Announcement of an open and public competition for the expansion of petroleum trade routes in Germania

Upon discussion and international interest by no less than four parties the Council of the Germanian League has decided to proceed with publicly stating its intentions to hold a public competition over bidding for the augmentation of existing pipeline routes in Germania, and the potential creation of new routes of delivery in the event of mutual interest. The Council hereby addresses this invitation to all interested companies and corporations irrespective of their country of origin, to work side by side with the Germanic League, its member-state governments and current pipeline operators in an open market environment for mutual benefit and business prospects.

As per the unanimous decision of the Germanic League, the Council has ironed out a specific framework for would-be business opportunities in order to better inform all interested parties. The requirements of the Germanic League countries are as follows:

Q: Who may submit offers? Where will the offers be addressed?

Any company from any country may submit offers for this pipeline requirements. The offers will have to be made in public and, at this stage, are non-binding and meant for evaluation by the host country, destination country (countries) and the Council of the Germanic League. Secret (private) offers will NOT be accepted and/or taken into account.

Q: What are the required routes for the pipelines proposed?

It is desired that the pipelines follow existing petroleum trade infrastructure, but non-adhering offers are going to be nevertheless evaluated. The offers will be evaluated, in addition to the other things to be taken into account, by observing geographical features, distances, the desires of host and delivery countries, environmental and/or security concerns, and other. Consultation with host and destination countries is expected for that reason. A map with certain existing petroleum pipeline routes is attached.

Q: What will the pipelines traffic and concern?

The pipelines are expected to import crude oil into the Germanian League, and export crude oil, refined oil, and/or various petroleum products from it to other countries if applicable. The Germanian League is interested in maintaining its existing petroleum industry, which features several refineries and foreign companies are welcome to invest into. In addition, the pipelines are expected to traffic their product depending on the business needs of destination countries, irrespective of the country of origin of the petroleum. (In other words, the pipeline will not be carrying a single country's oil traffic.)

Q: What about ownership and operation of the pipeline?

Ownership of the pipeline will be preferred to be in the hands of a local company in the League or host country - however this does not mean your company cannot set up a proper subsidiary in the area! Indeed, it is our hope that such local companies will be a consortium of the investing companies and local business interests if necessary. Everyday operation of the pipeline will be at the hands of a national operator already responsible for the sections in the country, but this will not inhibit your company's profits and dividends. Such operators will be taking part in the local investment to a certain degree. The pipeline will not have any special status, including but not being limited to extraterritoriality.

Q: How about construction?

It is desired that construction and operation will take place using as many local resources (including labour) as possible, to benefit the local economies.

Q: Is oil and/or petroleum products transiting through a League country to a League or foreign destination applicable to charges?

Yes and no. The League is a free trade area, and only a single import and export tariff applies - however, oil and petroleum products face zero customs charges. However, there will be a flat transit fee charged by national governments, which is to be decided on Germanian League level. The fee will be at a low, logical price so as to not inhibit trade. At the moment, this fee has not been finalised but it is expected to not exceed $2.00/bbl. In addition, the company/ies owning the pipeline will be fully applicable to corporate taxation, etc. in the host country (countries).

Q: Who is this agreement concerning?

This agreement strictly concerns the Germanian League, its member states, and the interested domestic and foreign companies irrespective of their country of origin or form of ownership. However, certain governments may be more favourable to private instead of public corporations being involved, on a case-by-case basis.

Q: How will the decisions be made?

Decisions will be made on Germanic Council level, among the governments of the Germanic League member countries.

Q: Until when may we submit our offers?

Your offers can be submitted for evaluation until February 12, 2012. The bids will then be evaluated by the Council.

Q: What if we disagree with some of your terms?

By all means, feel free to post us with offers circumventing your points of disagreement! Our terms are decided and designed to be mostly negotiable, and we will be happy to evaluate other proposals!

Details of offer: In light of the kyvian harsh words towards the Germanian League’s rightful and insightful handling of the oil pipeline, the Jurzani General Assembly has in conjunction with the National Oil Company of Jurzan, designed a plan to increase the ties between Jurzan and nations of the Germanian League on the basis of mutual economic prosperity.

The National Oil Company of Jurzan has the financial and capital resources to provide for the undertaking of the project at hand. After reviewing the geography of Germania and the proposed routes as well as the already existing infrastructure, the National Oil Company sees the proposed routes as the absolute best way to distribute Jurzani Oil to the Germanian League efficiently.

The Oil Company would like to reaffirm its stance on working closely with the governments of the Germanian League to achieve the best results in the pipeline. The Company intends to create a subsidiary company in Germanian countries, as the oil company is interested in owning certain parts of the pipeline in order to make trading simpler on our end. The Oil Company is, under no circumstances, looking for Jurzani Oil exclusively to travel in the pipelines, this venture is to increase trade among the Germanian League and the Jurzani State as well as build up local economies, our pipelines will service whatever comes their way.

The National Oil Company is owned and operated by the Jurzani Government. As such, the Jurzani Government guarantees the security and safety of all dealings with the National Oil Company. As of now, it is Jurzani Foreign Policy to, in most cases, ignore ideological and political positions of any nation willing to do trade with the Jurzani Republic, and we expect the same in return. Upon acceptance of the proposal the National Oil Company is submitting, the Oil Company will begin construction of the pipeline along the proposed routes immediately. Jurzani workers will be sent to the pipeline in order to aid local employees to properly build the pipeline. Of the entire employed force, we estimate 65% to come from the local population. We also will be more than happy to buy materials and resources from host countries in order to help increase the economic bonds of our nations.

Additional comments: The Second Jurzani Republic is committed to supplying affordable oil to any nation that is willing to enter such deals. When dealing in this, we do not care of the political ideology or culture of the nation(s) we are dealing with. Our nation is safe and reliable and we hope that this pipeline serves as a symbol of future economic partnerships between the Jurzan and the Germanian League.

    Depending on the course of the bidding process and competitors' bid we could imagine either investing in the expansion of the existing routes to cater to an increase in oil from newly accessed oil and gas market or contribute our experience in the establishment of new routes to Danmark alongside local Danish companies.

Details: Danolie Smba (headquartered in the capital, Christiansborg) was estabished as a state monopoly in 1927 following the discovery of oil and gas deposits in the Suðreyjar region and has extensive experience in the extraction, refining and distribution of petroleum and gas products throughout it's extensive network of lines across the Danish realm. With market deregulation, Danolie is now the largest of several operators accounting for 61% of the Danish market. For the purposes of the Germanian League competition, it will be teaming up with Cisalpinske Smba (founded in 1961 with headquarters in Danmark's largest city Frederikshavn and accounting for 22% of the Danish market, primarily in the west of the country where it is firmly based) to provide a joint bid. The two companies have successfully cooperated together for 7 years to spearhead the extraction of oil and gas from the Danmarks Sund (Danmark Sound) fields located in the waters off the Danish west coast and in a burgeoning fracking and tar sands sector, in which Cisalpinske has led the way.

The aim of both companies is to facilitate the movement of oil and gas products from foreign markets using an already extensive and well-grounded network with the possibilities of the creation of an integrated network extension to furnish the demands of foreign markets, including to other Germanian League nations, and neighbours such as Lorraine, Polasciana, Engellex-Montelimar, Potenza, and the wider Gallian region, working with national governments, abiding by national legal parameters, and in conjunction with local oil and gas concerns. The Danish market is open for competitive offers within it's own domain.

I shall move to give notice that on the passage of the Oil & Gas Trade Act 2012 by the Imperial Parliament of the Empire of Great Engellex that a Public Instruction shall be made by the Office of the President to the effect that no presumption should be made concerning possibilities on future expansion of the Borussian pipeline into the Preutien States by Strausberg and Fontaine-Harcourt.

The Oil & Gas Trade Act 2012 concludes that the present public competition for the purpose of industry infrastructure within the Germanic League should ensure that those industrial enterprises competing for contractual work are aware that the oil and gas pipeline network within Preuti and Borussia are hereby separated by Law of Great Engellex.

Applications made to the Germanic League competition should be withdrawn and revised, by the Office of the President’s advice, due to the rejection of any effort of expansion of infrastructure from the Germanic League platform into Preuti by Engellexic Law.

The Oil & Gas Trade Act 2012 determines that a pipeline network shall be privately commissioned when necessary, and overseen by the Imperial Board of Public Works.

Details of offer: Established originally as EuropaOil and being the sole state oil company of Europaland most of the business was handed over to the Nordland autonomous government in 1998 before ownership was then transferred exclusively to our workers several years later. NordOlje is one of Europe's largest oil companies, being responsible for around 80% of all oil production in Europaland and also running oil refineries and a network of several thousand service stations across the country. We have long experience in terms of offshore drilling and run pipelines across Europaland including to many of the nation's major ports. NordOlje is interested in expanding our activities overseas and offering the expertise which we have built up over decades of operating in Europaland with an excellent safety record and with a high level of regard both for the environment and for the welfare of our workers.

NordOlje, should it win the contract, will not be the first Europalandian company to successfully expand its activities overseas. No restrictions will be placed upon us by our government apart from the requirement that we act ethically towards our employees, take environmental concerns into account and carry out our business in an open and transparent way. Naturally this will not be a problem for NordOlje which is proud to call itself Europe's most ethical oil company.

In the construction of the pipeline NordOlje will bring in a number of specialists and engineers from Europaland but we intend to find most of the labour force among local people who will naturally be paid generously for their work and in full compliance with national labour regulations. Should it be desired that NordOlje plays a part in either the import or export of oil outwith the pipeline we have a number of tankers in our possession and already safely export much of the oil produced by our company within Europaland. Due to our large annual profits providing the liquidity needed to finance construction shall not be a problem and we will gladly establish a local subsidiary to ensure continued future investment in the oil industry throughout the Germanian League.

Details of offer: Kaiserliche Erdölfirma (KEF) is in full agreement with the terms presented by the Germanic League and has vested interest in participating in any of the proposed sections, with particular interest in Wieserreich (where it is the national pipeline operator), Wendmark and Franken, without however leaving Danmark and/or Eiffelland out of the equation. Wherever in Germania its services might be needed, KEF will be prepared to deliver.

KEF is prepared to use as much local labour as possible as well as take measures for a mutually productive and profitable operation for itself, the host countries, and any partner company (companies) selected. KEF also signifies it is unwilling to proceed to unilateral construction and financing of such a project, and would prefer it if a partnership were selected, or if it were allowed to proceed to subcontracting wherever necessary.
Additional comments: Kaiserliche Erdölfirma (KEF) has historical experience in the business in question, initially being a monopoly in petroleum and natural gas industries within Wiese. It has significant overseas operations in the production and refining of petroleum and petroleum-related products in countries such as Greater Sarmatia, the Talemantine Empire, Great Engellex, and elsewhere. KEF is eager to cooperate with any other company selected by the host and destination countries for this programme.
