We wish to approach Carentania in a solution to end this crisis and prevent a war on both ends. We are willing to enter negotiations for a settlement regarding Erdenshire.

We are willing to evacuate all military personnel from the island except for the operators of the naval facilities on the island for a period of three months. We propose an alternative nation to ensure the security of the island until this time period has elapsed. We believe in this time, the Eastern Cape would have been able to achieve enough goals, especially with the offered financial support that the Asylan government has decided to offer to the ICD nations, with the absence of the of Asylan military forces, which should assuage your concerns in the matter of this region.

The purpose of an alliance such as ours is to create a united front against whatever opposition we face, it is in these times that Tripartite Agreement member nations speak with each other, debate and forge a path that we can all walk on when representing our alliance. What I have just described is the exact opposite of Asylan's handling of this matter, you have ignored our communiques, a communique that could have offered a better solution to this entire affair and yet here you are laying everything on the table for the opposition to grab away and keep for themselves. Why not just give them the base? Your foolish offer is almost the same thing. Why is it that a member of the Tripartite Agreement is giving financial support to an organization that has the entirety of the RDTO on board? Perhaps, Mister Vice President, you would like it if Sylvania opened up its vast treasury and created a direct bank transfer to Rijeka. There are a minority of voices in the Continental Congress demanding Asylan's ejection from the Tripartite Agreement Alliance Organization and I wouldn't doubt if those voices became a majority once this catastrophically foolish blunder is brought to the floor tomorrow.

The government of the Republic of Asylan should be taken to understand, in no uncertain terms, that the position of this office and the Crown government of this Etnaean Kingdom has not in fact changed since the last time dispatches were exchanged between us. For all intents and purposes, we view this latest proposal to bow before Carentania as nothing less than a betrayal of our good faith, however possibly well-intentioned it may have been. The promised support of this Etnaean Kingdom w.r.t. the defense of the Erdenshire territory and facility was contingent on the understanding that by no means should it be allowed to come under the control of the RDTO. As has been stated previously: we are not prepared to suffer Red infiltration into the South Seas. For all intents and purposes, the IDC may in truth be considered an extension of the RDTO alliance system and geopolitical machine.

Further, the following statement bears noting: that this Etnaean Kingdom will not permit the Republic of Asylan to transfer the Erdenshire territory and facility to any power (even temporarily or provisionally) within the RDTO. Such an action would be entirely contrary to all our collected machinations (both our own and the Tripartite Agreement's) in the region, and provide the RDTO with a significant port and staging area in the South Seas from whence they might infringe upon merchant shipping without reservation. We do not hold faith in the view that such a temporary hand-over would in-fact remain such. Such a transfer is unacceptable. If needs be, this Etnaean Kingdom is prepared to purchase the territory and facility at a flat sum to preempt such a course.

At this time, this office would recommend that the Republic of Asylan engages in further consultation with its allies before proceeding any further. This is a dangerous road, and this Etnaean Kingdom has sincere doubts regarding the trustworthiness of the RDTO, the ICD, and their ability to hold to agreements whose abandonment they might gain so much by.

To the foreign departments of the RDTO nations, TAAO nations, Cathiopia and Etnaea,

The Continental Congress the President of Sylvania and the Vice President of Asylan has authorized me to make a proposal of peace to the nations of our great alliances and the unaligned nations involved in this most unfortunate crisis that has befallen us. The proposal is as such: the TAAO and the RDTO shall sign a pact of non aggression toward each other in regards to the affairs of south east Himyar. It is our belief that this non aggression pact would be just what the Eastern Cape needs to become stable again, war need not break out between our nations in an area that has already seen too much war. As an augmentation and necessary oversight to this non-aggression pact, the nations of Etnaea would be invited to oversee Asylanian operations in Erdenshire while Cathiopia is invited to maintain oversight of Augustaborg. It will be with this non aggression pact and the oversight of these two unaligned nations that shall seal a fate of peace over a united Eastern Cape and finally bring the area into stability. Our sons need not have their blood spilled over these lands and these petty squabbles which have brought us to this point. Should Etnaea and Cathiopia agree and the RDTO willingly accept, without reservation, the proposals we have made then the diplomats of all our great nations may meet and sign this agreement into effect.

The Republic of Cathiopia has never desired war, and never believed Asylan should be deprived ownership of Erdenshire Naval Base. However, the previous actions of Aslyan do lead us to understand the concerns of others, who fret over the future intentions of Asylan toward the Republic of the Eastern Cape. Therefore, the Republic of Cathiopia would most welcome a non-aggression treaty between Asylan and the Eastern Cape, and other parties should they feel it best to partake.

We welcome the recent tones coming from the Tripartite Pact and believe a non-aggression pact and a formal recognition of the integrity of the Eastern Cape as sovereign nation to be a sound foundation for a lasting agreement. Carentania hopes that not only current tensions can be eased by any agreement made here, but that an understanding is struck between our nations that prevents similiar incidents from occuring in the future.

It has never been the intention to incite threats of war over Erdenshire as a result of the current crisis and we believe that the failure to clearly communicate our intentions in regards to eastern Himyar are due to a fault in judgement of the volatility of the global situation and the importance of Erdenshire to the Asylan people. We wish to stress that the transfer of Erdenshire to the Eastern Cape was at no point intended as a demand to be enforced through threats, but to be a proposal that achieves a lasting state of non-confrontation in the wake of a crisis that could have potentially resulted in war. Carentania realizes that its actions have prolonged this crisis, but we believe this not to be an unnecessary act if Tripartite Pact and RDTO can settle its differences and prove that diplomacy can and will prevail between our nations.

We believe that the strong troop presence on behalf of both our alliances in the region is counter-productive to the wellbeing of the eastern Himyari people and regional stability and Carentania thus proposes a limitation of peace-time troop strength on Erdenshire to be agreed upon with the nation of Asylan in the wake of a formal non-aggression pact. In exchange, Carentania is willing to issue a public confirmation of the status of Erdenshire as sovereign territory of the Republic of Asylan and the Workers' Republic will furthermore pledge that it will neither undertake nor support any acts by a third party that threaten this status.

It is our sincere hope that the standing confrontation can end and a precedent for future diplomatic negotiations between our nations and alliances be set.

The Continental Congress has, in the wake of Carentanian acceptance of the proposal brought before it, authorized the signing of a non aggression pact and bestowed recognition on the nation of the Eastern Cape, free and independent of Danish oppression. The Commander in Chief has authorized the cancellation of the high alert status ordered to the Continental Navy last week and any ships in route to the Erdenshire base will be recalled upon confirmation that the Carentanian ships stationed near the island have stood down and departed. The Continental Republic as part of the Tripartite Agreement Alliance Organization invites the other members involved in this unfortunate case to do the same so that peace may be restored. Any talk of troop draw downs on Erdenshire should be directed to Asylan.

The Republic of Cathiopia welcomes the peaceful resolution to the crisis, and is willing to sign a treaty of non-aggression with Asylan to ensure our nations are never in conflict.

We also insist that the Republic of Eastern Cape, as an independent and sovereign nation, is also party to such a treaty.

The Republic of Cathiopia will be maintaining a military presence in the Eastern Cape as part of our obligations under the Declaration of Support for the Decolonisation of Himyar, in which we promised to defend recently freed Himyari territories.
