The Stateholder Marshal and the Council of Ministers have directed that I should approach your government under the strictest confidence, pertaining to the development of the Second Faroes Crisis and the increasing activity of the Sylvanian government and its Tripartite Pact allies in forwarding their power politics to the broader European stage. In recognition of the chilly state of existing relations between the Tripartite Pact nations and Warre & Tyrculir, as well as the public stance your government has made in the Faroes Crisis, the Union government wishes to come forward with a proposal to open avenues of cooperation between our two countries.
Having kept a close eye on the development of the Faroes Crisis and the international conduct of the Tripartite Pact in general, the Union government has come to believe that the aims of the Tripartite Pact go further than just to achieve Sylvanian control over the Faroes. It is our view that the Faroes situation has also been chosen as an appropriate avenue for a show of force by Sylvania and its allies: By moving to exert military control over the Faroes, the Sylvanians are conveying a message to the other Occidential powers that they are willing to use military force in defense of their political objectives and attempts to achieve regional dominance in the Faroes. To put it simply, Charleroi is attempting to signal their willingness to bully their neighbors into submission if they do not pay suitable tribute to the Sylvanian government.
The Union government recognizes and appreciates the way with which your government has stood up to the Sylvanians in the Faroe Crisis, especially through the denial of your waters from their naval forces. We do, however, fear that this has made Tyrculir a likely target for future Sylvanian bullying and intimidation, as already evidenced by their reaction to the aforementioned act. As a result, Marshal Häyhä has instructed me to express his desire to offer your government political cooperation in monitoring and containing the Sylvanian government and its haphazard aggression directed against nations in Occidentia and the Thaumantic littoral in general.
For all concerned, it would likely be best that these liaisons were kept at a low profile for the time being. While we are willing to discuss exact terms and avenues to a more specific degree, at this time the Union government wishes to come forward with a proposal for political and intelligence cooperation between the Fennian and Tyrculir governments pertaining to the activities of the Sylvanians and their allies, and the possibility of supporting military cooperation.
