The High Kingdom of Ivernia has received your Communique in good favour, and recognises your determination to align yourself with more democratically aligned nations, as a pivotal point nation in the Long Sea. Ivernia shall endeavour to send a cadre of high level diplomats to the Federation of Ionia in order to meet and greet with members of your newly forged nation, free from the old Kingdom of the past, and we hope to bring about a new line of communication with your nation in these talks. Wee also hope to improve on relations with the nations of Greconia, and we believe Ionia to be a nation with great potential.

We hope the meeting will prove fruitful for the continued prosperity of your region, and the High Kingdom hopes to assist in ensuring the peace and tranquillity of the great Ionian Nation.

The Ionian government was determined on making this meeting as soon as possible. For the Ionians this was one of the most important diplomatic meetings of the decade if not the century. Thus they had spared no expense or luxury. They had chosen the , a massive government-owned complex that served as a conference hall and was located in the Ionian National Gardens, right next to Parliament. The conference was going to take place in Zappeion's . There, surrounded by Ionian Rhythm Pillars and covered by the rich Ionian sunlight that was pouring through the Atrium's dome, the Ionian Ethnarch-President eagerly waited for the Ivernian delegation to arrive.

The Ivernish Diplomats were led by a Mr. Seamas Carrol, a man of great experience, and was even an assistant in the Tripartite Agreement in the previous year.

He and his fellow delegates prepared their notes in the car, as the vehicle was escorted though the great, exotic and ancient Realm of Greconia. Ionia was considered Ivernia's focus in this region, a nation of great potential.

While Tyyrhenia shares a history with Ivernia, it's ascension into the RDTO had scuppered and soured relations with the Celtic and Hellenic peoples for some time, it was the High Kingdom's hope that, with the new foundling Federal Republic formed here in Ionia, Ivernia might find a nation of similar ideology and tenacity. This was the onus placed upon Mr. Carrol. A large feat of responsibility assigned for the man. From his home in cold, wet and grey Alderburgh to the golden and sapphire shores of Ionia the man at first glance might have no cause for um-bridge. Perhaps another time he could return to this paradise of history and beauty, but for now he was focused on his goals, his itinerary, and the aspects of his delegation and it's plan for Iverno-Ionian relations.

As the car pulled over and his team filed out he was hit with a great warmth from the Ionian sun. Stone white buildings all around bleached-white and protruding like bone white teeth from a great jaw reaching into the ocean. Bleached white by what seemed to Mr. Carrol as the equivalent of an eternal summer. He and his team we escorted by Ionian guard to thee central atrium of a magnificent building. The pillars around them and the simple fountain trickling in the center caused a reverberation, a deep echo that was calming to the delegates.

Mr. Seamas Carrol saw the Ionian cadre of diplomats approach, including the Etharch-President himself. As the Ionians approached the Ivernish, Mr. Seamas Carrol reached out a hand, the first gesture between the High Kingdom and the Federation.

''Etharch-President Demetrios, this is an honour to have you attend this meeting. My name is Mr. Seamas Carrol, a Senior Minister in the Ivernish Imperial Office for Foreign Affairs and Trade.''

''I come here, with my fellow diplomats, on behalf of the High Kingdom of Ivernia, to meet with your good and noble nation, as per your invitation.''

The Ethnarch smiled while firmly shacking the hand of the Minister.

"We are honored to have you here. I am most certain that this meeting will be most beneficial for both of our nations. Now gentlemen, let us take a seat and dicuss with more comfort. I'm sure we both have much to talk about." said the Ethnarch smiling once more. Not a smile forced out but a real, natural one.

To the Ethnarch the look and sun of the Greconian lands was something usual. But the visit from a Gemranian official, that was something most unusual to him. In his time both as Field-Marshall and Ethnarch-President all the meetings he had taken part in were usually focused on military action. But this time he could finally take part in a meeting that could actually make Ionia, and the world in general, a better and safer place. And a meeting with Ivernish people non the less. He always held deep respect for them, partly because of the stories he had been taught at the Military Academy concerning the fierce resistance they put up against the Tiburians and their Ionian Auxiliaries and partly because of the warmth of the Ivernish people. They reminded him too strongly of his own folk.

The meeting was progressing well, at least in Mr. Carrol's experience. The Ethnarch seemed an amicable, affable and yet intelligent and capable man, who seemed well versed in the diplomatic process the diplomats were busying through. At least that was the impression Mr. Carrol gained from the translators. While the mediator's were clearly effective and confidently fluent at their work, none the less it was a slowing effect on the progress of the meeting.
While Seamas and his diplomats were enamoured by the Greconian culture and language, it was still such a foreign language to their Ivernish tongues he could almost certainly say he will never master it. He swallowed the melancholy and turned to the Ethnarch one more,

''Ethnarch President, I believe I am at a point to address what the Ivernish Government feels about this meeting.''

As he saw the Ethnarch listening intently to the voice of the interpreter, the aged Ivernish man continued,

''With Tyyrhenia joining the RDTO and that kind of ilk, we in Ivernia believed everything past the Long Sea bottleneck, all past Carentania was lost to the Red Storm. We thought that Greconia was written off.

But with this New Federation our interest has been piqued. We believe that your new nation Mr. Ethnarch, is a nation of great potential in your region. We believe that if Ivernia acts early, we can set your people on the right path. The path of freedom, and of the democratic way.

We were very pleased to have received your invitation. It was well timed, especially after we had to reject your promising but non the less early and premature application to the Tripartite Agreement. My superiors have brought together a draft of possible points of progression for the improvement and cultivation of our relationship between our two nations; the High Kingdom of Ivernia and the Federation of Ionia.

Thusly, in no particular order, we wish first off, in terms of expanding our economic connections to reduce trade tariffs, in initially an experiment stage, to see improvements in naval merchant trade between Ivernia and Ionia.

Ivernia also wishes to introduce a ''Ionia House'' in Alderburgh, which aims to improve awareness of Ionia in Ivernia, as well as promote Ionian Culture, in order to improve public relations and on that same subject, we shall promote the Ionian Consul to a full Embassy. To further foster connectivity between our two nations.''

Seamas allowed the interpreter to do his work and bring the Ethnarch up to speed with the Ivernish delegates. The President nodded and so Mr. Seamas Carrol readied himself to continue.

''Clancy, could you hand me the other document? Ah yes here we are. Possible military arrangements. Lets see,

Mr. President, Ivernia is still not prepared to form any sort of military alliance with your nation, and is not in a position to either offer a referral to Tripartite. This is simply due to your nation still finding it's own wings, coupled with the problem of your nation finding itself in a deeply contentious spot, past the Long Sea Socialist Bottleneck, where Ivernish influence trails to naught.

To that regard though I am at power propose this compromise: Ivernia hopes to have military training drills with the Ivernish Navy, and the Ionian Navy. As we in Ivernia consider the Ionian Navy to be one of the best in the world, so it would be beneficial for our naval soldiers in Ivernia to train with them. But we also believe this would be good for the Federation of Ionia, as it will make a show of the alliances it is beginning to forge with Gallo-Germanian nations, are a very real thing.

We believed, in Ivernia that these policies would be fair and just to the Ionian people, and beneficial for both parties and both Sovereign Nations.

What say you, Ethnarch President?''

The Ionian Ethnarch-President listened to the translator but at the same time paid attention to the man that was talking to him. He understood that he was a serious and experienced man, one whose words had standing and meaning, a man he could perhaps trust would keep his word. To that extent the Ethnarch nodded in acceptance before replying,

"A trade deal with Ivernia would be most beneficial for our nation. Our economy is focused on agriculture, tourism, maritime trade and mining while the economy of a Northern Gallo-Germanian nation such as Ivernia has a more developed industrial and services sector meaning that we both have products each other needs. Thus we accept your offer of mutual reduction of trade tariffs and will do our best to promote Ivernian products in our internal and colonial markets.

Please allow me to dd that in my time I have rarely seen such a bright and original idea as an Ionian house to promote Ionian culture in a foreign capital city. In return we will also create Ivernish Houses in both Algolis and Salonika. After all the Ionian youth is heavily interested in Ivernish folklore and especially Ivernish traditional dances."


After waiting for the interpreter to translate his words the Ethnarch-President continued,

"I understand your reasons for not being able to offer a referral to the Tripartite Agreement. After all I expected such a result as it was more of a panic move due to Tyrrhenian and RTDO pressure rather than an actual hope for immediate acceptance. In fact such a move would most likely put our nation into danger as we're very close to the RTDO nations and too far away from any major, or any at all for that matter, Tripartite Agreement nation.

On the matter of joint Naval Drills however they would be more than welcome. To be honest we were also planning to offer such Drills as they could be greatly beneficial for both the Ivernish and Ionian Navy & Marine Corps."


The Ethnarch President told one of the Ionian delegates to hand him a file of some sort. After opening it and placing it on the table he resumed,

"We have some areas that could serve as the locations of our drills. Namely the first being the Hellespont & the neraby Orbetronian Isles, over , the second being Missolonghi & Patras and the third at Pharos near Northern Himyar right here. To sum up I am in full agreement and more than happy with your proposals Mr. Carrol.

On another note I was thinking of a secret intelligence and diplomatic cooperation between our nations, as it could be beneficial to both us and our allies in general. We were also thinking of granting your consulate Embassy Status and offering you a much larger and better building, near the area were most of the Ivernish community of Algolis lives. What do you think?"

Mr. Seamas Carrol looked over the map handed to him, noting the areas drawn up for military drills.

''We'll be handing this map over to trusted diplomats as soon as possible to be handed into our Ivernish Department of Defence, the locations should not be a problem, but it will need to be scheduled and set by the Ivernish Military High Command. They shall be in touch with you Ethnarch President Demetrios.''

Mr. Carrol folded up the map and slid it into a brown envelope to cover it. ''We'll make a copy of the map and you can maintain the original of course.'' Mr. Carrol finished as he moved different files in front of himself.

''I shall stay on the military end of the requests for a moment. Regarding your request for seecret intelligence co-operation between our nations, our Government has actually checked the situation and it's possibility, within the Tripartite Agreement treaties.

As it stands we see no reason to begin sharing important and relevant intelligence between our two agencies at this time. We believe Ionia would benefit from an ear in the Gothic Sea, and we in Ivernia would certainly benefit from one in the Long Sea. So an excellent suggestion Mr. President.''


Obviously, the information on these agencies, is beyond my knowledge. Again the Ivernish High Command shall be in touch with your Command, and our two intelligence agencies shall be made known to one another.''

Mr. Carrol smiled at thee President, the meeting was coming along swimmingly, and the Ionians certainly appeared to be a people eager to make the right waves, and to face the right path.

''Regarding your counter offers, for example the Ivernia House in both Algolis and Salonika, the Ivernish Embassy, these are are very much appreciated and of course accepted, as is my power to do so in the name of the High Kingdom of Ivernia. Please feel free to call upon our Embassy, our door shall open for Ionia, and you, Mr. President shall always bee listened to by the High Kingdom.''

As the translator finished, the Ethnarch President appeared to be pleased. Mr. Carrol stood up, and offered a hand to the Ionian man, ''I think we have a consensus. If you wish, we shall have what we have agreed to drawn up into an official document, to be duplicated and signed, and placed into action by both our Governments.

It was a pleasure working with you on this, Ethnarch President. We shall in Ivernia shall return to the document in a long while, and see how the project we have proposed has prospered, we may come back and evaluate the document, even possible closening ties between the two nations, if the project has shown good success.''

The Senior Diplomat felt positive and confident that he had scored a powerful deal for the High Kingdom, such a connection right next to the Long Sea was not to be sniffed at.

''Clancy, in the car there is a case, old mahogany wood. Bring the case here.''

''I know the one, Mr. Carrol, right away ser,''


As the Mr. Clancy headed out back to the Eiffelandian Mercedes, Mr. Carrol turned back to the Ionian Delegacy.

''I believe all good treaties should be christened with a good drink. In a moment we will have a bottle of twenty year old Formorian Fire-Throat Whiskey, and I think we should have a toast.''

The Ethnarch shook the Minister's hand truly happy that he had managed to secure the new Ionian Republic an trustworthy and strong ally, that was dedicated to Democracy. A needed step to ensure that Ionia remained a Republic.

"Indeed. After all it's nice to have partners with good taste in Alcoholic beverages." he said laughing.

"By the way in Greconia it is a tradition since the Ancient days to give gifts to a visitor, and especially diplomat, after a meeting. Demosthenes."

One of the Ionian delegates stood up and came near the to men carrying a suitcase. He opened and addressed Minister Carrol,

"Your excellency, please accept this humble gift of ours. It is a set of three 242 year old traditional Ionian Red Whines from the Dionysian State Vineyards in Northern Attica, dating back to 1712. Dionysian Whine is known for lasting centuries and as the Dionysian State vineyards are experienced in making Whine fit for Aging since 456 BC. As such it is consumable and will in fact have great taste. The First Bottle is for the King of Ivernia, the Second is for Your Excellency and you may gift the third bottle to whoever you see fit."

The bottles of Ionian wine were an incredible gift. Mr. Carrol drew his fingers softly across the ancient, centuries-old label and the old Ionian lettering.

''A gift like no other, Etharch President. You humble all of Ivernia with this treasure. Th High King will be most honoured''

Seamas Carrol placed the bottle back in thee suitcase for safe keeping.

''Those bottles were corked only a century after the High Kingdom gained independence from the Holy Germanic Empire. It is incredible that such relics can exist. I have no doubt that the third bottle shall be placed as the centrepiece of thee new 'Ionian House' in Alderburgh. A symbol of the ancient culture that is in your land, to showcase all that is rich and vibrant for all the Ivernish people.''

Seamas Carrol and his diplomats were standing now. Thee files had been put away into folders and into briefcases. The Ivernish Diplomatic team had filled all the the goals at hand and it was time to return with what Seamas had gained for the High Kingdom. They shook hands with the Ionians, as they prepared to make thee next step in the project.

''Mr. President I shall have to head for thee Ivernish Consul at this time, we must send these reports back to Alderburgh and the House of Representatives, I hope you understand. These documents shall be made into action by our Government then, and the changes we agreed upon shall then come about.

It was an honour to work out this project with you Etharch President, and an honour to be in your country. I do hope to return, I know many Ivernians who would love to holiday in this land!''

The President was happy that the diplomats liked the gift. He considered the summit to have been a success. After shaking the Ivernish delegates' hands the President addressed them for one last time,

"The honor is all mine Mr. Carrol. You're more than welcome to return to Ionia anytime you want. If you do please make sure to tell me; I have a house in Lexos that could use some visitors."
