Declaration on Today's Popular Uprising and the King's Abdication


Dear friends in other Nations,

The last two days have been extremely tense in Boganhem. After the electoral victory of the Social-National Union in the elections for the main legislative body, the Undergamot, many popular movements expressed their will to end the monarchical regime in Boganhem and establish a republican regime, i.e., with elected heads of state and government. This will is expressed through the 52% votes in the SNU, an anti-monarchical party plus 8% in another anti-monarchical party, the Free Liberal Party. Though collective decision-making is not made through mere electoral results, it was evident that a majority of the Bogan population wanted the end of the monarchy. Still, the designated Chancellor, Erik Strakman, respected political procedure and accepted the former King's nomination as Chancellor.

However, in all of the major cities of Boganhem (namely Malachor, Seeshloss, Kongsberg, Ziost, etc.) spontaneous anti-monarchical representations, nearing 100,000 demonstrators in most of them and even 300,000 in Malachor, demanded the King's resignation and the establishment of 'popular government' (understood as republican government). After a long night of deliberation between King Robert IV, Chancellor Erik Strakman and other advisors, the former Monarch of Boganhem decided to abdicate and renounce to the throne of Boganhem, further declaring he felt 'he did not have the legitimacy to call himself monarch of Boganhem' and that 'the Constitution' he drafted by himself 'had not been popularly legitimated', and that, in order to pursue his 'democratic ideals', he had no choice but to recognize that, in fact, absolute power is 'vested in the People', and annuled the Constitutional Charter, as a 'null and void juridical document'. The King is safely guarded at the moment and is in no physical danger.

The designated Chancellor Erik Strakman, the High Commander of the Armed Forces General Albert Stëner, the leader of the Party of Workers and Peasants Ildephonz Bakker, the Under-Secretaries-General of the Social-Nationalist Union Rëner Rëder and Broomhilda Hammershmit, the Vice-President of the Free Liberal Party Manfred Krakker and the vice-president of the Independent Social-Democratic Party, Gregor Fogle, have created a provisional organ, the People's Council, in order to ensure order is restored as soon as possible and the Undergamot can draft a new Constitution in a timely manner, meanwhile declaring Boganhem a People's State, as opposed to a Kingdom, as it has no King and cannot be properly called a 'Kingdom', having no further political implications than those of recognizing the people's sovereignty, a fundamental principle of democracy, and that of fighting the privileges of the nobility.

The former Royal Army, now People's Army, is with the People's Army, ensuring no civil war will occur. We send a message of reassurance to our neighbours and to all nations in Europe - Boganhem is orderly and is only transversing a period of natural political transition, from a flawed democracy to a true democracy. In the People's Council people from varied ideological backgrounds are present in order to ensure no political force takes advantage of the chaos.

The borders with Saamiland will be closed temporarily, in order to better keep the order in our Nation and all commercial flights and ships will be suspended until further notice, which should not take longer than two days. People are urged to stay in their homes until the People's Army and the People's Council announce it is safe to resume their normal lives. We hope our relations with other Nations will not be affected by this popular uprising.

We recognize the desire of the King to do what in his view, is a continuation of a process of "democratization" in the land of Boganhem. However it should be pointed out that massive civil disobedience is not the lawful, orderly and peaceful transfer of power that's been stated here. We understand the people's desire to think, govern and counsel themselves. However history has shown that all democracy is, all it can be, is mob rule. A society where the whims of the people cause the societal norms and constructs to become degraded and destroyed. Where the aspirations of a nation are set sideline to the administrations of the decade and not the single minded purpose of a unified, nationalist government headed by the wisest of themselves.

We recognize this new change in Boganhem, however only at the request of the King to do so; He has chosen to abdicate, and while we honor that and recognize that action - we refuse to acknowledge any government that does not protect the rights and traditions of the "former" ruling elite. Your nation was built in some parts, by these same classes you now reject. It would be a great dishonor to not only your nation, but also to your fellow countrymen, if you suddenly cast them aside and stripped them of their homes, and their titles by right. Every democracy has a responsibility to protect it's own minority, and seeing now that as mob rule has overcome Boganhem, we see that the wisest and strongest will now become the minority. Overcome by an unholy alliance of the weaker, lesser classes in an attempt to seize power.

We can only hope that these classes that are now the newly disenfranchised will be protected and not demonized. We hope Boganhem will set a trend for all new democracies, and be successful in carrying on the legacies of their countrymen and not destroying it.

PUBLIC STATEMENT

On behalf of the Council of Peoples Commissars we congratulate the people of Boganhem for their successful abolition of the backwards-facing feudal system. When news of the abdication arrived in the Republic it was as a bresh of fresh air. Scania, which has long seemed on the verge of falling into the mezhists grips, may yet be reborn. The Revolutionary Republic officially recognizes the new peoples government and on behalf of the workers, peasants and intellectuals of the KNRR we look forward to the continued triumphs of the Bogan people and to a new chapter in relations between our states. We hope that the new Bogan government will organize elections as soon as possible because while the popular mandate of the uprising is unquestionable there can be no clearer declaration of the peoples will than a victory at the ballot box.

This is a remarkable step in the history of Boganhem. Like the Government of Bogan, we have our thoughts about the way the abdication of His Majesty King Robert IV. This step should not have been the result of mob-ruling, but should have been the result of a procedure in Parliament. In that case, the laws would have been followed and the transition would have been smoother.

We send our best wishes to His Majesty the former King Robert IV, and wil recognise the new government of Boganhem. We will also recognise the new Head of State of Boganhem as soon as he assumes power.

Dear friends in other Nations,

The People's State of Boganhem wholeheartedly thanks the Governments of the Kyivan Revolutionary Republic, of the Kingdom of Eiffelland, of the Grand Duchy of Potenza and of the Aurarian Republic for the trust put on the Bogan Revolution, which was achieved through peaceful and voluntary transition. Boganhem is now on the way of becoming a full democracy and we are happy to see that other nations support Boganhem's way to a truly democratic and sovereign Government.

As to the concerns expressed by the State of Bogan, we can assure that the People's State of Boganhem recognizes the dangers of mob rule. We are not for mob rule. However, a truly Nationalist government recognizes that political power and the absolute and indivisible sovereignty that supports it are property of the Nation as a whole, grounded on the cooperation between all organic groups of the Nation. And 'Nation' and 'People' are interchangeable terms, and so, no Government could honour more the Nation and Nationalist principles than the Government which is a Government of the People (that promotes National unity and collective realization as a Nation), by the People (chosen through democratic channel) and for the People (that ensures the People's well-being and spiritual realization as a whole). As for the 'mob-rule' process overcoming societal norms and procedures, let us not forget of something every constitutionalist knows - there is no more effective, more powerful and more just juridical act than a Revolution, which expresses the collective will to change such societal norms - the Revolution is the most lawful (law in a broad sense) and juridical act there is. As such, we hope our two Nations can cooperate as Nations whose Governments put the Nation and the People before anything else - that is the essence of Nationalism.

We have to say that the statements on revolution put forward by the new Government of Boganhem are not completely true. It is possible to let a revolution succeed although the majority of the people are against it. As long as a minority is large and powerful enough, it can push its own will through even against the will of the majority of the people. Only elections and referenda can show the real will of the majority of the people.
