We inform member countries that, following the decision of the República Popular Democrática Socialista Occidental Archipelágica de San José to suspend its participation in the Central European Treaty Organization, observed Resolution n° 0003/2022, By Republic of Tianlong, date Sept 21 2022, we ask the secretary Emanuel Holmes-Cornaro to formulate a formal request for reimbursement on behalf of the CETO for the funds dedicated to the military structure off the coast of Puerto Cafè.

I have spoken with the Joséphino Ambassador and have reached a tentative agreement. The primary costs accumulated were principly to conduct surveys and draw up plans for the facility in Puerto Cafè. While these were by no means inexpensive ventures, so far CETO has not spent any money buying land or building the bases. We were still negotiating the terms of a possible land purchase until this announcement. There were delays as the result of environmental assessments and some pushback from local groups. This means that only a small portion of the budgeted money was spent. In speaking with the Ambassador and the Catholic Refugee Agency, we have reached an agreement where the República PDSOA agrees to fund the resettlement of refugees that emege from this ongoing crisis, including the influx of refugees from Al-Margrab. If it pleases my fellow representatives I am going to pull Resolution 0003/2023 from consideration.

On my government's and my own behalf, I want to voice our sadness regarding this decision by the Josephino government. If San José's withdrawal from CETO leads to the situation that Magrabbine refugees need to be relocated, the Rheinbund is willing to accept them.

Please know that this relief is not unconditional, though the costs, regardless of final outcome, will be minor compared to the gains. We will demonstrate our commitment to this in time and in short order. Any signal of plain agreement is all that is required to start the process. Once we are in full agreement, we will be ready to expedite this war to a mutually beneficial conclusion.

I am willing to hear out the Central European Treaty Organizations offer and discussions. I can send a small delegation between the combined ministries to represent our diplomatic corps and military staff. We propose the meeting just inside the Rheinbund-Zaran border. To keep the negotiations small and simple, and move them along as quick as possible we would like to see as few voices in the meeting as possible. Our own delegation will be roughly 2-3 individuals.
