Is there is set of ooc rules or an agreement on what the relationship of the pope and Tiburtina will be when he is elected? What can and can't this elected person do, especially in regards to the (resources of) the nation. I'm still not sure if this has already been established, if not (and I can't remember reading about it), I think that there should some kind of agreement before you start voting again.
