The Republic of Asylan wishes to approach the nations of the world, in regards to a proposal for an International Law of the Seas. The application of a standard law observed by all members of the International House and beyond. Internal Waters: This covers all water and waterways on the landward side of the baseline. The coastal state is free to set laws, regulate use, and use any resource. Foreign vessels have no right of passage within internal waters. Territorial Waters: Out to 12 nautical miles (22 kilometres; 14 miles) from the baseline, the coastal state is free to set laws, regulate use, and use any resource. A foreign vessel may pass through territorial waters as long as it is considered an innocent passage. Passage is innocent so long as it is not prejudicial to the peace, good order or security of the coastal State. Contiguous Zone: Beyond the 12-nautical-mile (22 km) limit, there is a further 12 nautical miles (22 km) from the territorial sea baseline limit, the contiguous zone, in which a state can continue to enforce laws in four specific areas: customs, taxation, immigration and pollution, if the infringement started within the state's territory or territorial waters, or if this infringement is about to occur within the state's territory or territorial waters. Exclusive Economic Zones: These can extend from the edge of the territorial sea out to 200 nautical miles (370 kilometres; 230 miles) from the baseline. Within this area, the coastal nation has sole exploitation rights over all natural resources. All ships on the surface of the water (not submerged) are considered in International Waters International Waters: Any ship in the International Waters is under the sole jurisdiction of its Flag State. However, a ship may stopped, searched, boarded, or military action taken upon, if the criteria for Universal Jurisdiction is met. Universal Jurisdiction: Jurisdiction may be universal if a group or individual is found guilty, with sufficient evidence, of genocide, crimes against humanity, extrajudicial executions, war crimes, torture, or forced disappearances. We would ask that all nations sign this act, to further international standards and ensure the peace and fair distribution of resources in Europe. The people and state of Tôgoku do not find it in their best interests to sign this treaty at this time. The creation of 'universal' laws that allow military action, in the name of peace or otherwise, that are able to be used against other vessels under the pretense of maritime law is outrageous. Furthermore, the Republic of Tôgoku condemns any states that believe that signing this treaty gives their armed forces the authority, or the 'universal jurisdiction' to act upon vessels of another nation without retaliation. This decision is to be final until the treaty is otherwise ratified until it reaches a state that is believed satisfactory by the Jouin Gikai.

The Imperial Government applauds the efforts of the Government of Asylan and is in agreement for the need for international laws governing the open seas. However, it has been decided that, the Empire of Sikandara shall grant recognition to the aims of this most noble endeavor and but shall refrain from dispatching an official representative to affix a signature to the document. Due to the fact that the International Law of the Seas as proposed would violate the long held Nichtsteiner position on the sovereignty over the major part of the Retalian Sea, the Grand Duchy of Nichtstein reiterates its position of non-adherence to this pact in principle, in fact and in act.
