The Department's Mission
The Department of the Exterior (Λογοθέσιον τῶν Ἐξωτερικῶν) or Log.Ex. (ΛΟΓ.ΕΞ.) is a cabinet-level office of the the Government of Pelasgia. Headed by the Secretary of the Exterior, the Department is generally divided into three branches: (i) foreign affairs; (ii) international trade; and (iii) international development. The Department is responsible for the Empire's international representation, for the maintenance of relations with and the protection of Pelasgian nationals abroad, and for the advancement and safeguarding of the interests of the Pelasgian State. To carry out these tasks, the Department maintains the Empire's extensive diplomatic network of embassies and consulates throughout Europe.

The Secretary
The incumbent Secretary of the Exterior (Λογοθέτης τῶν Ἐξωτερικῶν) is the Hon. Theochares Phrangopoulos. Born to a military family in Caria in 1972, Mr. Phrangopoulos completed his national service as a junior officer in the Pelasgian Imperial Army's special forces, before going on to graduate from the Imperial and Patriarchal University of Propontis with a degree in law and economics (LL.B., B.A.). Mr. Phrangopoulos then pursued graduate studies at the University of Thermi (LL.M. in International Trade Law and Economics) and the University of Chagny in the Holy Frankish Empire (Ph.D. in International Law). Mr. Phrangopoulos then took and passed the Diplomatic Service Examination, finishing second in the entire country, and joined the Diplomatic Service in 2003. His first consular assignment was in Sainte-Foy, in the Acadian Republic, while he subsequently served in a wide variety of posts, including Consul General in Chagny and Ambassador to Josepania.

In 2017, Mr. Phrangopoulos was recalled to Propontis, where he was assigned to oversee a branch of the Special Legal Service of the Department, specifically with a view to enhancing legal oversight of collaboration with other agencies. In 2019, he was made Vice-Head of the Foreign Intelligence Service (Y.P.E.), a post that he resigned in 2023, in protest over what he considered to be the total lack of governmental oversight over the intelligence agencies. Having taken a prolonged sabbatical leave and then been assigned as a Special Trade Representative to the Anti-State, Mr. Phrangopoulos returned to Propontis at the personal invitation of Acting Grand Secretary Konstantinos Sphrantzes in April 2024, to subsequently be appointed as Exterior Secretary in the cabinet of Grand Secretary Alexandros Logothetis.

Mr. Phrangopoulos is married with three children. He is an avid skier and one of the few Pelasgians to ever earn international distinction in the sport. For his long and distinguished service to the Empire, Mr. Phrangopoulos has received numerous awards, including being decorated with the Silver Cross of the Order of Saint Irene.


Legal Framework and History
The Department of the Exterior traces its roots to the late medieval/early modern Logothesion (Department) of the Drome, which was the original cabinet-level body charged with maintaining the international relations of the Propontine Sovereigns. The Department received its current name in 1811, following the Restoration of the Empire, as part of the reforms of Emperor John IX Vatatzes.   • Former Republic of Pannonia (March 15, 2021): Avoid All Travel - A prolonged civil war poses high risk of death, serious injury, unlawful detainment, and other dangerous scenarios. Due to these circumstances, the Department might not be able to aid Pelasgian nationals in Pannonia. Therefore, all unnecessary travel must be strictly avoided. (Note: Kingdom of Csengia is recognised as the lawful successor to the Republic of Pannonia; this notice applies to Csengia and to , unless otherwise specified.)
  • Hajr (August 21, 2022): Avoid Non-Essential Travel - Following the end of military operations in the territory by the Empire of Tarusa, certain security concerns persist, but the situation has started to stabilise. An exit visa is required for travel to this region, which will only be granted for essential travel, including missionary and humanitarian work. Nevertheless, the Department might have difficulty in aiding Pelasgian nationals in Hajr. Therefore, all non-essential travel must be avoided, if possible.
  • Al-Maghrab (August 21, 2022): Avoid Non-Essential Travel - Following the end of military operations in the territory by the Empire of Tarusa, certain security concerns persist, but the situation has started to stabilise. An exit visa is required for travel to this region, which will only be granted for essential travel, including missionary and humanitarian work. Nevertheless, the Department might have difficulty in aiding Pelasgian nationals in Al-Maghrab. Therefore, all non-essential travel must be avoided, if possible.
  • Former Scanlaw Region (January 10, 2023): Avoid All Maritime Travel (Jydsken-Østveg, Gutarike-Lethonia, Metsamaa); Reconsider Travel (Jydsken-Østveg, Gutarike-Lethonia) - Due to reports of state-sanctioned pirate activity in the region of the former Scanlaw, Pelasgian nationals and vessels should avoid all maritime travel in the following jurisdictions and their environs: Jusken-Østveg, Gutarike-Lethonia, Metsamaa. Additionally, due to related security concerns, travel to the following jurisdictions should be reconsidered, though not necessarily avoided: Jusken-Østveg, Gutarike-Lethonia.
  • Tarusa (May 20, 2023): Avoid All Travel; Evacuate Immediately - Due to credible reports of civil war within Tarusa, Pelasgian nationals and vessels should avoid all travel in these jurisdictions and their environs. Pelasgian nationals are encouraged to report to their closest Pelasgian consular authority to seek evacuation along routes set up by Pelasgian authorities. Non-Pelasgian family members may only be allowed to leave with the permission of local authorities; without such permission, they will be denied boarding, though their Pelasgian relatives will still be allowed to board.
  • Hanseatic Republics; Gutarike (June 1, 2023): Avoid All Travel - Due to openly confirmed reports of naval warfare between the Hanseatic Republics and Gutarike, including attacks upon civilian shipping, any and all naval traffic through their surrounding maritime region should be avoided at all costs. Additionally, due to the significant risk of broader military clashes between the two concerned countries, as well as neighbouring nations, any and all travel thereto should be avoided. The Department of the Exterior will coordinate evacuation efforts for Pelasgian nationals and their immediate relatives in the region.
  • Frescania (European Forum Special Territory): (November 22, 2023): Avoid All Travel; Evacuate Immediately - Due to credible reports of a military invasion by Angliarique and a military response by Tianlong and other nations, Pelasgian nationals and vessels should avoid all travel in these jurisdictions and their environs. Pelasgian nationals are required to report to their closest Pelasgian consular authority to seek evacuation along routes set up by Pelasgian authorities. Non-Pelasgian family members may also join their Pelasgian relatives. Pending resolution of the crisis, the Pelasgian Mission to the European Forum has been evacuated.
  • Rio de Oro (November 23, 2023): Avoid All Travel - Domestic civil warfare and terrorism campaigns by Islamist and Communist forces pose high risk of death, serious injury, unlawful detainment, and other dangerous scenarios. Due to these circumstances, the Department might not be able to aid Pelasgian nationals in Rio de Oro. Therefore, all unnecessary travel must be strictly avoided.
General:
  • Diplomatic communications must be sent in Pelasgian, Neustrian or Engellsh, failing which return correspondence will be conducted in Pelasgian.
  • As an Orthodox Christian State, Pelasgia does not grant any special privileges or recognition to the Apostolic Nuncio of the Tiburan Catholic Church. As such, the position of Head of Diplomatic Corps is assigned by seniority (the current holder of the title is the Ambassador of the @Holy Frankish Empire).

The Tiburan Empire has long regarded the Union of Natal as a kindred nation for, despite the great geographic distance that separates our lands, we are, in a sense, the same: two sovereign nations, located on their respective tips of the Himyari continent, and both, despite a history of foreign domination, ultimately unique in their full and unquestionable sovereignty. Our nations stand as bright beacons of all that Himyaris can achieve if left to rule themselves, and also of the possibility for the different peoples of Himyar, be they indigenous or the descendants of settlers to coexist, and to flourish within externally imported institutional and state frameworks that they have adapted for their own purposes and to suit their own needs.

With this in mind, I have been instructed by my Government to, and it is with great honour that I do, extend an invitation to a delegation from your own government to meet with Grand Secretary Nomikos, myself and other Secretaries of the Government of Tiburia, so as to formulate ways for our countries to collaborate with a view to their mutual benefit and prosperity, as well as to the greater independence of Himyar. It is the hope of the Tiburan Imperial Government that this meeting will set the basis for a lasting collaboration aimed at ending external influence over Himyar, and at allowing the Himyari Lions to freely roam the plains of their own Ebony Continent. The Union of Natal welcomes the cordial messages coming from the Propontine Empire and salutes its neighbour to the very north east of the continent. The Union understands its position as a black Himyar nation, albeit with a history of colonialism which has offered her significant other miinorities and miscegenation, which has all but empowered the creation of the modern Natalian identity. We prefer to look forward together, as Natalians, part of the rainbow nation, rather than suffer from a cultural and historical cringe when we look back towards our history. The cultural mixing is probably a good parallel between us and the Propontine Empire too, which too mixes ancient Pelasgian Culture, Tiburan culture and Himyari influences too.

This also makes us understand the responsibility that we hold, as free nations in a continent that is still dominated by colonialism and where dying institutions simply cannot let go and allow its peoples to live free. Our direct intervention against the Vistrasians more than half a century ago has brought on the independence of our sister republic, the Dune Sea, which is now associated with us, for in this hostile environment, we have undersztood that strength comes from unity, not through solitarism and isolation. We are thus proud to see the Propontine Empire see us as equals in this fight to see Himyar liberated.

Public Statement:

In light of the failure to reach a diplomatic solution to the ongoing Frescanian Crisis between all parties involved, and of the unauthorised arrival of the @Angliarique fleet to the island hosting the premises of the European Forum (E.F.), the Tiburan Empire is immediately evacuating all its diplomatic personnel and all its citizens, as well as their families from Frescania. The Empire's diplomatic mission and offices to the E.F. will remain closed until such a time as Frescania is safe for them to work in again. No flights to Frescania out of Tiburian airports will be allowed until the crisis is resolved.

Formal notice under the Wien Convention regarding the Regime of the Propontine Straits (1936)

To whom it may concern,

The Wien Convention regarding the Regime of the Propontine Straits, done in the City of Wien in @Ostmark on 20 July 1936 between the Tiburan Empire (hereinafter, the "Empire"), the Most Serene Republic of @Radilo ("Radilo") and other parties to the Fouth Archipelago War with a view to concluding the said War remains in full force and effect and has been registered under the Record of Treaties of the European Forum. Per the Convention, the Empire retains exclusive military control over the Propontine Straits, subject to its obligation to guarantee complete freedom of passage for all civilian vessels in times of peace. However, at times of war, the Empire is allowed to deny passage to the warships of the parties to the conflict, regardless of whether Empire itself is involved in the conflict. Moreover, the Empire is also empowered to deny passage to merchant vessels of foreign nations, but only if it is at war with the said nations or if its security is actively and severely threatened.

All military vessels wishing to transit through the Propontine Straits must provide advance notice to the Empire, which must then forward said notice to Radilo and to the other parties to the Convention. Likewise, in the event that the Empire wishes to deny passage to any vessel through the Propontine Straits, it must do so after having notified Radilo and the other parties to the Convention, as well as the state(s) where the vessel is flagged and registered (in case of a civilian ship) or to which the vessel belongs (in case of a warship).

Given the recent proclamations by @Tianlong, @The Federation and @Angliarique , as well as the failure of the recent summit to peacefully resolve the Frescanian Crisis, followed by the illegal and unauthorised arrival of the Anglisarian fleet to the premises of the European Forum, the Empire believes that there is presently a state of war in Frescania, regardless of the official declaration or not thereof. Moreover, given the significant concentrations of forces involved, the Empire believes that, should the conflict spread to other maritime regions in the world, it could pose a significant danger to its own security and that of international shipping transiting through the Propontine Straits.

For these reasons, the Empire hereby formally notifies Radilo and the other parties to the Convention that all military vessels belonging to Angliarique shall not be allowed to transit through the Propontine Straits until further notice. This notice shall also constitute formal notice to Angliarique itself. The Imperial Armed Forces, which have been placed on high alert, are prepared to enforce this lawful interdiction by any means necessary.

As is well known, the Tiburan Empire supports the complete and immediate independence of all dependent territories from their colonial overlords. This, in our view, includes the complete and total independence of Rio de Oro from the Crown of @Ebria , a position which we have publicly reiterated several times. At the same time, the Empire is not positively inclined toward the radical Islamist and Socialist factions presently seeking to effect unlawful regime change in Rio de Oro and to replace its government with a radical regime of their respective choosing.

As such, the Tiburan Empire is prepared to provide immediate support to the lawful Government of Rio de Oro, including, but not limited to, provisions of arms and materiel, humanitarian and industrial supplies, funds and physical currency of various denominations, transportation, intelligence and even limited direct military support through the forces of the Propontis Far Southern Company (P.S.F.C), which we are prepared to provide to fight at your disposal as a foreign volunteer legion. These include both regular troops and highly capable special forces operators, as well as trainers for your own forces.

As a condition for this support, the Empire only states two conditions: (1) the official and continued commitment of the Government of Rio de Oro to its own independence; and (2) the establishment of liaisons between the Imperial Tiburan Government and the Government of Rio de Oro through our intelligence and diplomatic services. The Empire is prepared to dispatch specialists of the Krypteia, military officers seasoned diplomats as part of a special mission to coordinate our cooperation.

Mr. Phokas,

The government of the State of Rio de Oro is currently making an effort to ensure that its armed forces are loyal and its political groups are respectful of its constitution. We are sadly beset on all sides by conservative and reactionary clerical fascists and the extreme left on the other side. We currently lost control of Villa Cisneros as the communists have taken over the city and its surroundings.

We are currently in discussions with Valls and believe that we will manage to gain the support of the Ebrian Legion for this operation. We will also accept the support of the PSFC, to ensure a swift deathblow to the dissidents of the constitutional order.

It mus be understood that the proclamation of the republic and full independence is merely a few days away and Rio de Oro would prefer to keep close ties to Ebria, which are cultural, religious and economical, especially as we have a significant diaspora in Ebria which issues remittences to the families back home, but at the same time, it is in my government's interest to work for the total independence from this not only politically, but economically too. We will be interested to build, in time, the same close ties to a collegial nation from Himyar, such as Propontis or even Natal, for in the end, we are all brothers coming from the same home, the cradle of humanity.

We thus agree on the Propontine offers and requests.

In light of the recent attack by secretly armed civilian ships of the @Angliarique Empire against a naval fleet of the Republic of @Tianlong in international waters in Bonaventura Bay, the Empire believes that Anglisarian shipping of all kinds presents a danger to peaceful navigation throughout Europe. This is because the Anglisarian Navy violated international humanitarian law and admiralty law by concealing military units as civilian vessels to carry out offensive operations. With this in mind, the Empire believes that any Anglisarian ship could be considered a military vessel in disguise, ready to commit hostile acts against unsuspecting vessels of foreign nations, be they civilian or military.

Therefore, the Empire considers itself both legally empowered and obligated to modify its previously issued formal notice under the same Convention on November 23 of this year, under doc. no. Α/Σ 2023-11-22/002, to ban all Anglisarian shipping, both civilian and military, from transiting through the Propontine Straits. The Empire believes that the presence of any Anglisarian vessel could spread ongoing hostilities that Angliarique is engaged in to the region, which could pose a significant danger to the Empire's security and that of international shipping transiting through the Propontine Straits.

For these reasons, the Empire hereby formally notifies Radilo and the other parties to the Convention that all vessels belonging to Angliarique, both civilian and military, shall not be allowed to transit through the Propontine Straits until further notice. This notice shall also constitute formal notice to Angliarique itself. Dear Sirs and Madams,

Upon summoning our High Commissioner (ambassador) in response to the Royal Financial Conduct Authoritiy's recent actions in Vrijpoort, we hereby issue the following response, which we hope will satisfy your offices. This has been personally delivered by the High Commissioner upon answering his summons. We are, as always, happily at your disposal should there be any further inquiries or desire for discussion.

First and foremost, all banks operating in Vrijpoort are, as in all countries, required to register a locally formed legal entity prior to commencing operations in the Principality. This is done at the Koninklijke Kamer van Koophandel (Royal Chamber of Commerce), or KKVK. All Tiburan and Pelasgian banks implicated in today's action were duly registered at the KKVK and are thus Vrijpoorter legal entities.

The Royal Financial Conduct Authority (RFCA), which is responsible for regulating all banks and other financial institutions in Vrijpoort, ordered the Financiële Garde (Financial Guard), an armed police force responsible for enforcing financial law in Vrijpoort and her Overseas Crown Dominions, to conduct the raids on the banks. This is in keeping with the law. The banks, having offices in Vrijpoort, being Vrijpoort registered legal entities and conducting business within Vrijpoort are, as with any similar business, subject to Vrijpoorter laws. The RFCA has the authority and legal obligation to conduct audits and raids, without notice, as part of its anti-financial crime efforts. Please note that the RFCA has a broad remit and is rarely ordered by other authorities on how to conduct its business. Neither the Senior Minister's Office nor any ministry for that matter were made aware of these raids in advance, as is standard practice.

All bank employees who were detained in this morning's raid have since been released without charges filed. Nearly all of them were either Vrijpoort or Dominion subjects or Permanent Residents. One executive was a Tiburan citizen with Vrijpoort Permanent Residency and two were Pelasgian citizens, one holding Vrijpoorter Permanent Residency, the other was a Pelasgian and Vrijpoorter dual national*(OOC: I'm assuming Pelasgia permits dual nationality). The Financiële Garde has informed us that all employees were fully cooperative. As this is an ongoing investigation, we were told by our contacts at the Financiële Garde and the RFCA that at this point in time, no details on the investigation can be divulged.

Raids of this sort are not uncommon in Vrijpoort. As a global financial centre, domestic banks, as well as branches of foreign banks, are often unwittingly implicated in money laundering and other financial crime schemes due to the actions of their clients. The compliance departments of these banks are required by law to monitor the transactions and behaviours of their clients and report any suspicious activities to the RFCA without tipping off their clients. These Suspicious Activity Reports (SARs) are filed daily. Last year, over one million SARs were filed in Vrijpoort. The RFCA admittedly struggles to vigourously investigate all SARs due to a lack of capacity. Most SARs result in an 'all clear' for the bank with only a small percentage of investigations resulting in further actions.

We would like to point out that this raid specifically was ordered because of the brand new nature of the new Tiburan bank secrecy law. Once this compliance audit is complete it will hopefully result in no significant breaches of Vrijpoort compliance laws.

While we cannot speak for the RFCA, we suspect that similar raids or informational inquiries will also reach both domestic and other foreign banks operating in Vrijpoort so long as they have clients or transactions involving TIburan currency, nationals, entities or transactions coming from or going to Tibur. This is standard operating procedure.

If any questions or concerns remain, please do not hesistate to channel these to your Vrijpoorter High Commission. The RFCA is also expected to release both a prelimenary and final report on the matter within the coming days.

I am charged with relaying to you the unfortunate news that the Emperor has issued a decree revoking the title of Despotess which had been issued to you, as well as the Imperial Dignity and all accompanying privileges. While this decision weighs heavily upon His Imperial Majesty, it was nevertheless necessary, as the Sublime Throne was advised to that effect by the Cabinet Council. While recognising your close and continued links to the Fatherland as well as your unimpeachable character, the Government nonetheless desires to remove any official title from any member of the former Imperial Family now residing outside the borders of the Empire, to avoid any diplomatic difficulties that may arise from situations involving such persons.

Rest assured that both the Emperor and the Government of Pelasgia hold you in the utmost regard, and that they have no intention of revoking or otherwise limiting your status as a Pelasgian national, which entitles you to the same rights as any other ordinary Pelasgian residing abroad, including visiting Pelasgia and passing down your nationality to your children.

The Commonwealth is studying the feasibility for a causeway to connect Remuria Caesariensis through to the island of Navarone in Caria Archipelagica, linking Inova to Navarone. From thereon, the Commonwealth would like to initiate consulations and evaluate the interest of prolonging the Causeway from the island of Navarone into the Pelasgian Theme of Caria, leading into Nauplia.

If it would be amenable to you, we are willing to dispatch a delegation of experts and to also coordinate for the setting up of a joint operations centre in the immediate area for our teams to work together.

We propose that the Inova-Nauplia Transit Corridor, which we shall for now use as a working name for the infrastructural works required, be set up as a following Project Matrix:

  1. that the project involves a combined road and rail connection between the Commonwealth and the Empire, with sufficient transit capacity to link into the existing national systems, to provide a sustainable transit connection over the next 50 years to account for traffic growth. The INTC shall include provisions to allow for the continued flow of shipping into the Gulf of Tibur, towards the ports and shores of the Commonwealth, the Empire and the Rheinbund located along the Gulf;
  2. the set up of a joint Remurian-Pelasgian Consortium tasked with the technical feasibility and engineering designs, ecologic impact studies, public domain issues, with a mandate to raise public and private funding for the project. This joint Consortium shall harmonize the whole length of the INTC, starting from Inova, and ending in Nauplia, crossing both Remurian and Pelasgian territory. This shall avoid the Transit Corridor from becoming bottlenecked at misaligned infrastructure sections as transit flow calculations will involve the entire length of the INTC to account for international private and commercial road and rail traffic;
  3. provided the technical, economic and social feasibility of the project is confirmed, we believe pre-alignment is required on the broader ownership and operating structure of the INTC;
  4. that the Inova-Navarone section of the INTC, as falling fully with Commonwealth remit, shall be owned and managed by a Commonwealth operating entity (yet to be set up), to which Pelasgian partners shall be invited as minority shareholders, and Pelasgian technical and construction companies participate as contractors and sub-contractors through subsidiaries incorporated in Remuria;
  5. that the Navarone-Nauplia section of the INTC, as falling in international Remurian-Pelasgian remit, shall be owned and managed by a Joint Venture (yet to be set up) between Commonwealth and Empire, with each side assigned half the ownership. For the purposes of fairness and neutrality, we suggest that such a joint venture be incorporated in Ebria under Commonwealth and Imperial ownership, and this Ebrian-incorporated joint venture be then the owner of locally set up operating entities responsible for operating and maintaining the sections of the infrastructure falling within their national remits. Whilst this may sound initially convoluted, we believe that in the long run this will help streamline any immediate issues arising from either Pelasgian or Remurian companies operating directly on each other's territory. Should any disputes arise, the Parties may use Ebrian Courts as a neutral Arbiter;
  6. that both Parties come up with and agree on a better sounding name than the Inova-Nauplia Transit Corridor for marketing and PR purposes.


We hope that the proposed project structure is found agreeable to the Empire and we will be eager to start making concrete steps and taking the matter to the public.

After consulting with experts from our various departments, the Government of Pelasgia has concluded that the proposals put forth by the Commonwealth are acceptable and sound. We are prepared to dispatch a group of our specialists to meet with a delegation of qualified experts from the Commonwealth in order to begin preliminary planning for the project. We would recommend that operations centre be established in Inova, Nauplia and Navarone to facilitate this project on both sides, with Inova and Nauplia heading each national team and Navarone acting as the joint liaison and HQ.

With regard to the name, we agree that a better-sounding moniker might be useful for both marketing and public approval solicitation purposes. We would thus propose "Tibur Sea Link", but are open to other proposals.
