To answer the request of the Senior Tribune, certain articles have been taken from the text of the questioning session between Tribune Carlos Jiminez of Heredia and Foreign Affairs Minister Clemente Osvaldo Hernandez. This information was requested and approved as part of the Government Transparency and Operations Act of 1951.


CARLOS JIMINEZ: “Thank you for joining us today, Mr. Foreign Minister.”

C.O. HERNANDEZ: “It is always a pleasure to speak before the Chamber of Tribunes.”

CARLOS JIMINEZ: “We are here today as the Chamber of Tribunes has requested the Foreign Minister appear to answer questions concerning his opinion on the developments around the Sylvanian fleet arriving in San Vincente and the Aresuran Question.”

C.O. HERNANDEZ: “To my understanding, it is the Democratic Union’s opposition to the idea that has led to my presence here, not the opposition from the Chamber, which remains majorly in favor of the decision, but you may proceed.”

CARLOS JIMINEZ: “Mr. Minister, our grand republic takes pride in the fact it’s remained neutral. You then contacted the Sylvanian Government with very little transparency to the Chamber about the decision to allow ships to take port in San Vincente. You claimed that these ships would further uphold our sovereignty. I ask you, Minister, do you believe these ships will draw the unwanted attention you claimed that they’d deter, and if so, how do you plan on handling the situation?”

C.O. HERNANDEZ: “Of course. Mr. Tribune, your concerns are not grounded in reality. I maintained complete and open contact with the Chamber of Tribunes throughout the entire decision process; this Chamber knew everything that was happening as quickly as my own office did. These ships are not drawing unwanted attention; the idea is simply fear mongering. The All-Attreyan Republic is cautious, not opposed, and I will not back down to Danmark, I will not have this nation fall victim to their tyranny. However, should your baseless fears come to fruition, we will deal with it just as any civilized society would, and we will come to the negotiating table and work out arrangements.”

CARLOS JIMINEZ: “Mr. Minister, I am the head of the Foreign Affairs Commission, do not sit here and tell me you kept us all informed, I know for a fact you failed to do so.”

C.O. HERNANDEZ: “Your office’s delay is not fault of my own, Mr. Tribune. My office keeps clear and concise records of any and all activity.”

CARLOS JIMINEZ: “Mr. Tribune, I ask you and demand your honest answer, is the Ministry of Foreign Affairs and the Military working together on what you’ve gone to call it ‘the Aresuran Question.’”

C.O. HERNANDEZ: “My ministry and the military are involved in discussions over the situation in Aresura and what role the Aurarian Government should play in the matter.”

CARLOS JIMINEZ: “What role is that, Mr. Hernandez?”

C.O. HERNANDEZ: “Under several national security protocols, I am unable to neither confirm nor deny that any role is determined. You do not have the right to ask me that question.”

CARLOS JIMINEZ: “Your documents make it clear that Auraria is considering the possibility of intervention in Aresura. Discussing as much as military intervention. By the peace and security of the nation, you need to tell me what you’re speaking of. Have you made contact with the Aresuran Government?”

C.O. HERNANDEZ: “It is the official stance of the Ministry of Foreign Affairs to not engage the Aresuran Government until such a time that their crisis has been resolved. We’ve claimed neutrality.”

CARLOS JIMINEZ: “That’s fine, but have you made contact?”

C.O. HERNANDEZ: “No, we have not.”

CARLOS JIMINEZ: “I will censure the Ministry of Foreign Affairs to ensure that until such a moment when you’re prepared to tell us everything, you will be unable to communicate with any branch of this government without the full knowledge of the Foreign Affairs Commission.”

To all whom it may concern,

My fellow statesmen of the Congress, it is well within my knowledge that the Sylvanians pose a serious threat to the Aurarian Economy and our national security. They will now and always pose that threat and continue to hang it over our heads whenever it suites them best. Allowing them to roam freely and unchecked in our borders will be the death of our culture and sovereignty, this much is obvious. I propose vigorously that the Congress take necessary steps to ensure that in the future the intentions of the Sylvanian Government are known to us, for example through methods of information gathering. I also stress that any future engagements with the Sylvanians be treated under the assumption that they hold a dagger behind their backs waiting for the exact moment when we turn around to offer them our wine.

However, if any of you are under the honest conclusion or thought or even inkling of an idea that I will go before the world through the power of this Government’s foreign ministry and denounce the Sylvanians and call them out for being the monsters they are, you’re horribly mistaken and daft in the heads. I’d like to remind the Congress the level of involvement the Sylvanians have in this country. Many of you suggested nationalizing Sylvanian property and deporting their corporations from the country. The Sylvanians threatened economic destruction from a simple sentence; an action of this nature would prompt much more devastating blows. Others among you have demanded I order the removal of the Sylvanian Fleet, once more I am sure that the Sylvanians would be more than thrilled to do so, because they are such honest and good standing allies.

In the end, my fellows, the Sylvanians pose a greater benefit to us as an ally than an enemy. I ask for all of you to be diligent with your dealings and very aware of their true intentions, I am not asking for you all to be so hot-blooded and foolish. For all of these reasons, I have formally decided to take my stance against the Sylvanians and ignore every demand this Congress has sent me. I will not compromise this country because the hotheads are uncomfortable.

REPORT TO THE CHAMBER OF TRIBUNES

BE ADVISED, by request of the PRESIDENT OF THE REPUBLIC, COMMANDER-IN-CHIEF of the Aurarine Armed Forces, the Ministry of Defense in conjunction with the Government of the Kingdom of Sri Siva, has authorized the creation of a joint task force, consisting of twelve (12) ships of the Aurarine Pacific Fleet, under the command of Admiral Chimo Huang. The Ministry possesses strong confidence in Admiral Huang's ability to safeguard the Aurarine Fleet and ensure completion of the missions assigned.

ACKNOWLEDGING the increasing pirate attacks along trade routes in the Implarian Ocean, it is considered imperative by the PRESIDENT OF THE REPUBLIC, that the Aurarine Republic guarantee the safety of its trade routes - specifically the trade routes between Sri Siva and Auraria. Official Transcriptions of missions assigned to the Task Force shall be made readily available to the CONGRESS OF THE REPUBLIC under the classification of TOP SECRET. Both Sri Sivan and Aurarine Naval Vessels are free to dock in Aurarine and Sri Sivan ports for refuel and resupply. Coordination and communication between the two navies will be held constantly and consistently, to ensure completion of all assigned missions.

The Aurarine Task Force shall consist of:

x3 Cruisers (BNA Moreno, BNA San Martin, BNA Belgrano)
x4 Destroyers (BNA Talamanca, BNA Filadelfia, BNA Primer)

PROCLAMATION OF THE AURARINE IDENTITY AND NATIONSTATE

ADDRESS

THE PRESIDENT OF THE AURARINE REPUBLIC

DELIVERED

Before a Joint Session of the Aurarine Chamber of Tribunes and Republican Senate concerning the integrity and rights of the Aurarine Identity, hereby called the “Auro Ethnicity,” to live under the republican governance of the Aurarine State.​

Madam Vice-President, Mr. Speaker, Tribunes and Senators of the Congress of the Aurarine Republic:
The situation of disunity between the peoples of the former Frescanian colonies in Zulia-Santander is concerning and a detriment to the identity of the Auro Ethnicity.

Acknowledging the situation necessitates me to make this address before a Joint Session of the Aurarine Congress. Let it be known and resolved that the topic of discussion in this session is considered to be top secret and not to be spoken lightly, given the implications of this proclamation.

As is known, the Aurarine Colony rightfully encompassed the lands currently known as Auraria, our mainland, the Aurarine Implarian, the Island of Niocya, the Island of Monkecia, and the Catalina Islands.

Only two of the aforementioned territories are currently encompassed by the Aurarine State. Throughout the course of our history each territory, with the exception of the Aurarine Mainland and the Aurarine Implarian have either remained under Frescanian control, as is the case with the Catalina Islands, or have gained independence, which is the case of Nicoya and Monkecia.

I am here today, to resolve before the Aurarine Congress, a vote on the resolution of what is called: “The Proclamation of the Aurarine Identity and Nationstate.”

This proclamation, should it be enacted, implements the following:

On the topic of the Island of Monkecia; the Aurarine Government acknowledges that the historic connections the two nations had play second nature to the current cultural and political situation of each. With that in mind, the Aurarine Republic shall make no claim to the island of Monkecia and recognize its culture and customs as being distinctly independent of the Auro Ethnicity and thus deserving of its own independent government system.

On the topic of the Republic of Nicoya; the Aurarine Government recognizes that Nicoya rightfully should be reunited with the Aurarine Republic and granted full status as a Province of the Republic. The Island will be granted all the rights, privileges, and obligations of the title of Province and be free to elect tribunes and senators to the Congress in Heredia. The inclusion of Nicoya shall be done by the offering of peaceful assimilation as a Province. However, as President of the Aurarine Republic, I authorize all means deemed necessary to ensure the reunification of Nicoya and Auraria.

On the topic of the Catalina Islands; the Aurarine Government believes firmly that the cultural and economic exchanges of Auraria and the Catalina Islands supersede the aging political ties the aforementioned islands retain with Frescania. The Islands represent the last remnants of the Frescanian Empire and is found patently anti-republican for the United Republic of Frescania to maintain colonial possession in the continent of Zulia-Santander. As such, as President of the Aurarine Republic, I call upon the Congress and Foreign Ministry to make the necessary accommodations for the peaceful acquisition of the Catalina Islands. The Aurarine Government will not engage in armed, forceful acquisition of the Islands. Should the Frescanian Government agree to relinquish control of the Islands, they are to be admitted to the Aurarine State as a Province, equal to all others. I call upon the Congress to seek methods of invoking historical and cultural significance of the Catalina Islands to Auraria, the symbolic end of the Frescanian Empire, and a payment for the islands; these methods will be the means in which Auraria negotiates for the peaceful assimilation of the Islands.

On the topic of the Aurarine Implarian, All peoples and territories of the Aurarine Republic are equal. I call upon Congress to begin preceding for the collection of Islands in the Implarian Ocean to drop their status as territories and be fully admitted as ONE Province, equal to all others. Those Islands rightfully deserve equal representation and status in the Aurarine Republic and I call upon Congress to make it so.

I have the full faith and confidence in the Congress of the Aurarine Republic to move in unison for the common goal of uniting the Auro Peoples under one unified, republican government.

Great responsibilities have been placed on this government as a result of the Summer Revolution, I have full faith in the Congress’s ability to act upon these responsibilities fairly and squarely.​

Re-Armament and Modernization Act of 1954

IN THE

The Honorable Renato Huff, Tribune of the 19th district of the Province of Valle Occidental, Speaker of the 4th Congress, 1st Session.​


A BILL TO: Set forth the fundamentals of Aurarine funding and maintenance of the National Guard.
REFERRED TO COMMITTEE: 3 April, 1954




Recognizing the increasingly dichotomous nature of the global balance of power, the necessity of a well-equipped, trained, and funded military cannot be understated. In order to ensure the continued integrity of Aurarine Sovereignty from a military aspect, C.R. 1302 proposes the following changes be implemented. The Bill, in summary:

1) En expansion of discretionary spending from the current 7.3% to 15%.
a. This expansion is also to be amended into the current government budget​
b. This expansion is guaranteed for the next five years, at the completion of the aforementioned term, the Congress may vote on whether or not to retain the spending levels.​
2) Expansion of reserve personnel from the current 31,000 to 50,000.
a. CR 1302 shall set a precedent of recognizing that conscription into the Armed Forces, i.e. civilians or residents (legal or not) into reserve or active duty is a violation of their constitutional freedoms.​
b. Only in times of great national emergency, as declared by the President of the Republic, can conscription measures be taken.​
c. Upon completion of hostilities, the Government may not forcibly retain conscripts.​
3) Expansion of active personnel from the current 65,000 to 100,000.
a. The expansion of active personnel should come initially from willing members of the reserve force.​
b. Pay raise of active duty personnel of 5%.​
4) The Escamilla Plan
a. Defense Minister Julio Escamilla, in conjunction of the crafting of CT 1302, has requested the Congress of the Aurarine Republic consider the following:​
i. Approved funds for the conversion of two (2) Cruisers into light aircraft carriers, to better expand Naval capability.​
ii. Approval of the construction of twenty (20) new warships to bring up the total fleet number from 50 to 70. Breakdown of the proposed new vessels is shown within the full text of the bill.​
iii. Approval of funds for modernization of aging vessels within the fleet.​
iv. The retirement of the Aurarine Dreadnoughts: Independencia and Libertad. The ships are costly and no longer necessary. In their place, the construction of two submarines.​
v. Completion of the purchase from Aodh-Mor Corporation made by the previous administration.
