The Foreign Affairs Office has taken into consideration your request for a non-aggression and mutual defense agreement.

Following a detailed analysis, the Grand Duchy of Lars would like to receive a first draft of the non-aggression agreement.
In any case, the Grand Duchy does not consider it necessary to subscribe to a mutual defence agreement because: There are no imminent dangers to the integrity of the ducal crown or for the country. The government does not rule out the possibility of signing such an agreement in the future.

The Kingdom of Occitania recognizes the Grand Duchy of Lars' position as not actively pursued by expansionist powers. However as you no doubt know the Kingdom has recently lost much of its territory and people in a military conflict with the People's Republic of Serenierre. The state of Serenierre has aligned itself with the Democratic Republic of Kadikistan, a state which has also invaded the former Free State of Trivodnia. The Kingdom of Occitania insists that the Rurikgrad Pact as a pact of military co-operation between the Marxist-Leninovist states of the People's Republic of Serenierre and the Democratic Republic of Kadikistan is a threat to the freedom of every nation it borders including our own. We respect whatever course of action your government enlists. A draft for such a proposed document is included.

Occitania-Lars Pact of Mutual Defense and Non-aggression

Article I
All High Contracting Parties are required and obligated to abstain from aggressive military attacks, actions or threats against each other.

Article II

The High Contracting Parties are required and obligated to defend each other militarily against any aggressive military attacks, actions or threats.

Article III
Neither of the High Contracting Parties are required or obligated to aid each other militarily in aggressive military attacks, actions or threats against a third party.

Article IV
Neither of the High Contracting Parties shall participate in any grouping of powers that threatens in an aggressive manner or militarily attacks the other High Contracting Party.

The Government of the Grand Duchy fully understands the concerns of the Kingdom of Occitania, but current circumstances force us to modify the draft agreement. The Senate is not convinced of the need for a mutual defense agreement, it could hardly be ratified.
However, the government to remedy this gap on mutual defense, proposes the creation of a permanent office on the mutual territories called:
Regional Security and Cooperation Observatory "RSCO" / Osservatorio per La Sicurezza e Collaborazione Regionale "OSCR"
The office will have the task of keeping its members updated on the state of local security, on the military and political dangers that surround its members.
OSCR works for stability and peace, through political dialogue on shared values and through practical work that contributes to sustainable progress. All OSCR observers will be unarmed personnel.

Here is the modification of the draft agreement proposed by us:

Occitania-Lars Pact of Non-aggression and creation of OSCR / RSCO

Article I
All High Contracting Parties are required and obligated to abstain from aggressive military attacks, actions or threats against each other.
Article II
The High Contracting Parties are required to creation an Regional Security and Cooperation Observatory "RSCO" / Osservatorio per La Sicurezza e Collaborazione Regionale "OSCR" office on the respective national territories. All OSCR observers will be unarmed personnel.
Article II
OSCR / RSCO has the task of working to ensure stabilityand peace through political dialogue on shared values and concrete initiatives aimed at fostering lasting progress.
Article III
The Contracting Parties are invited to cooperate with the OSCR / RSCO in order to achieve the established goals of stability and peace.
Article IV
All OSCR / RSCO participating States agree in stating that there can be no lasting security without respect for human rights.
