SUBJECT: ADMISSION TO THE COUNCIL OF NATIONS

In the name of the government of His Majesty the Emperor I have been authorized to inform you that the Empire of Greater Oikawa harbors no ill will towards the Federal Republic of Telora, its government or its citizens, nor is the Empire of Greater Oikawa opposed to Teloran membership in the Council of Nations, an organ that the Empire of Greater Oikawa like no other nations defends and promotes as the only option for humanity to safeguard international peace in the 21th century.

As has been announced policy of the Empire of Greater Oikawa in the last year, the Empire has called for a temporary stop of reforms to the membership of the Council of Nations, as long as outstanding international obligations and issues have not been addressed adequately by the international community, to provide for ample opportunities to address these issues. These issues are now at the edge of being resolved, which will allow the Empire of Greater Oikawa to campaign in the near future for an admission of the Federal Republic of Telora to the halls of the Council of Nations.

The Federal Republic is grateful to the Empire for this explanation for their veto of our membership applications. We recognise that, under the Charter, the Empire is empowered to veto resolutions as it chooses, and given that our application was placed together with several others, we feel no deep ill will towards the Empire; transient irritation on the behalf of Congress notwithstanding. We are hopeful that the issues which have placed a hold on the expansion of the Council will swiftly be resolved, so it can return to full and productive life, and so that we may join its halls.
