To our fellow travelers,

While the Peoples Revolutionary Republic continues to advanced relentlessly towards a prosperous socialist-market economy economy, we can only look on events in the wider world with despair. Mezhism is once again advancing in Europa. In Scania our neighbor Saarema has fallen into the hands of a clique of counter-revolutionary bourgeoisie officers, confirming the region as stronghold of Mezhism. All the while in the south Sikandara is also falling into the grasp of Mezhist hardliners. Make no mistake, their dispute with the K.N.N.R. is little more than the flimsy pretext that will pace the way for the total abolition of even the bourgeois democracy that exists there. The criminal ideology, once forced to the margins, is once again returning to Europan life.

As unwelcome as these developments may be, they do not currently pose an existential threat to the new order each and all of us are constructing. The collective industrial and human resources of the revolutionary states is still great enough to forestall any military threat. But in spite of our shared interest in containing counter-revolutionary movements we continue to formulate our responses separately, guided by narrow national interest, rather than in solidarity guided by universal class interest. It is the democratic will of the Workers, Peasants and Intellectuals of the Revolutionary Republic that this sorry state of affairs should not continue.

So we call upon the representatives of the people in all of Europa's revolutionary states to put aside sectarian disputes and formulate a coherent general line on foreign policy against Mezhism in general, and to lay the groundwork for deeping of solidarity between the revolutionary states in the near future. On behalf of the Council of Peoples Commissars, I formally invite representatives of your respective governments to a conference in Stari Buyan to discuss these urgent matters.

Colleagues,

the Constitutional State has received your message pertaining to a conference aimed at establishing a basic understanding between the 'revolutionary' states that exist in an effort to effectively cooperate against the enemies of the revolution and for the advancement of the revolution across the globe. The Constitutional State has long maintained that a stronger cooperation between the Constitutional State and other states of comparable character would greatly enhance the possibility of substantial progress on the path towards mankind's liberation in our lifetime. Examples such as the united effort in Boliatur against the Khanist enemy and Danish Imperialism are testament to the fruits such a greater cooperation could bear.

Although ideological and pragmatic differences in the approach to revolution exists, it would be foolish to outright reject the possibility of a greater accord to mutual benefit. Success in this conference might not be guaranteed, but the NEC remains cautiously optimistic about the potential of grand revolutionary understanding.

The Constitutional State will be represented in Stari Buyan to listen to the Kievan proposals regarding this new order and make its own suggestions in this spirit.

It had been the plan of the Workers' Republic to approach the K.N.N.R. to explore possible cooperation between our socialist brotherstates for a while now. We are glad to see that similiar sentiments are shared by our Kyivan comrades.

What more is there to say than: naturally, a Carentanian delegation will attend such a conference.

We are intrigued by the K.N.N.R's proposal, and whilst we do not share their negative asessment of the advance of Mezhism in particular, we agree with the fundamental principle of a broader dialogue between all the Revolutionary States. Although previous agreements for defence and mutual co-operation have been signed individually, and efforts to resurrect the Revolutionary Defence Treaty Organisation of the 1930's have been contemplated, we believe that this Circle Conference will mark the first serious effort to bring all the major Revolutionary states together.

We will be more than happy to send a full delegation, and I will be attending in person.

Comrades,

It has been the intention of the People's Republic of Vangala since its foundation to enter into a state of co-operation with all revolutionary states. Carentania and Havenshire have already demonstrated considerable generosity true to the spirit of socialist internationalism in providing significant quantities of military and humanitarian material to Vangala during our ongoing struggles with both external and internal reactionary forces. It is the wish of the Vangalan people to reciprocate such kindness in the future, but also to extend feelings of goodwill and solidarity further afield, to friends in places such as Kyiv and Touzen.

It is therefore with great pleasure I accept the invitation on behalf of the Vangalan people to attend this grand conference. Unfortunately I cannot participate in the discussions personally, with concerns over my security and urgent domestic matters meaning I am required to remain in Vangala. Once the details of the meeting have been fully decided, the exact personnel representing the People's Republic of Vangala will be announced.
