The Republic of Asylan has begun to notice the recent bouts of extreme instability across the country and wish to offer our naval facilities for use as a center of coordination for further dealing with any uprisings in the Eastern Cape. We offer this in the hope of continued friendship with the Republic of Cathiopia and the success of the Eastern Cape.

AMFUNDU - SECRET

The Republic of Cathiopia welcomes the peaceful overtures of the Republic of Asylan, and hopes this a sign of continued co-operation between our two fair nations. However, it should be noted responsibility for the success of the Eastern Cape lies not only with Cathiopia, but all member-states of the International Commission on Decolonisation. Given the recent dispute between Asylan and a significant proportion of the membership of the International Commission on Decolonisation over the status of Erdenshire Naval Base, this Government believes your offer will likely be rejected.

It should also be noted Aslyanian involvement would have to be approved by the the transitional government of the Eastern Cape, and considering the previous administration of Asylan was in part responsible for the Augustaborg Crisis, we believe the approval of the transitional government will not be forthcoming.

However, the Republic of Cathiopia can still present your offer to the International Commission on Decolonisation and transitional government, should this still be desired.

We do understand the unfortunate circumstances of the situation. We also understand many would be unhappy with this offer. However we do not plan on using any of our own military to perform any actions in the Eastern Cape unless invited to. We simply wish to offer the use of our naval facilities as a staging or resupply point for Cathiopian forces operating in the country. We believe the situation in the Eastern Cape is only going to get more dire and wish to do what we can to prevent this before it explodes. Erdenshire cannot take refugees forever, and soon we will have to begin turning away those who come when our capacity is reached.
