To the Government of the High Kingdom of Ivernia and of the Ivernish Himyari Commonwealth

The situation in western Himyar starts to boil. The hostility of the Cathiopian imperialist machine has shown how us much we were weakened by the republican dictatorships, leaving Saraar nearly defenseless in front of the lust for lands and power shown by the Cathiopians. The Muslim people in Guana are continuously oppressed by the Bumosi Church and the regime in Nkalamenga. What scares us more is the fact that the Cathiopian clique is ready to throw away the principles of nethian freedom just to ally with Fennia so that they can take over Saraar.

The mismanagement of the Kamarist and Sesayist regime have rendered the Saraari army into being no more than a useless bunch of emaciated men using old rifles and a small number of tanks that are slowly rusting in Garissa. We need the help of our old friend, the High Kingdom of Ivernia to start a secret joint program in which the Saraari army can return at least to its original 1945 form before the Cathiopian strike. The militias that once were the Herders' Front and the Revolutionary Committees of Islamic Peoples, were reformed into the Black Guards, an Islamic paramilitary organization that can defend Saraar of a foreign attack, but only through a guerrilla war. The standing army must be modernized with armor and guns, with air power and fire power.

The Saraari Caliphate cannot really pay for the Ivernian modernization in currency, but it might give Ivernia crude oil and iron ore, copper and other minerals at a preferential price, until the costs of the military modernization would be payed. The Caliphate would also need the political support of the High Kingdom, this relation between us being a symbiosis, because if Saraar would fall to the Fennians and the Cathiopians, the Ivernian influence in western Himyar would also crumble and life for the Himyari Commonwealth would start to be harder and in time it may even fall in the hands of the Fennian and Cathiopian imperialists.

The High Kingdom of Ivernia understands all too well the situation in western Himyar at the moment, particularly the High Kingdom worries over the hostile words and acts of the Republic of Cathiopia. The High Kingdom is also acutely aware of the importance the Caliphate of Saraar has for the High Kingdom. As a former member of the Dominion of Ivernia, an important position of civilised peoples in north western Himyar and an important junction for our own Commonwealth it is in our best interest to help the people of Saraar in a, as you say, 'symbiotic' relationship. As such we agree to the terms you have put forward to the High Kingdom.

As such the High Kingdom shall modernise the Saarari military as best as can be done, with training, firepower, as well as vehicular modernisation in land, sea and air shall be done.

The offer of payment through alternative means, namely crude oil and minerals, is in fact a perferable method of payment towards the High Kingdom and we hold no issue with this system of compensation.

Ivernia can also in the time being offer garrisons of the military of the Ivernish Himyari Commonwealth to assist in the defence of the Caliphate of Saraar in the short term, while the national military of Saraar enters it's phase of renewal.

We are pleased to see the quick response of the Ivernian government. We understand that in the following weeks, if the escalation of the tension continues like this we might face an joint aggressive movement coming from Cathiopia and New Fennia; until the modernization of the army will be completed we would accept to hold Ivernian soldiers in Saraari garrisons, but we would like to state that this would not affect, nor would it influence the sovereignty of the Caliphate of Saraar. Because of this, we will prepare bases for the Ivernian soldiers in Ibiri, Ussure, Stone Town, Garissa and Bute. The Caliphate will supply them with anything they need. We just hope that this will be just a prudent move that will not be needed to enter phase two, that is actively fighting against invaders.

After deliberating, the Divan has unanimously agreed that a modernization is necessary and that the High Kingdom would be the best state to help us with this, especially because of the close relations our two states had in the past. In the annex of this document, the Minister of Industry and the Minister of Defense have sent their documents presenting the plan for payment to the modernization program, which we would want to start as soon as possible. We would also like to see a plan of how the Ivernian officers want to train the Saraari soldiers, with what do they want to equip them with and also what armor to they plan to bring to replace the old tanks brought during the civil war from the Mezhist Union. We would also want a rough timeline of the whole army reform.
