As Comissioner of Foreign Affairs & Diplomacy of the Executive Assembly of the Carian City States in Antikyra, I would like to congratulate the people of the State of Arakan on their peaceful transition from an absolute monarchy and a junta to popular rule as well as the exemplary manner in which the Arakanese people accepted the results of the referendum, like brothers. If I may be allowed a personnal comment, we Carians could learn a lot from you in that area. I would also like to congratulate you personally on your appointment as Head of the Provisional Government that will oversee this historic transition.

I write to you today to tell you about what in turn Caria can offer to Arakan. As you may have heard Caria has a western industrial economy which includes an automobile industry. A movement of Carian automobiles into the Arakanese market would benefit both us both and we would be greatly willing to help you develop an Automobile industry of your own. Additionally you probably know that Caria recently went through a Revolutionary War. The Executive Assembly has begun downsizing the military since the war is now over and thus we have many men experienced and trained in modern western warfare who, if dismissed, could become state sanctioned mercenaries in the City States of Navarino and Naupactus or simply leave the Armed Forces all together letting their experience and expertise go to waste. Instead we could dismiss a few less troops and form a Military Mission to help modernize and westernize your own Armed Forces.

Whether you choose to accept my offers or not, you have my thanks for taking the time to read this letter in a very busy period for Arakanese poltics.

Regards from the Arakanese people and Government,

The people of Arakan, under its rightful rulers, the members of the Social Progressive Council welcomes the messages of support and the concern of the Carian City States, especially now, in an era in which the city states already suffer so much from the Revolutionary War that has devastated so much of the nation. Arakan may be part of what the Touzen geographic societies and historigraphical movements have called Toyou, but we prefer the term Khathe, as a local term that is not perverted by Touzen ideological imperialism or Youjiner territorial imperialism, nor westerner colonizing imperialism, so for a country that is so far away from Caria and it's problems, we find it as a very laudable and praiseworthy action, to see the world as big as it is and to rise above its problems and help others.

As part of the reforms that were not only discussed but also voted and put into motion by the Self-Strengthening Junta, in the days in which it was a compassionate and benevolent, legitimate regime in Arakan, the opening of the Arakanese markets and the modernization of the economy are one of the most important aspects of those. So, not only do we let the automobile companies of Caria come and open dealerships in Arakan, but we also want to invite them in Arakan for a join project, to project and then build a joint Arakanese-Carian car that is made especially for the Khathe market, whose capitalistic capabilities are more modest than their western counterparts.

As for the veterans from the Carian Revolutionary War, the Arakanese State welcomes them in Pathein to help train the Arakanese Army. We are in dire need for military strength, as now, with the Civil War in Yujin coming to an end, we are again fearing that in each day that passes by, the Yujiner dragon will again show its head and begin a series of wars of conquest against the neighboring countries. They already have an ideological enemy in Touzen and a new one has appeared now in the re-foundation of the Kingdom of Seora. The Yujiners still hold rightfully Arakanese territories north of our border which they don't seem to make any move to give them back even after their destructive civil war and we fear that this colonel, Sha Rudiao may present itself as a problem to the community of nations after he ordered the death of the Yujiner Emperor after he took power aggressively. We need to protect ourselves from all those problems that are currently destroying Khathe from inside.

Then with your approval, for which I thank you greatly, we shall do our best to make sure that our industries cooperate as soon as possible on the production of automobiles suited to the Khathe market as well as the entry of Carian automobiles into said market. We will also make sure to pick the best and most well disciplined veterans in our disposal and send them to Arakan, as Youjin seems to grow stronger every day and Arakan needs to be ready to protect its sovereign borders and rightful claims as soon and as well as possible.
