If you read the post, the lakes will be created with the damming of certain rivers.

Take note that we expect the construction of this canal, which in real time would take many years to complete, to be realistically and consistently RP'd. If not, we will be forced to void its existence. In case of it being used during a war, its existence, feasibility, and state of readiness (in short, the state of the canal construction RP) will always be reviewed.

In RL, I don't plan on having it open for several RL months, probably not till sometime in January, but let me point out that in the past far longer canals have been allowed with far less preparation and in far less time.
As for the length, if someone will actually adopt a map scale I can tell you, so until then, how the hell do I know, but i envision it being about 150 miles from one end to the other.

As for January, that seems a bit rapid. In real life, building a canal of this size and complexity would take years. The project sounds like a combination between the building of the Panama Canal and the James Bay Project, the first of which took 10 years to complete, the second took 20 years and isn't even totally complete.
Since we allow players to RP large-scale projects in flexible time (so building a bunch of warships, for instance, can take 6-12 months instead of 5 years), but this is a massive, extremely costly infrastructural project which will take years and years to complete, I'd say you've got (significantly) more than 4 months' worth of (consistent, realistic) RP ahead of you.

Fine, I have no problem with that, you set the time and that is how long it will take.
