President Zhao was a straight-forward woman with a purpose, and she commanded attention for that. Her visit to Gallega was surprising, insofar as a Head of State can surprise a nation despite advance notice for security's sake. It had not been accompanied with the customary announcement or indication of talking points, either.
But President Zhao, the leader of the Hongmenghui and the most powerful woman in Xinhai, never did anything personally if she was not committed to accomplishing the task at hand. Gallegan relations were, perhaps, one of the items on the top of her list.
Many might think that the People's Republic should invest itself more in the concerns of its region. The Ostrovakian coup was unnerving, she had to admit, but she could not allow her nation to become miopic and shortsighted in the face of it. Agility was required in foreign policy, perhaps now more than ever.
She sat at an unassuming table across from her Gallegan counterpart, and her steely gaze bore down in their direction, though it carried no animosity.
"My personal visit as a head of state is not without meaning, Consul, so let's be to the point," she began in fluent English. "The Republic of Gallega and the People's Republic of Xinhai no doubt share common strategic interests. Certainly, there are those concerned about revolutionary imperialism, but I am not an imperialist. I am a pragmatist. I recognize that there are things we can both gain out of better relations."
She smiled, quickly moving into the meat and potatoes of her proposal. "I am here to ensure lasting peace between Xinhai and Gallia. Though we may seem a world apart, we share a common area - the Long Sea. Indeed, the seas across the world are a source of great divisiveness. I do not mean to impose upon you requests for unnecessary arrangements or treaties, but I would appreciate broader dialogue between us on this matter."
"To that end, I aim to better understand Gallega's Long Sea claims and it's position on regional issues, in particular the Engellexic claims to the Thaumantic and the Retalian Question*."
