To the Free States of Trivodnia, We are appalled by the actions committed by your neighbor, Kadikistan, and wish to offer some sort of agreement to help assist you in the case tensions seem to rise anymore than they should. I propose that, when Chancellor Adolf Schmeid travels to your country on the 16th of March, some sort of mutual defensive pact is made to ensure the survival of your nation and its peoples in the chance of war against our enemy. The threat is Kadikistan, they have shown that they care not for others and only for the benefit of themselves. Constantly threatening international war and the lives of millions, we wish to help you if this happens. Many of your enemies are also ours, let us help each other.

The Free States is more than willing to host Chancellor Adolf Schmeid for bilateral discussions, but we wish to clarify the limit of what can be agreed. While clearly both our nations share concerns over the recent behaviour of Kadikistan, and have a vested interest in a peaceful Gothic Sea region, Trivodnia is constitutionally bound to neutrality, excluding us from agreeing to formal defensive alliances.

The Free States can commit to enhanced military co-operation, for example in the form of joint exercises, but cannot sign anything that could be interpreted as violating our neutral position.

To the Free States of Trivodnia, We are aware of this and we agree with the possibility of our military's assisting each other through thing like joint exercises among other things. We hope that we can work around your neutrality to assist you in any means possible.
