The association football supranational governing body known as the European United Football Associations (EUFA), which last communicated on the seventeenth day of the month of July in the year Two Thousand and Eleven, is hereby refounded.

EUFA Champions League and Europa League - declarations of interest
[compulsory]

National federations are invited to submit their top-flight league tables for their most recently completed club season (2011-12, or 2011 in nations which use calendar years for seasons), or at least the names and finishing positions of the best-placed five clubs. In addition, an application will not be valid unless accompanied by the result of that nation's Cup final.

The sign-up period will initially remain open for 4 weeks. The format presumes the participation of at least 16 nations. If there has not been sufficient interest, the deadline will be extended until all places have been filled. If more than 16 nations show an interest, qualifying matches will be held at the end of August.

The group stages of both competitions will in any case begin in the week commencing Monday, September 10th 2012. The last champions on record are Simininya Karasicena of Polasciana. Said club will therefore be entered directly into the group phase as title holders and top seeds, unless the Polasciana FA expressly requests otherwise.

Unless there is a widespread call for their return, the Super Cup and Women's Champions League will not be taking place this season.

Tournament finals stadia: Invitation to bid [optional]

Traditionally the final ties of both competitions take place at neutral venues. EUFA plans to continue this tradition. To this end, national federations may submit an application for arenas within their territory to host either game. Any potential Europa League final venue must be 4-star rated and have a seated, covered capacity of at least 50,000. For the Champions League, the equivalent criteria are 5 stars and 70,000 seats respectively. EUFA will require control over the stadium and its immediate environs at the latest six (6) days prior to kick-off and for up to 24 hours after the match has finished. This is necessary for, among other reasons, branding and sponsorship purposes.

The process will end on Friday, December 23rd and voting will take place in January if necessary. The finals themselves will take place on the weekend of the 18th and 19th of May 2013.

[OOC: Due to the recent change, this will not be going ahead. As a guideline, 1952 is two years before the RL UEFA competitions started.

It's also cancelled due to lack of interest beyond the initial spate of entries when it was announced. Even the people who did sign up only submitted the bare minimum number of teams, and nobody asked to host either of the finals. Disappointing.]
