I have been asked by President Berg to reach out to you, Commissar Lavosnier, on two subjects of mutual importance to our countries, in the spirit of practical co-operation and honesty we enjoy.
The first is to thank you for the approach with regards to co-operation over international narcotics smuggling, and affirm our impression that the initial meeting between officials went extremely smoothly. With that in mind, we would like to propose the dispatch of a ministerial delegation - one from Justice, one from my Ministry, one from Defence - to your country at a time of your convenience, to negotiate an amicable agreement that will make our co-operation on this productive. Of course, if you feel it necessary, we are open to such an agreement being drafted with a view to adding other states to its operation. That consideration we will leave in your hands.
Secondly, as the Teloran press has been reporting, we are experiencing political difficulties from the decision of Oost Gouw Marken to join the Rurikgrad Pact. My impression - one shared by the President, other members of the administration, the National Party Congressional leadership, and many others - is that those who have today declared they want higher defence spending before signing on to key domestic legislation are almost the full extent of the rebellion we may be facing. However, and whilst our domestic concerns may not animate you, the risk is that the pressure grows if membership of the Pact begins to transform our local balance of power. We would appreciate your counsel on this matter, to help damp down the early sounds of discontent, and ensure Telora's neutrality remains intact.
