to the Princes, and Chiefs of the State of Karakhstan.


An Extension of The Queen-Empress' Statement in Council.

TO THE PRINCES, AND CHIEFS OF THE STATE OF KARAKHSTAN​
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


The Government of Karakhstan would be correct to naturally not expect any ministry of her Majesty to make a judgement upon proceedings of trade and industry that Great Engellex is not perfectly informed of, but it is necessary for me to have an opportunity to make a statement on the present intent for infrastructure projects between Karakhstan and Boliatur which, as far as I am able to judge, the policy of pursuing such arrangements is not that of regional stability or prosperity, and certainly not of those benefits to Karakhstan.

I believe that there never was a state risking so much with so little prospect of economic or political advantage, and so slender a ground in point of reason, as Karakhstan at the present moment; and I feel sure that if any criticisms can be passed upon the diplomatic proceedings of the last few weeks it is rather that they have tended to delay too long the need for unified pressures to be applied against the regime in Boliatur for the sake of Karakhstan appearing neutral and honourable a state.

The embarrassment that is seen within the Far East is brought on by no fault other than of Boliatur and Karakhstan.

If the Government of Karakhstan was not so naïve on this matter of Boliatur it is probable that the menacing attitude of the latter would long ago have ceased, and therefore I am sure we must all heartily join in wishing the more respectable and reasoned powers of the Far East a success in bringing about a peaceful end to the aggression of that menace.

Great Engellex Criticises Co-operation with Boliatur

The Ministry of Foreign Affairs today received a message from the government of Great Engellex in which Her Majesty's government strongly expressed its discontent with recently reported infrastructure co-operation between Karakhstan and neighbouring Boliatur. Great Engellex is part of an international effort condemning the recent coup in Mrysini, which has resulted in a post-delegationist government takeover. Yesterday after reviewing rough proposals from Boliatur the Ministry of Foreign Affairs, Trade Karakhstan and Transport Karakhstan informed the press and the government of Boliatur that infrastructure links in the form of a new road and possible rail links could be discussed for the mutual benefit of the two countries.

The message from Great Engellex insinuated that the government of Karakhstan is 'naive' in thinking that this would be a good idea and would rather see Karakhstan following the lead of other states in Toyou that are against the new government. Speaking at a press conference today Minister of Foreign Affairs Katan Kazkhanov had this to say:

Foreign Minister: The bottom line is that Karakhstan is a neutral country and we, as a sovereign state, have the right to pursue a foreign policy of our choosing. Whilst we seek good relations with states across Europe our first pillar of our policy is good relations with our closest neighbours. Boliatur shares an expansive border with Karakhstan and there are trade opportunities that can only benefit our people by better connecting the two countries with proper roads.

Reporter: But would following the recommendations of Great Engellex to alienate Boliatur result in a better outcome for everyone?

FM: Let me reiterate: Karakhstan takes orders from no one. We make pragmatic and well thought-out decisions. The message relayed to my Ministry via the Embassy of Great Engellex was received, reviewed and taken into account. We do not believe economic co-operation with Boliatur is a bad thing, but rather a promising move. The recent political events in Boliatur are an internal affair and as far as I know have remained internal and not spread over to any borders. While we certainly do not support armed rebellion or violence to come to power, we see no reason in working with our neighbours if they mean us no harm.

Reporter: So you condemn the coup and its violent nature?

FM: I will not get into the specifics here. It is simply that--

Reporter: Can you confirm that the government of the People's Action Party condemns the coup in Boliatur?

FM: No, that's not what I said. We support peace and democracy. That was the last one. No more questions. Thank you.​


A statement later released by the Ministry of Foreign affairs said that the government neither condemns or applauds the coup, and classifies the events in Mrysini as domestic events in which Almatii has no reason to involve itself with. Foreign Minister Kazkhanov has summoned the Ambassador from Great Engellex to discuss today's diplomatic message in more detail.

Mining Consortium and Government Seek Joint Venture in Polasciana

A consortium of mining companies in Karakhstan as well as the Ministry of Mines has publicly expressed interest in a joint business venture in Polasciana. Not getting into great detail a spokesman for the Ministry of Mines told Karakhstan1 that the joint venture would entail the construction of a rare earth element refinery somewhere along the Polascianan coast. There have also been discussions to open up the booming Karakhstan mining sector to Polascianan companies, which are experienced extractors of a variety of elements.

Yaakov Torbensky, the Minister of Mines and a senior People's Action Party member is awaiting correspondence from the Polascianan government. He hopes to travel to Polasciana later this month with business executives of the mining industry to discuss the details of any sort of joint venture project. The source for the venture idea comes from deep within party discussions. Torbensky was seen exiting the Senior Minister's Office earlier this morning and was surrounded by the press.


Reporter: Minister Torbensky, is it true that a refinery will be built?

Torbensky: Let's not speculate, now. Negotiations haven't even started yet!

Reporter: Is Senior Minister Natanbayev behind the project's idea?

Torbensky: This has been a joint effort of both the PAP and business interests in the country. No one single person is the brains behind it all.


The Embassy of Polasciana in Almatii did not return telephone calls or respond to members of the press outside their premises.

Explosion Rips Through Central Almatii

First responders at the scene of a bus bombing

A large explosion ripped through a bus in central Almatii this afternoon as commuters were making their way home after the workday. Only a small number of badly wounded passengers on the targeted bus survived the attack, however an exact number of those killed has not yet been released. The military has closed off most central streets in the capital city while the police have swarmed across the area checking vehicles at various checkpoints leading into and out of the central districts. It is not known who is responsible for the attack, although speculation puts A Balkash Rebel group at the source. The Balkash Rebels have been waging an insurgency war in the Balkash Mountain Range on the border with the Jurchen Republic for over a decade.

Minister for the Interior, Aleksey Yanukov, was asked at an emergency press conference if the government had plans to send ground forces into the Balkash region to route out rebel forces. Interior Minister Yanukov dodged the question but did say that the military was taking 'everything into consideration' as for a response to the attack.

Senior Minister Natanbayev was on holiday at his family's farm in the central grasslands at the time of the attack. He was flown back to Almatii upon news of the event and said that the perpetrators 'will be found and brought to justice.'

Central Almatii, a booming city full of immigrants (notably Yujiners) and construction projects, remained chaotic this evening as police and soldiers fanned out across the city. Civilians are even finding it difficult to get home as bus services have been temporarily suspended and most major road arteries are closed or incredibly congested due to checkpoints. Shortly after the attacks Suionian-made Gripen fighter jets of the Republic of Karakhstan Sky Force were seen flying over the capital in a north-easterly direction, towards the Balkash region. A curfew has been issued until tomorrow morning at 5.00 O'clock.



Road to Boliatur On Schedule

The 'Friendship Expressway' is on schedule for an early summer completion

Construction crews on the Karakh side of the border with Boliatur have reported excellent conditions for road construction along the steppe. The so-called 'Friendship Expressway', which will connect Almatii, Stupetna (Karakhstan's second city) and Mrysini, the capital of Boliatur, is scheduled for completion on the Karakh side by early summer, sometime in June. Once connected to Almatii the expressway will also link up to road network in Yujin, making it one of the world's longest continuous roads. By linking the industrial areas around Almatii with far-off Mrysini the movement of goods is expected to increase exponentially as well as the movement of people.

The Karakh and Boliatur government have split the costs of road construction between each other with each side financing the roadwork within their respective borders. A joining ceremony will take place in June at the border when the two roads finally meet. A customs and Immigration and Checkpoints Authority Karakhstan building and facility is also being constructed at the border, which is expected to become the second busiest checkpoint after the Jurong-Almatii checkpoint with Yujin. If the expressway appears to be used heavily there has even been talk of constructing a railway which would be used primarily for cargo transport but also passengers.

Despite today's terrorist attack in Almatii, the industrial heart of Karakhstan, government officials and economists still expect growth to remain robust in the country due to a booming mining sector and tar sand oil exploration in the northwest. This means that trade with all partners, but especially those on Karakhstan's borders, is forecast to be steady and high, making construction of the expressway 'of vital national interest' for Karakhstan, Senior Minister Natanbayev was quoted to say at last week's progress report meeting on the project in Stupetna.

The Kyivan Peoples Army is deeply concerned by the growing cooperation between Karakhstan and the dissonant regime in Boliatur. The Boliaturan post-delegationist regime is a known collaborator with the arch-communist Europalandian state, an avowed enemy of all civilized societies in Europa. Karakhstan's continued cooperation with Boliatur only strengthens the hand of the international clique of dissonant anarchist regimes that seek to destroy the ordered states of Europa - including Karakhstan. We urge Karakhstan to abandon it's near-sighted policy of appeasement towards the Boliaturan regime and adopt a policy of strident opposition consonant with it's long-term national well being.

If you persist on this wrong-thinking path we fear for the future of you nation and the souls of the Karakhstani peoples.

We appreciate the legitimate concerns of the Government of Kyiv. We wish to make a few things very clear, however. The construction of a road to link Boliatur and Karakhstan is a necessary step for the viability and security of the Karakh economy and the region. Our two countries have had poor connections for too long. We are not engaging in any other sort of cooperation beyond this infrastructure project. Furthermore the Republic of Karakhstan is a sovereign state with the right to engage in whatever sort of foreign diplomacy it sees fit. We are a neutral Republic, dedicated to maintaining good relations with all states so long as they do not threaten our interests. Boliatur may indeed have poor relations with a number of states, however they have shown nothing but positive signs to us in Almatii. We have no intention of cooperating with Boliatur via military means.

Kyiv and the other concerned states in the international community should instead see our unique relationship with Boliatur as an avenue to engage in diplomacy with Boliatur via the openness of Karakhstan. Almatii remains, as always, a perfect neutral setting to conduct diplomacy, negotiations and business without fear of repercussions.

Finally we wish to inform our Kyivan friends that should they feel compelled to import any information that they might find useful to the prevention of conflict and the upholding of security, our intelligence liaison channels remain open for communication.

The Citizen's Council

The Citizen's Council has sent deep condolences to our friends in Almatii, and hope that the peoples responsible for such a treacherous and vicious affair will be apprehended and punished accordingly. The Boliaturian Citizen's Council also states that any relationship to Karakhstan is purely economic connection and friendship. The citizens of Boliatur have longed friendship with their southern neighbors. The Citizen's Council shall stand by Karakhstan, regardless of how much or how little support they shall need. The agenda of the Citizen's Council does not seek hostilities with other fellow Steppe peoples.​

Heightened Security Fends Off Repeat Attack For Now

Last month's terrorist attack that blew up a bus in Almatii and killed 16 people has not had a dreaded repeat. The government says that despite heightened security and the omnipresent security forces at stations and on buses and metros, an attack could happen again. The Balkash Rebels have denied involvement with the mass killing insisting that a splinter group with ties to the Jurchen Republic is responsible. This has not deterred the government from increasing air raids on known rebel installations within the eastern Balkash Mountain Range. Republic of Karakhstan Ground Forces are expected to enter the contested area in early July to engage in open warfare against the dissidents who wish to see a new state created for their ethnic minority.

Meanwhile, Republic of Karakhstan Mounted Police (RKMP; seen above) as well as national and local police are at all bus and metro stations looking for suspicious activity or danger. Constant public service announcements, both within public transport services and elsewhere in the capital city, have also been warning and urging civilians to report suspicious activity and or people to the authorities without hesitation. Since last month's attack nearly one thousand people have been detained on suspicions of terrorist or rebel activities. President Natanbayev has vowed to bring the fight to the rebels and not tolerate more attacks on the Karakh people.

RKMP forces as well as other military assets have also been placed at the two major border checkpoints with Yujin and Boliatur. Major mining sites are also under indefinite military protection. The Ministry of Mines said that it is vital to 'protect mineral assets' so that domestic and foreign companies may continue to process and export materials unhindered. Cargo trains and trucks destined for the port of Liangang in Yujin remain on schedule.




Government Readies Domestic Port for Expansion


With nearly all exports of Karakhstan shipped via rail and road south to Yujin for export around the world, the government has decided now is the time to expand, or rather, build from scratch a new port and city to go along with it on the north-eastern coast west of the Jurchen Republic. The tiny fishing village of Aralsk is ideally situated in a natural deep water harbour, which will require minimal dredging and thus be able to accommodate mega bulk tankers and container ships. This, the government explains, will allow for processed and unprocessed minerals and other products to be exported across the globe.

This plan entails billions of tenge worth of construction and investment. Firstly the rail and road links to far-off Aralsk must be created to allow for construction crews and equipment to reach the village and begin the building frenzy. Many labourers, especially those from Yujin, will have to be relocated and housed in the newly incorporated city. Because of the enclosed nature of the bay, blocked off from the high seas by the Jurchen Republic's peninsula, the water freezes over very early in the autumn and melts late, meaning the government will need to procure a number of ice breakers to ensure year-round access.

The cost, time and icy conditions mean that Liangang in Yujin will, for a time yet, remain a vital economic link for Karakh industry. Analysts do not predict a drop off in exports to the Yujin mega port for years to come. Thanks to various legal agreements, exports and imports from and to Karakhstan via Liangang avoid hefty customs duties and the Karakh Immigration and Checkpoints Authority maintains a branch office in the port to expedite Karakh customs and trade paperwork.

The Confederacy follows with concern these events of violence and internal unrest taking place within the Republic of Karakhstan, and hopes that the Karakhstani government will exercise due restraint in handling the crisis especially concerning the uncertain nature of the security situation in general in the country's vicinity. LTA Expands Almatii Metro Service North to Irelia

Almatii's metro reduces significant travel time in the Greater Almatii Metro Area

The rapidly expanding metro network of the LTA's (Land Transport Authority) metro system not only serves the bustling and expanding capital city of Almatii but now also the sister twin city just 50 kilometres up the expressway. Irelia, a boomtown within the Greater Almatii Metro Area, is now connected via the LTA Almatii Metro. Two separate cities, joined together within the urban agglomeration of the Capital Territory, are now attached via the metro with just a 45-minute ride, cut down to 32 minutes with express trains. While Almatii's metro continues to expand within the capital city proper, Irelia will not benefit from its own urban metro system for some time. For now once passengers exit the metro in Irelia's centre they may transfer to bus and mini-bus service on to work or home. The LTA intends to expand the metro to Irelia by 2015, thus creating a twin city metro system. Already commuters use contact-free RFID cards to pay for travel. Cards are simply waived near a sensor at turnstiles at a metro station or onboard a bus and again upon exiting whereupon the fare is calculated and deducted based on route, distance and time travelled. Almatii and Irelia's systems are 100 per cent interlinked and transferrable with the new card system.

The rolling stock of trains used by the LTS Almatii Metro are made in Karakhstan with technologies from Oikawa and elsewhere. The government is encouraging travellers to switch to the metro and bus system instead of cars by raising the toll rates and congestion charges in and around the twin cities starting 1 August. Opposition leaders have criticised the toll increase pointing to the still growing metro and bus system. They say that until the current expansions are complete and tested the new commuters will overwhelm the already bursting system. There does not seem to be any agreement on the matter as the expressways and the ring road around Almatii to the border with Yujin are already at capacity for much of the day.

When asked about the new metro service between Almatii and Irelia, one man, who works in the new cement factory that opened in Irelia but lives in the Northpark neighbourhood of Almatii had this to say, 'I still have to take a bus when I alight in Irelia, but the new trains are comfortable when they are not full and I am saving a lot of time and money not sitting in the traffic every day.'

The LTA was also praised by civic action groups for installing Yujiner language signage in stations, trains and buses as part of an effort to accomodate the countless Yujiner working-class immigrants and temporary workers living in the area.

I would like to personally welcome TRIOIL to Karakhstan to begin the process for starting a preliminary evaluation of the northern oil sands region. A business delegation (with legal arm) will be hosted in Almatii to discuss contracts and other important details. The application procedures for the necessary permits, fees and tax forms will also be explained and dealt with in our capital at the headquarters of Minerals and Energy Karakhstan. Our ministry staff will be on hand to assist with the paperwork.

After a few days in the capital your delegation will be transported to Stupetna, the city of the steppe, as a base of operations from which a number of brief expeditions will be made via helicopter and jeep to desired evaluation sites. Minerals and Energy Karakhstan Bureau of Oil Production staff will offer their expert opinions on known oil sands-rich locations. After these expeditions your company will be able to lease the desired tracts of land to begin the preliminary tests. If viewed as satisfactory, expanded tracts of land may be leased and we may discuss the particulars of a larger scale operation as well as royalty fees and other production line necessities.

TRIOIL thanks the Karakhstani government, being tentatively excited over the ability to begin oil sand prospecting in Karakhstani territory. Our Research Department expects a team of surveyors will make landfall in Karakhstan within this month and will recommend to the TRIOC Board of Directors investment in Karakhstan should the surveying be termed as successful.

Government Announces New Foreign Workers Scheme



Citizenship and Immigration Karakhstan has announced the creation of a new scheme to better handle the huge influx of foreign workers in Karakhstan, the vast majority of which are Yujiners. Over the past few years, due largely to the booming minerals and now oil sands industry, foreign workers have been welcomed to the Republic to fill in a variety of jobs, some directly related to said industries, others to provide service jobs such as shopkeepers, maids, hotel personnel etc. But the myriad of different typed of employment asses has made the system confusing, unruly and even costly, sometimes causing delays in hiring foreigners or even encouraging some people to work and reside in Karakhstan illegally, thus avoiding certain taxes.

Today Citizenship and Immigration Karakhstan unveiled the Permanent Residency scheme. This new programme provides a new class of foreign nationals residing and working in the Republic. Any foreigner who has legally worked in the country for at least 12 months with an Employment Pass may apply for a Permanent Residency Card, which will allow them to live and work in Karakhstan indefinitely and even allow them to change jobs. With Permanent residency come a number of other motivational benefits such as access to cost-free healthcare, the opportunity to apply for Housing and Development Board flats and tax-free property ownership. Certain rights are, however, reserved for full citizens such as provincial and national voting rights (although permanent residents may vote in municipal elections) and tax-free income.

Critics of the new scheme, which was passed in the Senate and proposed by the ruling People's Action Party, say that permanent residents will become a secondary class with restricted freedoms, but they will have every incentive to stay and no incentive to leave the country, thus creating a potential jobs issue in the near future. PAP officials countered that this is the only way to effectively manage the flood of migrant workers seeking jobs in the country. It also means that many Yujiners with an Employment Pass Class IIB, which mandates monthly trips home to verify that a residence is being maintained in their native country, will be able to switch over to Permanent Residency, sell their homes in Yujin if desired and move to Karakhstan full time, encouraging investments in housing. Whether or not this could lead to a housing bubble is unclear, but prices for flats in Almatii are already up nearly 30 per cent since January.

Pedestrians will get expanded protection from the law

Ten years ago the streets of Almatii were quiet. The pavement was full of walkers, the streets, many still unpaved, were congested with cyclists on their way to work each day. There were only a handful of street lights and no one knew what a zebra crossing was. Fast forward to 2012 and this city of over 3 million is bustling with cars, buses, taxis and trucks all vying to compete with the pedestrians, bursting from the pavement.

Driving is a relatively new phenomenon in this country and learning to drive is, unfortunately, too easy. A simple test and a fee for a license and you are on the road. Even worse the nearly 1 million Yujiners working in the country (mostly centred around Almatii and Irelia in the Capital Territory) are used to driving on the right instead of on the left. They, too, easily are given the right to drive without so much as a background check to see if they even have a license back home.

The terrible drivers and busy streets mean that pedestrians are often intimidated and honked at even while crossing legally. At Brezhnikoff Junction in the Central Business District, the number of pedestrians has increased ten-fold since the opening of the LTA's new metro station. It has got so bad that an X-zebra crossing was painted last month in addition to the normal 4-way crossings, allowing for pedestrians to bypass having to wait at crossings twice; they can simply cross the junction diagonally.

But drivers don't seem to like waiting for people to walk past and at zebra crossings with no traffic light they simply refuse to stop, resulting in one death last week. So the PAP-lead senate passed (unanimously) a sort of bill of rights for pedestrians country-wide. It is pages long but boils down to one simple sentence:

The moment a pedestrian's foot enters the zebra crossing all operators of motor vehicles are obligated to come to a full stop and wait for the pedestrian to fully exit the zebra crossing.

The penalties are sever with fines upwards of 2000 tenge and a record put onto a license. Police, mostly on foot, will be out in force in Almatii and Irelia to enforce the new law for the next month to show that the government means business and will not tolerate drivers ignoring the law or bullying those of us who choose to travel on foot.

The new law was celebrated in the Central Business District today with a symbolic shut down of Brezhnikoff Junction for 5 minutes as pedestrians had full reign over the crossings.

Bureau of Foreign Affairs Makes Statement on Boliatur

FM Kazkhanov makes a statement while visiting the Eastern States


Minister of Foreign Affairs, Katan Kazkhanov, broke the Bureau of Foreign Affairs' silence on the Boliatur Affair earlier today. Speaking from the Eastern States, where he is currently on a state visit, Kazkhanov stressed Karakhstan's neutrality, yet urged restraint for all sides. With Karakhstan being the country closest to Boliatur, sharing a long border, he also expressed confusion as to why countries from the other side of the globe were 'getting themselves into a fuss'.

'The Republic of Karakhstan will take no sides in this matter, yet we are prepared to defend our territory and sovereignty from any would-be aggressor. Our government remains very concerned with recent reports north of the border and of numerous declarations of war coming in from all over the world. Karakhstan is the only country that borders Boliatur. Quite frankly, I do not see why the monarchies are in such a state. They have every right to be upset and on guard, yet they seem to be taking it further with outright declarations of war and full military mobilisations. It is worrying for regional and indeed global peace.'

He went on to say that Karakhstan will maintain a skeleton staff at the embassy in Boliatur. Almatii will remain 'open' for bilateral or multilateral discussions of any sort to avoid conflict. The city may very well remain one of the only places in the world in which diplomats from Boliatur and elsewhere, on or off the record, can feasibly conduct meetings or at least exchange communiqués.

'Come to Almatii and we will do everything we can to ensure that your concerns are heard and delivered with the utmost confidence to whoever needs to hear them. Our capital is a bridge between different ideas and worlds and it levies no tolls, ideological or otherwise.'


LTA Presents Safety Features of Almatii Metro

Safety doors will prevent accidents and suicides at metro stations

The Land Transport Authority (LTA) presented new safety features of the Almatii Metro. Safety doors close off the station platform from the tracks thus preventing a person from falling or jumping into the path of an incoming train. The glass doors open simultaneously with those of the train. Arrows on the platform floor and on the glass doors inform metro riders where to stand. The rules are strictly enforced by station attendants, who will warn riders that it is imperative they stand aside to allow those in the train to alight first before anyone tries to board. Pre-recorded voice-overs in Karakh, Chinese and English also give reminders of these and other rules when trains arrive in station.

The safety feature brings comfort and efficiency benefits as well. Because the glass walls and doors close the station off from the tunnels, air conditioning of the stations is more effective and less costly for the LTA. The designers were also careful to appease advertising companies. The glass walls and doors still allow for backlit posters displaying adverts to be displayed on the tunnel walls when trains are not at the station, ensuring commuters with nothing better to do than read adverts can indulge in doing so.

Random riders were asked by Karakhstan Gazeta what they thought of the new features.


One woman said: 'I love the look and I feel much safer now. But that man's voice is always telling us what we can and cannot do. It is very annoying! I prefer the woman voice. She is the one who tells us which station we are arriving at, where we can transfer or what train is coming. The man is too bossy!'​


'All of these improvements are first and foremost for the safety of metro riders, but the added cost benefits are also taken into account and enjoyed. This is all part of our vision to make the Almatii Metro system the best and most efficient in the world.' said the spokesman for the LTA at the press release in Central Station.

The LTA has been investing billions of tenge into the construction and expansion of metro lines, new buses and bus lanes, a new RFID contact-free fare card system and more.

The Ignored Necessity in the Boliatur Affair
Why is the West forgetting about Karakhstan and its centrality in the conflict?

Boliatur has been taken over by a radical and insane group of maniacs. There should be no doubt. It stared the world directly in the eyes and told them, without much finesse or sophistication, that it was aligning itself with terrorist groups and declaring a revolutionary-like war against monarchies and any other such government form different from what it saw as valid. Expectedly the international community, led by Great Engellex and Danmark, has reacted strongly, perhaps even too much. What can a country like Boliatur accomplish militarily? The short and easy answer is not a whole lot. But there is merit in the argument that its connected network of radicals could incite or export terrorist acts across the globe. So the West prepares for all out war beginning with a blockade. They meet to discuss their next steps, readying their boots for blood. They have just seemed to forget one thing. Boliatur's ugly location.

Karakhstan is the only country in the world to border Boliatur. The two countries share a vast border of steppe and desert. There are only two border crossings, both no more than sandy pistes and dirt road. Small villages on either side act as trading posts and oases for those who are unfortunate enough to be tasked with transporting goods between population centres in both countries. Even with the Friendship Expressway intending to link Mrysini and Almatii, work is not finished and may have well stopped in Boliatur. But Karakhstan still remains the only link to the outside world, at least for one half of every year.

The ruthless Snieg Ocean extends its frigid grip well into Boliatur and Karakhstan every winter, cutting both countries off from navigable waterways without the assistance of large and expensive icebreakers. Karakhstan itself is nearly 100 per cent dependent on the Yujin port of Lianggang for the export and import of products. Aralsk, while receiving government attention and funding, is still far off from becoming a threat to the Yujiner port. These conditions, prevalent even during summer when receded ice breaks down into lethal icebergs, will make any military operations against Boliatur incredibly difficult, requiring planning and special equipment and training.

Even if Great Engellex, Danmark and other countries involved in such operations had a handful of reliable and suitable icebreakers to ensure a continuous presence of their aircraft carrier taskforces in the Snieg, they have little experience operating at wartime alert in such conditions. The planes and decks will need to be de-iced constantly, the pilots and deck crews will need to adapt to slippery and potentially lethal landings. The fierce crosswinds from the North will make even the most experienced pilot quiver in trepidation. The support ships will need to be refuelled, but the Snieg of Toyou has hardly any infrastructure. There are no ports with stockpiles of marine diesel or food and water supplies for the sailors. There are not even suitable areas or nearby air bases for air lifts via transport planes and helicopters to the fleets.

These very real and very foreign aspects of warfare in the Snieg will alarm and hinder Western attempts to remove the Boliatur threat. That is not to say they cannot be overcome.

Karakhstan has excellent rail and road links to Yujin, a country extremely well-connected to the rest of the world. The Republic of Karakhstan Sky Force receives the most funding of the three branches of the Defence Force and maintains bases across the country, even on the steppe and in the mountains. Whether the West wants to conduct drone or air strikes, send in commandos or engage in a full out land invasion, it will be nearly impossible to do so without the assistance and cooperation of Karakhstan. But given our Republic's official policy of political neutrality, it will take something special and perhaps even unorthodox to convince Senior Minister Miirko Natanbayev to change the People's Action Party's decades-old standby.

Will blank cheques be enough? What about military and technology aid? Or will the West have to be even more clever and clandestine in their dealings with Almatii? I place too little faith in our leadership. Can they be so easily bought? Karakhstan sits atop a trove of mineral resources with oil sands being just the latest discovery to be exploited and sold to the fat and waddling blobs of the Occidental regions. The Bureau of Foreign Affairs today published the Orgburo's official response to the internationally-backed call for sanctions. It remained timid and suspect and chose a path of .

I cannot predict the future, but I can safely put aside a pot of tenge that the Boliatur Affair will not go in the direction the West wants it to without some sort of cooperation from Karakhstan. What that entails could take on a variety of forms and costumes, but it will certainly be interesting to watch it pan out. One thing is for certain: the key to controlling Boliatur lies to the south in the land of the horse and nomad.

Government Mulls Over PossibleHumanitarian Mission in Boliatur

The government is considering launching a large scale humanitarian campaign in neighbouring Boliatur to help the suffering masses affected by said country's turmoil. Severe famine and mismanagement of basic goods has led to reports of thousands dead and more dying daily. Junior Minister Leo T. Lavinovitch first broached the idea at the conference on the Boliatur Affair in Vesper, Cantignia. Karakhstan is the only country that borders troubled Boliatur and is the most efficient base of operations for any humanitarian efforts.

One official close to the Orgburo's discussions on the matter spoke on the condition of anonymity due to the sensitivity of the discussions, said: 'While most European powers are debating how best to invade Boliatur and depose its government, officials in Almatii are focusing on the immediate and very real needs of the common people, who are perishing while fat diplomats smoke cigars and drink scotch in Vesper.'

Although the Karakh ambassador in Mrysini has not yet brought the details of any humanitarian mission to the government in Boliatur, he is expected to do so shortly. Meanwhile, in preparation for the green light, the Republic of Karakhstan Sky Force has relocated two of its three high-capacity skylift transport planes to Stupetna Sky Force Base outside of Karakhstan's second city of Stupetna in the north-central steppe. These craft would be used for any humanitarian mission to airlift needed supplies, such as food and medicine, to Boliatur quickly as land connections remain poor. ROK Ground Forces would enter at a land crossing with a caravan of trucks and jeeps carrying troops and medical staff to assist with distributions as well as haul more materials to those in need.

Unconfirmed reports also claim that fences and tents have been set up outside of the Karakh border village of Zaysan. Some say that this is confirmation that the government is preparing to set up refugee camps if and when refugees come streaming to the border from Boliatur. For now this remains speculative.

The Bureau of Foreign Affairs did remark earlier today that if any foreign government or agencies had a desire to contribute emergency food, shelter and medical supplies for distribution in Boliatur, they would be most welcome and accepted at Stupetna Sky Force Base in cooperation with the ROK Defence Force.


Senate Passes Act to Introduce English, Chinese

The Senate passed the Supplementary Administrative Languages Act 2012, with only four dissenting votes from the main opposition party, For a Just Karakhstan. The act makes English and Mandarin Chinese, with simplified characters, official administrative languages of the Republic. This means that official signs and postings in pubic must be made in Karakh, Chinese and English. Official government services must also be offered in all three languages without discrimination. The addition to Chinese has long been expected. Land Transport Authority metro stations already have Chinese and English on their signs. The large and ever-growing Yujin population to help fill a labour gap has resulted in a language barrier in some parts of Almatii. The use of simplified characters, instead of the traditional characters used in Yujin, is puzzling to many, but the government says that this will make learning Chinese for Karakh-speaking people slightly easier. It also clearly distinguishes between Karakh and Yujiner Chinese in written form.

The addition of English came as more of a surprise, but analysts suspect that it will encourage foreign businesses to open offices and bring staff to Karakhstan as part of the foreign direct investment initiatives. Some in the inner circle of Almatii would have preferred German as most upper-class and politically well connected Karakhstanis have historically studied in Wiese for their tertiary education, including most Orgburo members and other ministers.

School children will learn Chinese and English as part of their core curriculum beginning immediately.

With the permission of our Karakhstani friends the Confederate government would be interested in engaging in support of German language education in Karakhstan, primarily under the auspecies of the cultural attaché of our embassy in Almati. The Foreign Ministry is currently evaluating the possibility of opening what is tentatively termed an Implarian Cultural Center in Almati on behalf of our embassy. In addition, such support could include the provision of donated schoolbooks and educational materials as well as scholarships and exchange opportunities for promising Karakhstani students interested in Germanian and Implarian Germanic culture - in part under the auspecies agreed upon during the Hauer-Kazkhanov meeting in Freistadt - to further the ties and peaceful cooperation between our nations.
