The (TFCCD); is one of the premier democratic alliances in Europe. Today the alliance is referred to as the Karlskrona Accord, the location where the last signatures were written by the Republic of Frescania, Kingdom of Suionia and the Dominion of Dagomba. The Treaty only formalized what had already been a long working partnership of democracies which had elected to work separately from the Pasila Accord.

Beginning as a three nation Treaty, between the Republic of Frescania, the Kingdom of Suionia and the Dominion of Dagomba, the Treaty may be expanded to our democratic nations via invitation and/or application. The application process possesses a unique 24 Chapter admission system that determines if said candidate is approved by the membership of the TFCCD.

When applying you will need to create 24 Chapters that define the status of your nation in the specific subject. Chapters can be made via this thread or your National News reports, and should contain at least a paragraph about the status of the Chapter in your nation. Then a Chapter has been "created." We'll be keeping tabs on our applicants and their news stories and update your admissions status as this occurs. Therefore the Admissions process can take anywhere from one week to several months depending on how quickly you role-play the creation of all your chapters. A list of the required chapters can be found in the Charter Document.

Keep in mind, that if a chapter is deemed "un-satisfactory" you'll be expected to RP improvements, and as we all know countries do not change their societies and economies in a matter of days. Good luck! The obvious goal in this process is to make sure your nation matches up with the expectations of the alliance, while at the same time making sure that you, the player, have developed a solid national idea and are also sufficiently active enough for us to want you to join our alliance. Charter Document
The Governments of the Republic of Frescania, the Kingdom of Suionia and the Dominion of Dagomba, affirm this Treaty of Friendship, Collaboration, and Common Defense (TFCCD) to define the relations between not only the collective democracies in the world, but also the democratic leaders of Europe,

First, that the Republic of Frescania, the Kingdom of Suionia and the Dominion of Dagomba, seek no aggrandizement, territorial or other upon the wishes and well-being of their nations or the democratic world;

Second, they respect the right of all peoples to choose the form of government under which they will live; and they wish to see sovereign states and self-government restored or instated to those who have been forcibly deprived of or refused access to them;

Third, they will endeavor, with due respect to any existing obligations, to further the enjoyment by all States, great or small, victor or vanquished, of access, on equal terms, to the trade and to the raw materials of the world in which are needed and desired for their own economic prosperity;

Fourth, they desire to bring about the fullest collaboration between all nations in the economic and diplomatic fields with the object of securing, for all, improved labor standards, economic advancement and social and militaristic security;

Fifth, peace should enable all men to traverse the high seas and oceans without hindrance;

Sixth, they believe that all of the nations of the world, for realistic as well as spiritual reasons must come to the abandonment of the use of force. Since no future peace can be maintained if land, sea, or air armaments continue to be employed by nations which threaten, or may threaten, aggression outside of their frontiers, they believe, pending the establishment of a wider and permanent system of general security, that the disarmament of such aggressive nations is essential. They will likewise aid and encourage all other practicable measure with will lighten for peace-loving peoples the crushing burden of armaments and the aggressors which use them;

Seventh, they are determined to safeguard the freedom, common heritage and civilization of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They are resolved to unite their efforts for collective defense and for the preservation of peace and security;

Eighth, they will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bring about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-bring. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between themselves;

Ninth, they may, by unanimous agreement, invite any other European State in a position to further the principles of this Treaty and to contribute to the security of Europe to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Governments of the Republic of Frescania, the Kingdom of Suionia and the Dominion of Dagomba;

Tenth, for the purpose of the Seventh Point, an armed attack on one signatory of the Treaty is deemed an attack upon any or all signatories of the Treaty. An armed attack is deemed to include:
- on the territory of any of the Parties of Germania, Scandinavia, or Himyar, on the Foreign Lands of Suionia;
- on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in Europe in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force;

Eleventh, they declare that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty;

Twelfth, they decide that nations may petition for accession to this treaty so long as they fulfill the requirements of accession to this treaty as given by the Republic of Frescania and the Kingdom of Suionia:

Thirteenth, the conditions of the TFCC take priority over all other existing or pre-existing agreements. Failure to observe this standard can result in the ejection from this Treaty.

Fourteenth, this Treaty of which the Suionian International English, French, Spanish and Swedish texts are equally authentic, shall be evenly deposited in the archives of the Governments of Frescania and Suionia, Duly certified copies will be transmitted by the holder of the specific language document by request to the Governments of any new or current signatories;

The TFCCD was drafted in the town of Ask och Embla, Suionia and formally signed in the Karlskrona Stadshus, Karlskrona, Suionia on June 25th, 2010.

CONFIDENTIAL

Given the inclusive and gender-discriminative character of the Serennierese political system, it should be obvious that the said country does not constitute a member of the democratic ranks of Europe irrespective of alliances. Accordingly, the Union advises for the rejection of the petition of membership of the Serennierrese government until such time that significant administrative reform is seen in the country.

While apologizing for this intrusion into the Karlskrona Accord's internal affairs, we feel that the matter is relevant to our interests ahead of the forthcoming Frescanian-Serbovian state visit and the discussion regarding closer cooperation between European democracies.

The Kingdom of Suionia is not entirely sure of your honorable nation's assessment, but can assure the United States of Greater Serbovia that the utmost caution is taken during admission procedures. The twenty-four chapter system employed by the Karlskrona Accord is the most transparent and difficult admission processes in Europe. We fully believe that the Republic of Sereniérre will be well examined by this process as their successes as well as their failures as a state will be made obvious to both our alliance and the world as their admissions process proceeds.

Suionia thanks the United States of Greater Serbovia for their concern, and believes our relations will only continue to strengthen as time progresses. We hope that the forthcoming Frescanian-Serbovian state visit achieves the goals of all nations with an interest in our closer cooperation.

THE COVENANT has, after careful and time-consuming considering, elected to begin pursuing membership within the Karlskrona Accord in the outstanding interest of Friendship, Collaboration, and Common Defence with the Democratic World. We are thus inclined to present the following twenty-four point assessment of the Covenant as it exists today:

1. Free Movement of Goods

The Covenant of Cantignia is a signing party of the Eastern Ocean (Implarian) Convention, which expressedly commits Covenant Naval & Aerial Forces to the protection of free trade and free travel in Oceania, and the outlying Eastern Ocean. This same policy is applied generally to the European World as a whole.

2. Right of Establishment For Companies and Freedom to Provide Services

The Covenant of Cantignia currently permits the right of establishment for companies and individuals from the traditional Engellexic Establishment, and offers few restrictions to other-than-Engellexic institutions and individuals seeking economic venture within the friendly confines.

3. Free Movement of Capital

The Covenant of Cantignia maintains a historical financial relationship with the Engellexic Establishment, which prioritizes the free movement of capital in and out of associated realms. Exceptions include: criminal transactions and transactions related to violent organizations.

4. Intellectual Property Law

The Covenant Patent Office for Cantignia protects the rights of individuals and consortiums in their safe invention or procurement of intellectual properties such as copy right and patent registries.

5. Information Society and Media

The Covenant Office for The Press manages the "The Press" and the "Great Oceanic Telegraph", Cantignia and Oceania's most widely circulated media resources. Cantigny also permits and encourages the independent and private media, and maintains few content limits.

6. Agriculture and Rural Development

The Covenant Office for Agriculture has worked in close association with the Greater Sarmatian Department of Agriculture in pursuit of modern agricultural development. Cantigny is the largest exporter of agricultural goods in Oceania.

7. Food Safety, Veterinary and Phytosanitary Policy

The Covenant Office for Public Safety consults and applies safety policies from research and partnership with western continental nations.

8. Fisheries (if applicable)

The Covenant Office for Maritime Commerce is highly influenced by the Suionian model of food safety and merchant protection.

9. Transport Policy

The Covenant Office for Transportation protects freedoms of travel and the safety of travelling parties. Safety regulations respect the dignity of women, and religious practices with careful consideration of cultural practices.

10. Energy Policy

The Covenant Office for Oceanic Energy works off of a coal and nuclear based infrastructure. Energy is by and large managed by the State, with significant limitations for private and foreign entities.

11. Economic and Monetary Policy

Historically Cantignia maintained a free market economy as a strict doctrine, however the current administration has emphasized populist and interventionist policies as apart of the "War on Poverty". Economic and monetary policies remain primarily free.

12. Trans-European Networks

The Covenant Office for Transportation have considered construction a chunnel between Hjalmer (Cantigny), and Nya Vastergotland (Suionia). Given the oceanic isolation of the Continental Island of Cantigny, few networks connect the Covenant directly with other nations.

13. Regional Policy and Coordination of Structural Instruments

The Covenant Office for Foreign Affairs persistently advocates unity between Oceanic Nationstates and Individuals. No structural instruments exist in Oceania, due to historical and contemporary issues in communication and coordination between The Empire of Anglyn, the Empire of Engellex, and the Covenant of Cantignia.

14. Judiciary and Fundamental Rights

Cantigny's fundamental rights include: freedom of assembly, freedom of association, freedom of abode, and freedom to work, as well as the right to vote and stand for public office.

15. Justice, Freedom and Security

Cantignia is the only independent nation in Oceania that does not share power with its military. Covenant Forces respond to the order of democratically elected officials and the Queen of Cantignia, Alice I.

16. Science and Research

Cantignia is a nuclear power that cooperates with all peaceful institutions interested in advancing science and the human condition.

17. Education and Culture

The Covenant Office for Education is a state run department that is based off of Engellexic and Norsk models.

The Culture of Cantignia, or the friendly confines, is influenced by its colonial heritage from Engellex and Suionia. The majority of Cantigians are White and Mormon.

18. Environment

The Covenant Office for the Environment balances business rights and the quality of the environment through democratic and research based means.

19. Consumer and Health Protection

The Covenant Office for Public Safety consults and applies safety policies from research and partnership with western continental nations.

20. Foreign, Security and Defense Policy

Foreign Defence policies are approached with an emphasis on communication and cooperation with Covenant allies, and the careful consideration of peaceful avenues in interaction with its adversaries.

21. External Relations

The Covenant Office for Foreign Affairs maintains brick-and-mortar embassies in all civilized nationstates, with exception of several Communist nations which have been provided with E-Embassies to substitute a physical presence.

22. Financial Control

The "War on Poverty" gives the Economics Office the ability to manage finances for drug-related criminals and poverty stricken volunteers. The Covenant Office for Economics does not otherwise seek to the control the financial activities of Covenant citizens.

23. Financial and Budgetary Provisions

Provisions and budgetary considerations are made with education and coordination with Great Engellex, and research of Suionan and models of budgetary planning.

24. Other issues;

Vesper, the Covenant Capital, has applied to host the 2012 Summer Olympics, and is host to Europe's largest International Film Festival.


Our most immediate ambition is to at least lay the ground for a lasting infrastructure of peace with Frescania, Suionia, Dagomba, and other associated entities of the Accord. We leave ourselves open to a unique communication with Karlskrona, should they seek any more information from us or the Offices of the Covenant.

After deliberate discussion within the Accord, it has come to our attention that a possible membership offer will have to be disclosed to the Suionian and Frescanian public. This would mean that the Covenant's application will be known throughout the world.
