[..]My fellow citizens of the Northern Constituent Republics, our tenacity as a people has been unkindly and regrettably assessed.

Happily and appropriately attended, the pestilence epidemic of Dulwich, and all appearances suggest progress with Engellachia, but not the insurrection of the established order in Middle Europe, or the passing of the late Lord Protector, whom we will always be thankful for his leadership. These opportunities, which we as a people must realize, provide for us a choice to be made on a new future, our future.

Many have sacrificed to those circumstances before we could arrive at this point, many died, we have lost people we loved and have suffered ourselves. We would be justified in hostilities and to be distrustful. But instead we will choose progress, we must choose progress.

The successful transition of the Constituent Metropolitan Republic of Hammersmith, under the Republic Naval Council, whom we owe a sincere gratitude for their careful custodianship, to the Engellexian Capital Republic and the Department of the Capital, is opportune. I refer to our relocation. An adoption of our historic Dulwich as a new and determined center for political discourse. A redefined future, for the Northern Constituent Republics. A shared achievement within the First Republic. We will reclaim it with a new sense of purpose, a new sense of progress.

For we are arriving at a dawn of a new era, and are witness to extraordinary change truly unlike anything else that came before it, but progress is a delicate thing and we must act to guarantee it.

So I am asking you to join me, and join hands with our brothers and sisters throughout the Northern Constituent Republics; Angellex, Gewissex, and the Islanders. Dedicate ourselves to being a one people with a shared purpose, and as we have always done in the past, we will face the unknown together, stronger.[..]

On behalf of this Office for the Administration of Government, the Confederated Republic and the Cussian people, it is my duty and great pleasure to extend congratulations to our most esteemed Engellexican kinsmen and colleagues in the rightly constituted government of the Northern Constituent Republics for the adoption of Dulwich as "a new and determined center for political discourse."

The debt of affection owed to the cradle of Engellexican Civilization by Beautancus and the Cussian people is one that can never, in honesty, be fully repayed. In truth, the debt owed to Great Engellex by the entirety of the species is one so great and profound it could never be repayed - as there has never been and never shall be a nation or people so committed to the causes of liberty, progress and virtue.

The Confederated Republic of Beautancus shall well-mark this occasion with the ceremony and propriety it is rightfully due, exalting both the Northern Constituent Republics and the most noble city of Dulwich with all proper rites and observances as obliged by Nativist Custom and Cussian Civic Ordinances.

Hail the Northern Constituent Republics! Hail Dulwich! Hail the First Republic and the Thaumantic Domain! Hail Beautancus, long may they live in Glory and Liberty!

[..]The commitment toward a new capital - a constitutional adjustment in favour of Dulwich - was serious, and today demonstrated the proactivity of the Northern President in inviting fifty-five Members of Northern Congress to Sigeberht House.

Very little was said officially from the Office of the Northern Presidency, or from any one of the invited members. In Kinghithe there was no room for misinterpretation. The Northern President had begun the process for crafting a bill of constitutional change to be introduced to the Northern Congress.

Support from Members of Northern Congress remains essential at every level. It is particularly early for unqualified speculation as to the candidacy for the sponsor of the bill. Commentators in Kinghithe and Hammersmith have suggested that there will be less importance placed on who will sponsor the bill, more so on the number of co-sponsors. There are fifty-five members attending the Northern President.

Within the Northern Congress, positions align closely with the gauged sentiments of northern citizens. A clear majority does indeed exist for support of the adjustment among members and citizens.

The Southern President received questions from the One Meridian press corps relating to the proposed constitutional changes in NoCRER.

Seraphina Underwood emphasized the necessity of recognition that the subject constitutes an internal consideration of the Northern Congress and citizens. But the Southern President was stressed to acknowledge that there were reasons to be sympathetic toward the subject. It was accepted that the status of NoCRER had, since its inception, appeared unhappy and unnaturally established on a less historical and politically appropriate settlement

The Office of the Southern Presidency officially reiterates the neutrality of SoCRER on, what it regards as, this internal matter. And publicly made known its continued and unwavering confidence in the self-determination of the citizens of NoCRER, always and forever equals of SoCRER.[..]

[..]A OO-3 security status has been issued for District Jacturus of the Ottalina Sovereignty.

The Presidency of Damara has declined to publicly address the security status of District Jacturus. Immediate considerations suggest justification felt appropriate in response to public speeches by a local activist - Reggie Mopsoona - containing sentiments particularly agitating. A precautionary action by the Presidency.

We are informed of a regularity to Reggie Mopsoona's nature. Provoked by the Defenestration in NoCRER and SoCRER, the authorities have understood. It is not immediately evident whether his position stands in opposition to the democratic event or in advocacy of an eventual adoption within the Sovereignties. His demonstration has been acknowledged during the previous three events.

In NoCRER and SoCRER the Department of Democratic Matters has opened the Defenestration period to northern and southern citizens. This democratic process ends Friday August 2nd.[..]

[..]Members of the Northern Congress have introduced a bill to facilitate the constitutional adjustment - that which the Northern President has been so publicly committed and whom we thank for her leadership - from within Congress; authorizing Madame President to designate a new capital for the Northern Constituent Republics.

The legislation has provided us clarity on the scope and inclination of the Northern President in the undertaking of this particular change. Where it is considered appropriate and opportune to improve upon the system and infrastructure of the Northern Congress. And how best to address those issues presently apparent and likely to appear in the coming future, on the implementation of this adjustment.

The witnessed transition of the Constituent Metropolitan Republic of Hammersmith to the Capital Republic of Hammersmith - under the direct governance of the Engellexian Republic Parlement - has allowed for a new - no - a correct sense of identity for the citizens of the Northern Constituent Republics. A culmination of a century of reluctance, unease, and recent careful discussions. The move to Dulwich is a political alignment that is popularly accepted as culturally and historically appropriate.

The bill is an instrument to the intentions of its author - the Northern President - principally, with designs incorporating former and existing properties of Parlement, justified on the historical argument. But too of an entirely new and contemporary estate for the Northern Congress. It redefines the ancient city - beyond the walled financial district - in an new era for Dulwich. And arguably - if it does not aggressively and demonstratively so - conveys a restored confidence. A renewed self.

Over four-hundred acres belonging to the most impoverished and destitute districts of Dulwich will be cleared for development of the estate for Northern Congress. The infamous Old Botolph area of some fifty-thousand citizens is no exception.

The 'Northern Constituent Republics Capital Metropolis Bill' was introduced in the Northern Congress by Lady Mary Morgan-Nugent-Quaitrell. It received seventy-two co-sponsors.[..]
