In earnest pursuit of justice and safety for the citizens of Neustria’s burgeoning Republic, the West Engell Republic in Engellachia reaches out towards its partners of the NGO “Hands Across Oceans” operating the “Thaumantic Star” vessel, as well as our partners from the “Tiburan Catholic Church” organization.

We are committed to providing refugees with a stable and secure path to seek refuge from the ongoing conflict if they as human beings are not directly responsible for the theft and murder taking place in the streets, or former tyrannical regime which has already by and large fled from fair prosecution rather than face justice by their equally born human peers.

Rather than permit another unnecessary conflict which may come from the Thaumantic Star sailing into an active war zone in Ouistreham‘s port, we wish to begin a dialogue with this organization and the Tiburan Church to arrange secured temporary lodging, transportation, and provision until these precious lives can be entrusted to the Thaumantic Star or any other number of properly vetted arrangements.

We are willing to petition our Domain Allies to allocate resources so that we may work with Tiburan Catholic refuge centers before transporting them by air or sea to Hammersmith or another Northern Constituent Republic port city. Egress on the Burgundian mainland at any of its contested ports right now simply is not possible when the Burgundian Peoples Republic militia has yet to agree to our terms to not pursue civilian targets in this wretched conflict.

Karl Heydendahl, Dictator of Engellachia’s ambitious mission of Thaumantic alignment, is currently in Neustria seeking diplomatic solutions and is willing to meet with Tiburan Catholic representatives, and add “Hands Across” leaders by voice or video conference if possible to this necessary negotiation. A foreigner, he risks his life on the ground for this mission while the King of Neustria absconds in hiding, and while other merchants and so-called leaders manipulate from the shadows.

We would schedule this meeting at Ouistreham’s largest Cathedral, and invite all claimants to the future of this city and region, though we have low confidence that all are willing to come together for the sake of civilian refugees. Please prove us cynical by accepting this invitation so we may begin the process of peace for these people, then next all people of Bourgogne’s fallen Empire.

The Tiburan Church in Neustria, religious and laity alike, are working as best they can in this time of crisis to help those who are suffering due to the fighting and the overall breakdown of order. The organs of the Church whose purpose it is to aid in these efforts, including the Order of St. Basil (OSB) and the Brothers of St. Dumas (BSD), are working to bring to bear their resources, including supplies and personnel, to alleviate as much suffering as they can.

The cathedral in Ouistreham is fulfilling its traditional role as a sanctuary to all in need right now and there are officials there who are prepared to meet with any who offer assistance.

Can the Secretariat publicly confirm or deny whether the OSB or BSD will reprise roles as armed actors pursuing the interests of Church organs? We are asking to participate as one of three different organizations coming together in trust and verification of our stated intentions of offering free movement of civilian refugees. Multi-faceted are these orders today in their charity and uses, yet we are acutely aware of their historical capability as martial operators.

The Burgundian People's Republic is working to shelter all those Burgundians fleeing the conflict, however we wish to query the phrase "Neustria’s burgeoning Republic" as to our knowledge no such state exists, indeed the only republic in Neustria is the Burgundian People's Republic. However We feel that those refugees seeking shelter abroad not be sent to those Engell nations currently ravaging their homeland and instead be sent to a neutral nation on the continent.

Hands Across Oceans is committed to aiding people fleeing active warzones without prejudice and without choosing sides in ongoing conflicts. Our neutrality is a fundamental requirement for the success of our humanitarian efforts. At the same time, we understand the need to coordinate with active belligerents in order to avoid incidents that endanger us or the individuals seeking our aid. We are thus open and willing to cooperate with the authorities of the West Engell Republic in the requested fashion, but need to add some caveats:

a) We intend to transport refugees to all countries indicating their willingness to grant them asylum. We will clearly communicate intended destinations for trips to refugees seeking passage onboard our vessel. It is our intention to gift those fleeing the war at least a modicum of choice in the matter.

b) We can not pre-select refugees. Hands Across Oceans is not a law enforcement agency and we will not screen those seeking passage onboard our vessel for convicted criminals, former government officials or anyone wanted by law in their destination. If such policies are to be enacted, it will be for the authorities of respective countries to do so. Our organization simply does not have the needs to do so and we feel that it could compromise our neutrality and tarnish the trust of the refugee populations, which is a fundamental necessity for our work.

It is our hope that we can arrange a working agreement on this basis and that the Thaumantic Star can soon begin its humanitarian mission in Burgundy.

The Grand Duchy of Lars, given the geographical proximity of the nation, proposes the creation of the Humanitarian Corridors by the Ministry of Foreign Affairs and International Cooperation and the Regional Security and Cooperation Observatory. These tools can guarantee regular entries avoiding risky "journeys of hope" in favor of people in conditions of particular vulnerability and of actual need for international protection.

The RSCO / OSCR, the Red Cross and Green Community, the Federation of Tiburan Churches of Lars will occupy the reception of the beneficiaries upon their arrival in the Grand Duchy, guaranteeing accommodation and economic assistance for the period of time necessary for the completion of the process of the request for international protection.

As a nation that is still currently healing from wounds of war, we like to extend a helping hand to neutral NGO agencies and charities by sending funds from our Foreign aid budget and we also shall send gifts from concerned citizens of Strathclyde through third party partners.

We only ask in return for all parties involved in the on-going conflict to think about the long term damage to peace and the health of all innocent bystanders they are causing in their actions.

Eiffelland-Retalia wants to assist in this refugee crisis as well. We are willing to accept refugees within our borders for at least the duration of the conflict. A longer stay will be possible as well, like it was the case for Crotobaltislavonian refugees 1.5 years ago.

We are profoundly heartened by the international community's enthusiastic response to this humanitarian crisis, and shall proceed multilaterally as originally proposed by conducting negotiating arrangements in Ouistreham at the city's historic cathedral. It is our intent to conduct a round table meeting that includes the refugees themselves, participated by state, church, and ngo, leaders, but ultimately focused on civilian free folk who's testimony dictates our action.
