The Kingdom of Boumerda
TO: Tòiseach Olibhia MacAnndra of the High Kingdom of Caledonia
FROM: Prime Minister Lazaros Mantzaris of the Kingdom of Boumerda
CLASSIFICATION: Private

Dear Ms McAnndra,

As two nations which have a long history together I believe that it is always important for us to refresh our relationship and ensure that these historic connections do not get confined to the history books. As such, it is my honour to invite yourself and your entourage, if you wish to bring one, to Boumerda so that we may discuss the future of our relationship and ensure that our closeness continues into the future and is not just a relic of the past. I hope that I will get to see you very soon.

Yours Sincerely,
Mr Lazaros Mantzaris

TO: Prime Minister Lazaros Mantzaris of the Kingdom of Boumerda
FROM: Tòiseach Olibhia MacAnndra of the High Kingdom of Caledonia
CLASSIFICATION: Dìomhair

Esteemed Prime Minister,

His Majesty's Government is delighted to walk together with the Kingdom of Boumerda onto a path of unity and friendship as it has done for so many times in the common history between your countries. In the name of the Folk and His Royal and Imperial Majesty, King Mael Coluim V, we will be very happy to come to the table of negotiations in New Dunadd to bring back Boumerda into the fold of the Viridian Compact. It is clear for all of us that all of us will have to win from the treaties of the Compact, which would bring a stable environment for economical development and for defense cooperation.

Signed,
The Right Honorable
Olibhia MacAnndra
Tòiseach of Caledonia

New Dunadd, Kingdom of Boumerda

The winter sun shone down on the capital city of the Kingdom, New Dunadd, as Prime Minister Lazaros Mantzaris puffed on a cigarette in the garden of MacEalair House, named after the first Caledonian governor of Boumerda. He knew that smoking wasn't good for him but when you've been smoking since the age of 16 and for almost 30 years it's a habit that you struggle to get rid of. Once he was finished the Prime Minister threw the cigarette into a nearby plant pot and went back inside.

Lazaros walked into his office and hung his coat up on the peg before sitting down in his chair. "Don't sit like that, you'll crease your suit" said his assistant and eldest daughter, Eirena, as she walked in and sat down in a chair facing his desk. He did as she said and sat up straight in his chair. "The Caledonian delegation will be here in a few minutes so you need to head to the front to welcome them" she said to him. "Also dad, the smell of cigarettes is lingering so you might want to freshen up before you go to meet them. First impressions are very important" she added before walking out the room.

The Prime Minister then went to his office bathroom and used some mouthwash and got rid of the smoke smell which was apparently lingering around him. He then checked in the mirror that his graying hair was not out of place before straightening his tie and heading to the front to meet the Caledonian Tòiseach.

Lazaros arrived at the front just in time as the car carrying the Tòiseach pulled into the Compund which housed MacEalair house. When she stepped out of the car he greeted her with a handshake, as he understood that nowadays a hug or a kiss on the treat could be viewed as sexist by some people. "It's lovely to meet you Ms MacAnndra. Please follow me" he said smiling.

They walked down a few corridors until they reached the room where the meeting would be held. It overlooked the area in which the compound was and in the distance you could see the skyscrapers of the financial district of New Dunadd. An array of drinks and delicacies, both Caledonian and Boumerdan ones, had been set out on a cart nearby as they sat down to begin the meeting an attendant came in to ask them both if they would like anything. "I'll have a latte please, I'm not really hungry at the moment" the Prime Minister replied. He then waited for Ms MacAnndra to decide what she would like before the meeting would begin.

Toiseach Olibhia MacAnndra was happy that she came down to Himyar especially when the winter was getting harsher in the north. Her bones felt sore thanks to the cold and it was getting worse and worse every winter. After Boumerda, her tour would continue with a state visit to Maseru in the Empire of Loago to meet with Lord Protector Reese Bivin and to try to put the anti-drug efforts back on track. Her plans were to make Loago again a shining example of joint development coming both from the High Kingdom of Caledonia, The Caledonian Himyari Company, which will reopen it's offices in New Dunadd once Boumerda will rejoin the Viridian Compact. The return of the Himyari Kingdom back into the Compact would be the greatest victory of a Caledonian Toiseach for the preservation of Caledonian power since the days of the colonial empire.

The Caledonian delegation has arrived in New Dunadd in the morning after it flew from Caledonia over Gunnland, Bourgogne, Carinthia, Eiffelland and the Long Sea, avoiding the crisis stricken Elben and Crotobaltislavonia. The trip from the airport to the MacEalair House was smooth and Toiseach Olibhia MacAnndra could see again the city in which she grew up as her father was the last Lord Protector of Boumerda in the colonial days.

Toiseach MacAnndra shook the hand of the Boumerdan prime minister smiling. As the two delegations entered the building, she had a few flashbacks from she was as little as five, walking on the corridors of her father's old offices. But she preferred to keep things back in the present day. It was Caledonian arrogance that destabilized the old colonial empire and then Caledonian fascism that destroyed the relations between the metropolis and the colonies. It was the time to bring all the prodigal sons back.

"I'd like a black tea," she said to the attendant. Afterwards the two delegations entered the meeting room.

"Prime Minister, I am sure that by now both our nations understand the need of cooperation. You may have seen how much Loago has evolved in the last years as it enjoyed the free trade and free travel for it's workforce. Boumerda can enjoy it too. The Viridian Compact has been much more productive than it was anticipated and I firmly believe that both our nations have to win much from the end of Boumerda's suspension and the return of friendly relations between her and the Empire of Loago and High Kingdom of Caledonia," she said as both delegations were seated.

The Prime Minister took a small sip of his coffee before replying."Yes, I must say that Boumerda has been keeping a close eye on the Veridian Compact and I can definitely say that we're looking forward to hopefully rejoining and reaping the benefits it offers. However, I feel like there is more that we can both get from this other than free trade and travel. I feel like we need to use the Veridian Compact to bring our best minds together to help advance us technologically and bring about a new era of relations between all 3 members of the Veridian Compact. I also want to use the Veridian Compact to help develop the power of Boumerda within the region. I feel like we have a real chance of becoming a power within the Kalahari and Himyar area and I feel like learning some military expertise from the far more advanced Caledonian Armed Forces would help give us an edge in the ever-changing Kalahari Sea area" he replied.

Olibhia MacAnndra took a sip of her black tea while listening to the Boumerdan Prime Minister. "If your government wishes it could be done. Trainers can come from both the White Army which can train your armed forces in urban combat while the Imperial Army of Loago can also send trainers, as they are specialised in savanna and desert fighting. I don't think you need training in Arctic conditions, even if the White Army is specialised in that," she said with a smirk with taking another sip of tea.

"While Caledonia would be delighted to retake it's old naval base in Chostangea and while it would be a very good element in the defense of both Boumerda and the interests of the High Kingdom, I have seen the aggressive replies coming from Socialist Implaria. I would believe that in the current situation, it would be best to limit ourselves to trainers, not to pick on the southern dog too much. You never know when it would stop barking and when it would start biting, and it would be complicated for us to fight a three front war, in Loago, Boumerda but also on the homefront against Kadikistan, should they become aggressive," she stopped and then took one final sip to finish her tea.

"In time, the Boumerdan Army can be modernized, as many of the Caledonian armed industries still have many joint projects with the Ivernian industries and we can provide with Celtic made small guns, APC, tanks and even airplanes. But that you should talk more with the representatives of the Caledonian Himyari Company. They could put you together with producers from Carinthia-Harkany and if needed, the company can even loan your government for civilian and military development," she said.

"Haha indeed, I don't think we will be getting much snow or ice here anytime soon" Prime Minister Mantzaris replied whilst chuckling. "Anyway, about any potential military bases, I agree that we should leave that until another time whilst the Implarians seem to be so opposed to any sort of move and of course we don't want to set them off" he added. He then took a gulp of his coffee.

"Now I would like to discuss the idea of the Celtic arms a bit more because I think that's something that would really help our armed forces as they're desperate to get their hands on the best equipment but it's just something we haven't managed to get around to yet. However, as the country develops and we can afford to pump the money into the armed forces I think that now is the ideal time to start purchasing more modern equipment in larger quantities. As for the Carinthia-Harkány contact through the Caledonian Himyar company I think that I'd rather my country get to know more about the Carinthians and build our own relations with them before purchasing any military equipment sourced from them" Lazaros said. "Also, I noticed you finished your black tea so if you'd like another feel free to ask" he added.

"No, thank you, I think it would be enough caffeine for me," she said smiling. "Well, it is to be expected, sure. I just want to state that the High Kingdom places enough trust in the Carinthians to have joint development programs with them, so I don't see a reason for the Boumerdans to shy away. As for the trade of weapons, It will be done through the Caledonian Himyari Company, and I will personally make sure that the government of Caledonia will support the purchases," she said afterwards she took a short pause.

"It is in his majesty's government interest to see the Kingdom of Boumerda back into the fold so that Caledonians, Loagins and Boumerdans are brought back together into the family of nations that have brought them into the peak of development. So, shall we sign the necessary documents?" she asked.

"Ah okay, I suppose that is true" he replied. "Anyway, I agree we should sign the necessary paperwork and get the deal sealed. It will be great to be welcomed back into the fold so that finally the affects of the turmoil that was the Chostangea Crisis will be put behind both of us" he said smiling.

The Prime Minister then walked over to a phone and rung up his assistant and daughter, Eirena. "Eirena I need you to get the document written out properly so we may sign it, do it quickly please darling" he said over the phone. He then put it down and went back to the table where Ms MacAnndra was sat. "She won't be a second. She's always been a very fast walker, unless that was so she could get away from her mother and myself" he said chuckling.

Within a few minutes Eirena knocked on the door and brought in the documents. "Thank you Eirena" Lazaros said to her. "No problem" she said before walking back out. "Would you like the honour of signing first Ms MacAnndra?" the Prime Minister asked.

Olibhia MacAnndra rolled her eyes a bit. She thought the commentaries of the PM regarding his aide were unnecessarily, but still, she had her victory.

"It would be a pleasure," she said as she took the document and signed it.

The Prime Minister then signed the agreement. "Well, I guess the deal is now sealed and Boumerda will be returning to the Veridian Compact" the Prime Minister said quite happily. "I hope you don't have any regrets now" he added chuckling to himself.
