First, allow me to express once again my congratulations on the successful conclusion of the national revolution in Saaremaa and the consolidation of your government which, I believe, will prove to be successful than the monarchist-plutocratic predecessor. Indeed, congratulations are in order as our ethnic and cultural cousins now arise from the throes of reaction towards a new, better Saaremaa. The struggles that you have experienced are familiar to me and the Fennians as a whole. After all, a similar sequence of events preceded the establishment of the National Unity Front and my administration, and we then overcomed the same threats that you overcame now.

Thus, we believe that time is ripe for talks of deepening cooperation between the Fennian and Saaremaan peoples, in recognition of our historical brotherhood, the similarity of our national visions and the common challenges we are facing in today's world. Accordingly, it would be my desire to invite you to Kalevala as my personal guest on a visit of state. My belief is that this woould send a strong message of the renewed Fennian-Saaremaan friendship and provide ample opportunity to discuss bilateral cooperation between our governments.

Though I will gladly welcome any suggestions which your government might offer regarding the topics of such a visit, should you choose to accept it, allow me to discuss initial propositions that the Union wishes to put forward during such a visit. First, we are ready to suggest a Treaty of Friendship, Cooperation and Assistance to be signed between Saaremaa and the Fennian Union, which would enable cooperation between our two nations in military, political, economic and sociocultural aspects. I propose that the exact specificies of such an agreement would be discussed in this meeting.

Second, it is my desire to discuss the matter of the Loago Commonwealth and any Saaremaan plans to reassert control in that region of Himyar. Its current status is becoming increasingly untenable from the Fennian perspective given the pressure put on the Union Army and the Protected Territories Police by the uncertainty involved in nonstate armed bands on the borders of the Protected Territories, and due to the evident concern that a spillover into the Protected Territories would occur.

We wish to thank again our Fennian brothers for supporting us in the National Revolution and for being so open in defending their ethnic and cultural kin. The Kingdom of Saaremaa managed in the past to offer its people a period of glory and stability, a golden age, but that ended with the beginning of the 19th century. Since then, the Kingdom slowly transformed into a bureaucratic nightmare that knew only to satisfy the needs of the nobility at the expense of the normal man. What they called in those days serfs and thralls were actually the men that were keeping the state from not falling apart because of the excesses of the aristocrats. The cup was filled eight years ago, when Eha of house Saare tried to reestablish the Autocracy, thus depriving the working people of their limited political and social rights. The people finally put their foot down when the saw the feudal tendencies of the intrafamilial battle that was unfolding between Eha and Ott Andrus. For the fight of two men, an entire country had to suffer.

Though the revolution ended in victory, there are some certain elements in Saaremaa that still adhere to Ehaist ideas and like their leader, they prefer to do anything to restore their power at the expense of the people. The existence of such groups has been proved by the attacks of bandit gangs and terrorist groups on the meritorious working men from the Imavere Region. We have seen things like the robbing of miners and farmers, armed attacks on trucks and on the mining railways, going even to assassinations of the workers. The State Defense Service, the RKT, managed to find out that the groups that were also guilty of the bank robberies in Kuressaare and Raasiku would also be linked to the political world, but this time not with a reactionary restoration movement, but with a left wing movement. The RKT and the State Police are on high alert, as the stabilization of the homeland is our current priority.

Secondly, the Loago Commonwealth. The current Himyari state is in a deplorable state, only the capital Maseru is still under State control. The Lord's Salvation Army, which operates in the north is what the Protected Territories should be concerned of. The terrorist group might be behind the apparition of Christian Sects in the native population, the the LSA is a group which calls for a new, reformed religion for the Fante population by mixing the Christian beliefs to the native animist Rites. There are also reports that say that the LSA is recruiting children for their fight against stability and against the State. The other anti-Saaremaan movement, the communist Movement for the Liberation of the People is much smaller and doesn't possess the power of the Christian fundamentalist group. The lack of education and general illiteracy which the Kingdom maintained in its colony is the most important factor that led to the creation of this Christian fanatic terrorist group. Adding to the current instability is now the presence of certain generals, reactionaries and aristocrats from the defunct Kingdom. The RKT has reasons to believe that those generals who are on the wanted list of the State are preparing a coordinated attack on mainland Saaremaa to try to re enslave the Saaremaan people. To stop their malicious plan, the National Assembly has officially sent the Black Army to pacify the colony.

Regarding your invitation to Kalevala, I gladly accept it, as the relations between the brother states, Fennia and Saaremaa should be cordial. We will discuss the details of the Treaty of Friendship, Cooperation and Assistance to create a perfect environment for the development of our countries.

I am confident that the state visit will provide a most appropriate venue for the discussion of what I outlined above and the deepening of Fennian-Saaremaan cooperation.

As for the Loago Commonwealth issue, I can initially say that I am prepared to offer the support of the Fennian Union Army and Union political backing in the Saaremaan effort to restore order to that territory. The specifics, should you choose to accept this offer, would be discussed by us in Kalevala. However, at this early stage I can offer Protected Territories basing to Saaremaan forces involved in the recapture of the Loago Commonwealth as well as the involvement of Fennian forces.
