishment of a joint commission, consisting of equal numbers of representatives from all member states, to oversee the gradual elimination of all tariffs, import duties, and other limits on imported/exported goods between member states.
2. Common Trade Policy: The establishment of a joint commission, consisting of equal numbers of representatives from all member states, to control and regulate tariffs, and other import duties and restrictions levied upon foreign goods, so as to better protect the economic and security interests of all member states.
3. Common Agricultural Policy: The establishment of a joint commission, consisting of equal numbers of representatives from all member states, to set standards of quality for all agricultural produce exported by member states, and to control and regulate market competition between agricultural exporters based in all member states.
4. Joint Subsidy Fund: The creation of a joint fund, provided through equal donations from all member states, to offset the cost of any agricultural subsidies or other programs required to ensure compliance with the Common Agricultural Policy. Use of the joint fund should be at the discretion of the joint commission established to oversee the Common Agricultural Policy.
5. Emergency Fund: The creation of a joint fund, provided through equal donations from all member states, for use in times of natural disaster, economic recession, or other national emergency, to provide emergency relief for any member state facing undue economic hardship. Use of this joint fund should be at the discretion of the joint commission to oversee Common Trade Policy, or, barring agreement on a common trade policy, the Free Trade Area.
Common Cultural Policy
6. Reduced Visa Restrictions: A gradual easing of travel restrictions for legal citizens of all other member states, in such a manner as is compatible with their own security interests.
7. Joint Scholarship Fund: The establishment of a joint fund, provided through equal donations from all member states, to provide scholarships and grants to deserving university students wishing to study in other member states, and the creation of a joint commission representing all member states to oversee the annual distribution of these monies.
8. Cultural Heritage Commission: The establishment of a joint fund, provided through equal donations from all member states, to provide vital funds for the preservation and excavation of sites of enduring historical and cultural value within member states, and the creation of a joint commission representing all member states to oversee the allocation of these monies.
Common Foreign Policy
9. Recognition of Borders: A recognition of the current borders of all member states, and the renunciation of any and all claims upon the de-jure territory of other member states.
10. Non-Aggression Pacts: A binding agreement between all member states to respect the sovereignty and territorial integrity of all other member states, now and forever.
Common Defense Policy
11. Intelligence Cooperation: The establishment of a joint commission, representing all member states, to facilitate the communication of all foreign and military intelligence information pertaining to the national security of other member states.
12. European Border Guarantee: The guaranteeing of all member states' borders within the region of Europe (Gallia and Scandia), requiring all member states to join in the common defense of any member states' European territory.

[OOC: Just in case this is not clear, this is an invitation for foreign leaders in Gallia to discuss a series of common economic/cultural/defense policies proposed by the Transabinian Government. Attendance is non-mandatory, and adherence to any/all of the listed proposals is not required. I would like to RP the conference in this thread, if people are willing, but if everyone willing to attend is onboard we could resolve this with just a few diplomatic posts indicating agreement to the proposals listed. I invite counter proposals and objections at any time.]

Your excellencies, we appreciate the efforts for a better Europe, although we must state that several points within this proposal shock with the principals of sovereignty of a nation.
We will attend to the meeting, but with that points don't expect too much an "Yes" from Portusgalia.

THE Friendly Confines take note and serious offense to how this conference blatantly jumps the border lines between our fair Covenant up in to the Empire of Great Engellex. This public invitation to Gallo-Germanic States of a Democratic nature clearly excludes the only nation within the region without a reigning monarch: Cantignia. Despite the wounds inflicted upon us by the Empire of Great Engellex, we have done far more for the cultural well-being and non-aggression pacts of this region than any nation.

Beyond the base accusation of racism, we also suggest a conspiracy of religious and ideological persecution against the proud Peoples & Patriots of Cantignia. It must only mean extreme prejudice if we, true contributors to the well being of this region, are banished from it by this well meaning conference.

The Kingdom of Transabina welcomes all representative of the esteemed Marshal Corte-Real and the Kingdom of Portusgalia, and values their contribution to the forthcoming conference in Brigandurum. The Transabinian Government recognizes the primary importance which national sovereignty must have in any negotiation with a foreign power, and has no wish to infringe upon the sovereign powers of other States.
It is not the purpose of the King, or his Ministers, to dictate the terms of this conference, but rather to provide an ambitious framework for future relations between the free and like-minded peoples of Gallia. We recognize the need for dialogue and revision of the proposed terms before any agreement may be reached. It is the hope of the King that the Portusgalian delegation will provide a valuable contribution to these proceedings.

Though this Etnaean Kingdom is already in compliance on a number of these points with the Kingdom of Transabina, an expansion of this agreement to certain other powers within the region is not necessarily seen as altogether beneficial at the present moment. Nevertheless, the efforts of the Kingdom of Transabina in promoting inter-Gallian co-operation are to be applauded and commended, and this Etnaean Kingdom finds broadly all terms and proposals to be acceptable at least in the immediate context of an agreement between itself and Transabina. As the Transabinan counterpart to this office is already aware, many of these points have ranked highly in this Etnaean Kingdom's agenda for some time now, and will like as not continue to do so while the specter of Red aggression hangs over all Gallia.

Furthermore, we wholeheartedly support the "failure" to provide the Grand Covenant with an invitation to this assembly. Indignation in this matter does not suit Cantignia, which has already made it quite apparent that its loyalties do not lie within Gallia but in Rijeka. Contingent upon these warped loyalties, this Etnaean Kingdom will continue to support blocking Cantignia from this and any future inter-Gallian summits, and intends to do so until full withdrawal from the communist accord and a rededicated commitment made to the cause of all-Gallia by the Grand Covenant.

ooc: i think this should be more an invitation rater then a conference thread by it self. if you see there is going to be enough attendance to it, you go for RP mode and open a new thread, this time the Conference thread. I notice you desire to open a kind of European Union ;) It is fair, the European Union was born in the 50ties

While the Kindgom of Transabina recognizes the Cantigny's many contributions to the history and culture of Gallia, the Covenant's current associations with Carentania and other RDTO states is seen as entailing too many economic and political risks to warrant including the Covenant's inclusion in these negotiations. The Covenant's alliance with other RDTO states would threaten embroiling Transabina and other states in conflicts far outside the region of Gallia. Furthermore, association with an RDTO member-state would stand in opposition to the principles of economic freedom, and free-trade which underlay the proposed Common Economic Policy. If the Covenant were to reduce ties with the RDTO, these concerns may be abated, and admission into any agreement reached at this conference could be granted at a future date.

As the situation now stands, the Kingdom of Transabina would only welcome increasing cultural and travel links with the Covenant, however any such arrangement must be done bilaterally, between our two respective states, and thus falls outside the scope of this conference. We invite further dialogue between our governments on such issues.
