After reading Major-general Aland Brew's assessment on the aftermath of the Checkpoint Cogan incident and the wider capability of the Commonwealth Defence Force. My worse fears are confirmed we do not have the man power or the equipment to counter a conventional invasion whether by land, sea or air (our chances are even worse facing a combined invasion). Our best estimates put the complete overthrow of the current ruling authority within a five day time span.

Looking at our very few key defence allies, the best course of action would be complete eviction of the government cabinet & assets deemed vital to the national interest. In order to reorganise ourselves while leaving behind members of the Special Forces Directorate to create an insurgency loyal to the current ruling authority.

The death toll would be in the hundred of thousands that is why I request your authorisation of Project 731 because the current climate doesn't give you the political capital to expand and enhance our traditional military readiness, Project 731 as we discussed in the past will strengthen the collective shield the Commonwealth Defence Force holds up everyday protecting the national security & interest of Prydain.

We have found three possible sites for Project 731 which should meet all the criteria of the brief you sent me, as well as exploring any opportunities we have our defence partners to carry out joint research and we have few abounded projects which may prove fruitful to Project 731.

Due to the nature of all work related to this project, I am working with the Brigadier to ensure that all those involved in the Project in anyway are fully vetted.

To speak outside a professional context and purely matter of opinion , I advice you to seek out assistance from the Pelasgians. I have had few PhD students both civilian & military do their exchange program, their experience in the field we are developing is next to none but as always Sir you are running the show.

She didn't know what to expect, her commanding officer told her to head to the Coast Guard station since she didn't drive it was quick a shock when she opened the letter filled with about half a dozen tickets for the public transport. The journey starting at half five in the morning only took four train changes and two buses so about nine hours all together.

Last leg of the journey was a twenty minute taxi ride from the bus stop, the driver clearly used to the empty winding roads and driving half cut men in uniform. He didn't bother to say much between each breath he took chain smoking and driving at three time the speed limit. He simple referred to his
passenger as Ma'am whenever she had questions, the answers he tried to keep short & simple. One thing he learnt from the half cut men in uniform was never trust an officer even if they worn skirts.

Finally she arrived at her destination, the driver before she even got the car dumped her luggage and snatched the cash for her fare while mumbling something thanks for the change, before she could react the taxi skidded off in the opposite direction to her.

In front of her was the coast guard station gates which was named Blue Run and was the smallest one in the entire service. Based at the mouth of the river, it housed about forty personnel, one river portal vessel and three small rapid response boats. She headed down the small back country road to the entrance even though it was middle of the summer a grey haze clouded the entire area.

What she found at a entrance was a lone guard box, inside was a young male sailor probably not even twenty yet which made her wonder who did he piss off to end up here this early in his career. He seemed in a daze staring into the abyss with a little music radio playing in the background which was only thing stopping him from falling asleep.

She kicked the guard box to get his attention which resulted in him jumping from the freight and banging his head on the box celling.

"Why in the hell did you do that?" He shouted before realising his mistake.

"I never seen such a disgrace in my life!" She screamed in response he stood to full attention giving a salute.

"Get the fuck out of there right now before I drag you to your commanding officer." She ordered him, with his daze long gone he got out making sure to stay at full attention.

"Name, rank, number?" She barked again


"AB Jones, 8238 Ma'am." He answered

"Good now tell me why you are disgrace to the uniform you have the privilege of wearing?" She asked with a little smirk.

"I have failed in the task given to me by my commanding officer." He mumbled at her but keeps eye contact

"Yes which is?" She snapped while poking his chest.

Trying hard not to bite, he answered "To be sentry at this entrance."

"Good you understand you are lucky I am just a visitor at this station and not a new member of staff, I will leave this matter for now but don't worry I will keep note of this.

Now can you contact Professor Blàr for me"

The grey buildings that made up the research centre probably give the usual hiker walking the hill it sat on a mediocre impression of the purpose of it but inside the building it had various laboratories, workshops & conference rooms to host various arms manufacturers .

The Brigadier spent his retirement in the centre standing at 5'8, his light brown already turned to a light grey swapping his fatigues and service pistol for a blue shirt & pink tie. Instead spending his time either doing military exercise or attached to a Krypteia company, now he was a glorified baby sitter.

"Staff Welfare Officer" was his official job title with a permeant scowl and battle harden face, he would be the last person you imagined you go to discus personal issues but to the surprise to the civilian scientists & administrative staff he proved to be a good listener. Always putting a brew on every time they entered his office in light of that they always called him by his old rank or simply sir.

Most of the civilian staff never actual remember his name even though it was on his office door, the military staff on the another hand know full well who Brigadier Stewart was.

Born in Engellex with mixed blood of the Prydain Isles, earning the nickname mad mongrel in his thirty year service for the Commonwealth Army twenty of that being in various special forces directorate units. The non-enlisted personnel kept away from him knowing if he every popped up at their accommodation it only meant that the boys doing their foundation degree had been trying to breed like jack rabbits and one of the ladies they tried to seduce the night before had complained to the Brigadier.

One episode included the Brigadier dangling a young junior officer outside his accommodation window over a allegation of what the report later filled called "serious unprofessional behaviour" or what Stewart called "being a dirty rotten sex pest."

The entire thing lasted about half after four military police booted the door down and dragged by now mad mongrel, luckily for the sex pest he was on the third floor above the bins which cushioned most of his fall. The Brigadier got off with a month unpaid suspension and allowed return to the centre if he promised to not go near the military staff accommodation.


Today started like any other day black coffee in the office reading through the endless emails of mostly gossip and office drama, one email stood out from the civilian administrative staff receptionist.

"A old friend from your army days called saying he needed talk immediately." was written in the email.

Being the ripe old age of 64 and nature of his old work Stewart thought to himself

"All of my army friends are dead or worse stuck in a care home."

This couldn't be good news this was someone from the Directorate coming to knocking.

"Shit this could be a DoD bureaucrat." Stewart thought in horror.

Someone knocked the door before opening it, in the door way was a tall thin man probably in his early thirties everything about himself from his suit to hair was groomed and tidy besides the dark five 'o clock shadow that he wore.

"Hello Brigadier, I have been told you have sort become a mother hen here." The man told him his voice sounded like a used care sales man.

Stewart stared back into him, taking sip of his coffee before speaking.

"Who the fuck might you be?" He said in a low growl, the man at the door let out a small laugh then said.

"I guess there's mad mongrel still in you." The man took a chair to sit at the desk where Stewart was sitting.

"Who I am is not important, what matters is who I work for." The man told him, Stewart leant forward from his desk and said.

"If this is about any Directorate business, I have told you before all the information you need is all my field reports and my personnel records if you need anything you can look there." The man let out another chuckle before he started to speak.

"Do you I look like knuckle dragging ape they throw some camouflage and boots on?" Before Stewart could respond, the man throw a letter on his desk and spoke.

"I work for the Commission and we need talk about Project 731."

Northern Siar Isles

It took about nine hours after the first alarm went off in the underground lab for the Containment Unit to arrive which was made up of military environmental protection officers who confirmed a possible outbreak on the small Isle where the lab was based.

Project 731 had developed into three teams of scientists speared across the Northern Siar Isles, the landowners were either dead or brought out by shell companies. The Isles were made of three tiny Islands twenty miles from the mouth of Blue Run river, one was a sheep farm other a lighthouse station & finally third one was a makeshift emergency shelter for the local fishing fleet.

The sheep farm was most useful for the project it provided a herd of sheep has testing subjects & underground storage space used for feed and manure which was convert it one underground lab. Sliver team was made up of twenty four scientists from the centre were based there working on a month rotation of eight men teams.

All the containment unit knew a alarm had gone off and that the emergency lockdown was switched on, the Naval Intelligence Service reported that no enemy presence had been detected but due to secretive nature of the work done at the lab it had ordered a small fleet of Coast Guard ships to be posted around the Isles using the pre-text of trying find suspected smuggling operation.

Brigadier Stewart immediately got a helicopter ride to the Isles to overlook the investigation himself, as overall head of the project he felt responsibility of ensuring that damage control was done effectively & quickly.

The helicopter dropped him off at a small grass land where he was greeted by a environmental protection officer and a member of a rapid response team of the Directorate who spoke first.

"Afternoon Sir ,I am Sergeant MacNìll thank you for coming in-person and so soon."

Stewart saluted both men before he said.

"Hello nice to see you again Còmhan." He then turned to Sergeant.

"This is ever moving situation we have our hands please update on the situation Sergeant." Stewart said, MacNìll pointed to a parked jeep behind him and said.

"Of course Sir we shall update you on the drive there."

Stewart was told about ten of the wild herd of sheep that lived on the island showed signs of being infection from the strain, no soil contamination was detected. The containment unit was positive that risk of human contamination was low but already started the culling process of the herd, the rapid response team had suited up and were waiting for his orders at the lab entrance.

The jeep stopped by a row of four filed tents next to the abounded farm and barn that was turned to a sleeping space for lab team , Stewart and MacNìll got into biological Hazard suits & gas masks. They were taken to a giant plastic tent, inside was a wash station and two armed sentries that watched over a access hatch.

Rest of the rapid response team joined them in the tent then MacNìll gave his briefing.

"Right now we are entering the lab through the emergency exit which is made up of a ladder and small tunnel that will leads us to the back are of the lab, as far we are aware we know nothing, it could be a simple leak or rouge element has taken over the lab."

The Sergeant pointed to Stewart before saying.

"We have Brigadier Stewart joining us, two of the team shall be with with him at all and who shall escort him out if we suspect any hostile presence in the lab."

He handed Stewart a pistol, the confide space of the lab meant the team could only carry side arms, the entire team stood back while one of the sentries used a angle grinder to open the hatch.

They entered the lab in twos it was pitch black so they throw a couple of flares to light their path.
"Have we got any closer to getting the power back online at all?" Stewart asked the Containment Unit through his radio above within a few seconds the lighting turned on which relieved seven bodies positioned around the lab in various positions.

"RRT to command I can confirm we have found seven bodies probably from the research." MacNìll said on the radio, he turned to his team.

"Stay alert and put your safety off." He ordered, the team created a protected circled around Stewart.

"Don't worry Sergeant I am not some desk jockey." Stewart said then took his own side arm out his hosteler.

"Okay Sir as you request we shall move forward towards the back office which is behind just down this corridor, one still have one more body to find." Sergeant said, they moved their way to the back office.

Slowly opening the office they saw a desk and chair where a unconscious man in a white lab coat and who was wearing a gas mask was sitting. The Sergeant took point walking towards the man.

Suddenly the man came back to life grasping for air and waved his arms .

"Take this is off!" The man shouted.

"Lower your weapons we got a alive one." MacNìll told the team, he then took the man's gas mask off.

The man's face was covered in boils and both his eyes were blood shoot.

"Can you explain what happened here?" MacNìll asked him.

"We were testing a possible vaccine for the L23 strain and I was ordered to test on the team by releasing it through the air ventilation system, I was sure the vaccine was effective....."


BANG! BANG!
Before the man could finish speaking, Stewart fired two quick shots into the man's head killing him instantly , the entire team pointed their side arms at him.

"Drop your weapons right now or have you all court marshalled to be then shoot at dawn for threating a officer of the Commonwealth Army!" Stewart screamed, the teamed lowered their weapons.

"This is Brigadier Stewart to command, I can confirm we have found all eight bodies and that the breach has been sealed."
