    The League of Four Nations appreciates that the current circumstances in the Engelsea provide a not insignificant disruption in and to the ability of the civilian maritime industries of some few nations in the region to conduct their business in a normal manner. None have been, are or shall be more disturbed than those of No.C.R.E.R., for whom alternative accommodations and recompense have been made. We encourage our regional partners to institute similar programs, or at least consider similar policies, in order to alleviate any possible pressures placed upon the tradesmen of their nations experiencing similar disruptions.

    Until the state of anarchy and general conflict in the western territory of the failed state of Burgundy is at an end, it is impossible for the Armed Forces of the League of Four Nations to guarantee the safety or freedom of travel of civilian air or maritime traffic from neutral countries through the waters of the Engelsea. It is therefore my duty to inform those Nations of the Civilized Order as and alike with those lesser Powers and Principalities of the uncultured and Fictional orders of the imposition of a Total Exclusion Zone, or TEZ in and above the waters of the Engelsea, in particular that portion between and focused upon the western coast of Gallia (the so-called Burgundian People's Republic) until such time as the aforementioned state of affairs is satisfactorily resolved. This zone should be understood to extend inland to the easternmost frontier of the failed successor state, Neustria.

    The League is and ever shall remain committed to the freedom of travel and guarantee of safe conduct for civilian, mercantile and/or otherwise non-combatant entities upon the oceans and seas of the world. The Thaumantic Domain has been committed to this principle since the very inception of our Order in the New World - verily, this Order is the reason such principles exist at all in the world today. We ask you to remember this in the coming days and weeks, as the League brings the abandoned and ungoverned territory of western Burgundy into a state of Civilized Order.

    As the resumption of regular air and mercantile traffic over and through the Engelsea is possible, the League will suspend enforcement of this TEZ. Until that time, any and all unauthorized traffic within the TEZ will be viewed as an enemy combatant and will be immediately interdicted or engaged as such. The lives of the servicemen and women of the Armed Forces of the League depend upon this assurance of security, as does the future of a free West Burgundy - we ask for your cooperation and understanding in this process.

    Heed this warning for what it is, do not interfere in the execution of Operation Domain of Democracy, and a more normalized and generally acceptable state of affairs shall again prevail in the Engelsea.

    The Commonwealth of Nedernesia requests a more detailed description and maps of the affected area. As a neutral bystander in this conflict and as a naval trading country, freedom of navigation through international waters is of vital importance to our country. We certainly understand the need for certain wartime exclusion zones to avoid potentially dangerous conversions of military and civilian traffic. We do not, however, understand the language used in the Cussian announcement that can, at present, be interpreted as either a partial exclusion zone nearer the Burgundian coast or a wider exclusion zone affecting more of the Engelsea. Thus our request for precise detail.

    Either way a solution will have to be found quickly as international maritime traffic will need to find a route through some area of the Engelsea international waterways that stay clear of military areas.

    Partners in and around Gallo-Germania, the Old World beyond, and in direct response to inquiries made by our inestimable colleagues in the Nedernesian ORC, while it was of some comfort that text files are still able to be transferred between hemispheric and regional supernets with relative ease, recent difficulties in the transfer and translation of pertinent satellite imagery and navigations data are most troubling. Domain/League Joint-Armed Forces (D/LJAF) specialists have identified a number of possible atmospheric weather-based anomalies that might have played some role in the corruption or outright transmission failures. The possibility of interference from outside parties has also not been ruled out, and our gifted men and women in uniform remain committed to ferreting out the truth of the matter come what may.

    That said, in the time since the initial imposition of TEZ Engelsea, the vigor with which the Joint-Armed Forces of the League engaged in Operation Domain of Democracy have pursued the objectives assigned to them has necessitated a careful reevaluation of many of the conditions and variable factors leading to BURCOM's original recommendations for the implementation of TEZ Engelsea. In light of this reevaluation, it is the opinion of the League of Four Nations that the entirety of the Engelsea need not be closed to all civilian mercantile traffic. Nor should or shall the full force of the implicit declaration of a no-fly zone extend to encompass the whole of the area originally projected - but we warn all of our regional partners that the adjustments to imposed no-fly zone are far less extensive.

    The adjusted extent of TEZ Engelsea

    As you can see, access to a route for North-South through the Engelsea, via the Insular Channel in the general vicinity of the Londijou coast, is now perfectly possible and viable. No further adjustments to the Zone are required for any points East of this line falling within the shaded area, as they are an active war zone at present, and an ungoverned, untaxed territory abandoned by a succession of failed state governments that attempted to assert their claims to [Western Burgundy].

    There is no legitimate international custom to be had in these ports as yet, though we assure our partners throughout the region and around the world that the Domain is and will ever remain committed to the correction of this inexcusably sorry state of affairs. We have all suffered under the miserable tyranny of this divisive uncertainty for more than long enough.
