High Council passes reformed visitor regulations

Lavant – In its first conference this term, the High Council of the Doktrin decided today to ease the restriction for foreign visitors, who wish to stay in the transfer zones around Ekaternia and Lavant for more than 12 hours.
At the moment foreign citizens are only allowed to stay a maximum of 48 hours within the designated transfer zones, if they can state justified reasons like Business deals or conferences and request authorization at least 3 weeks in advance. With the new regulation every foreign citizen can stay within Kranjskan transfer zones for up to 72 hours without any prior notice and up to 2 months with special permission by the local Border Patrol office, the numbers of foreign citizens temporarily in the country are expected to rise dramatically with the commencement of this law next week.
A speaker of the High Council commented the reform as follows: “This new regulations will further strengthen the academic and commercial exchange between our beloved nation and the outside world and therefore gives us the much-needed resources to meet the challenges of the future and guarantee the independence of our nation. However we want to emphasise that the concept of the isolated transfer zones will remain unchanged and therefore there will arise no imminent danger to the average Kranjskan worker and his family, as the protecting hand of the High Council with its adamant sword the Kranjskan Border Patrol will preserve the inner peace and prosperity of our nation as it always has and ever will.”
While all of this is very well taken by the chamber of commerce, which calls it a tremendous facilitation to fuel the booming economy, the Command of the Border Patrol reacted cautious:
“With this new regulation it is virtually impossible for us to predict the number of foreigners, who needs to be monitored and since this change comes very sudden together with other projects, we might be forced to draft reservist to guarantee the integrity of the transfer zones.”, says Vitomir Klostermann, High Commander of the Border Patrol, “This is however”, he adds confidently, “only a temporary inconvenience, that will be taken care of within a few weeks. The Kranjskan Border Patrol guided by the High Council will preserve the inner peace and prosperity as it always has and ever will.”
The new foreign visitor regulation will start its probation period next week, the final decision is due in March 2011. - mk


Military Budget decided – Border Patrol reform under way


Lavant – The second highlight of todays conference of the High Council was the decision regarding this years military budget. The Chairman of the High Council announced that 3,0% of the nations GDP will go into military spending, resulting in a budget of $2.160.000.000. Although this budget is significantly higher than the budget of the last five years, it is also considerably less than the $3.600.000.000 requested by High Commander Klostermann, however together with his decision the Chairman also made clear that he expects every single Directorate to support the Border Patrol with the upcoming reform and if necessary transfer funds from their own budget.
High Commander Klostermann showed himself content with this decision and underlined his confidence in the success of the reform of the Border Patrol, which is planned to start this year. He also used the opportunity to disclaim rumours of a planned split between the internal and external branches of the border patrol. “The Border Patrol will remain Kranjskas only military institution and will, together with the security forces of the Merchant Navy, preserve the internal peace and prosperity of our nation.”, he made clear.

The “Border Patrol 2011” project among others includes the modernisation of the riot control and surveillance forces of the internal branch as well as the introduction of a long range air interception capability and the upgrade or replacement of both Heroj class submarines currently in service with the external branch of the Kranjska Border Patrol.
First acquisitions and evaluations of domestic and foreign equipment are expected to start next month, in cooperation with Directorate III: External Relations – Subdirectorate 2 Foreign Commerce. - fs

Power of the Shore – Directorate of Internal Affairs starts regenerative Energy project


Ekaterina - During his speech at todays anniversary celebration of the Milan Vidmar Institute of Applied Science Subdirector Klaus Berger announced that his Directorate was assigned by the High Council to evaluate ways to secure the independence of the Kranjskan energy supply and as a result presented the project “Kraftwerk 20”.
In 1982 the Podrecca Dam, despite extensive enhancements couldn't keep up with the growing energy consumption in Kranjska, and as result it became necessary to build two small coal power stations outside Ekaterina and Lavant. Latest estimates by the Directorate showed that at the current rate, the domestic coal deposit of our nation will only last for another 30 years, after that the import of coal would be the only way to operate this two coal power stations.
“We must not allow that the lifeline of our country gets dependent on foreign resources, the High Council therefore decided to switch from coal power to a sustainable way of electricity generation by 2020 at the latest. We have the highest confidence in the scientist and engineers of the Milan Vidmar Instiute to accomplish this ambitious aim and once more justify the trust the High Council and our whole people puts in them.”, Berger says in his speech.
The ambitious project will receive a still undefined budget by the Subdirectorate of Energy and Infrastructure and has its first milestone due by Mid 2011 with a last increase in the efficiency of the Podrecca Dam by another 5%. However the major part of the project is a planned tidal power plant north of Lavant, which should be completed by 2020 and fully replace the existing coal power stations. The construction of a first testing side, which will likely also incorporate foreign technology is planned to start by the end of November. - mk

"Frontier Interception Aircraft" project causes turmoil during staff meeting

Ekaterina - After yesterdays announcement of the detailed specifications for the new "Frontier Interception Aircraft" , that will be introduced within the context of the "Border Patrol 2011" reform, and the statement by Directorate III – External relations that it will also consider foreign aircraft designs as possible candidates, the economic decision making meeting between the Workers Council and the Management of Lipica Heavy Industries lead to a tense stalemate, which for the first time in the last five years may requires the 2% decisive voting right held by the High Council.
The dispute started when the workers council proposed to allocate all available funds, including this years net profit to design the indigenous "Frontier Interception Aircraft" candidate, the executive management, which already passed a part of last years surplus in favour of a workers welfare project, however refused to pay out anything less to the shareholders than the complete annual profit this year.

Both parties have very different views regarding the foreign competition, while the workers council is highly concerned about the future workload of the plant in Ekaterina if the new aircraft won't be produced in Kranjska, the plant management so far showed a very relaxed attitude towards this matter, and says that there are plenty of other projects ahead that will guarantee future profits.
It is expected that the High Council will use its 2% voting right in favour of the management, though a speaker of Directorate III was quoted today: "At the moment there is no final decision. However even if we reject the funding proposal, this doesn't mean a indigenous fighter design is off the table, there are plenty of options that needs to be considered from licensed production to maintenance contracts or even international cooperation with a new design. It is too early to predict the outcome of the competition but one thing can already been taken for granted, the Lipica plant in Ekaterina has a golden future." To underline his words, the speaker also announced that Subdirectorate 2 Foreign Commerce will place an order for 3,000 VS-150M light trucks, that will keep the plant at maximum workload for the next 3 months.

This probably won't be the last time, the Interception Fighter project will cause trouble to the High Council as already certain groups within the Border Patrol stated their confusion regarding some details in the specification.. Oberst Rajko Bozic, commander of the Lavant transfer zone, expressed his concerns: "It is rather inexplicable to me that the High Council requires the new aircraft to have air refuelling capabilities, while the Border Patrol neither has aircrafts to serve as tankers nor intend to introduce such planes in a foreseeable future. This somehow implies", he continued,"that the government plans to cooperate with foreign nations in a military way, which possess such capabilities. Given our history such implications are highly alarming to me and other officers."
The speaker of Directorate III refused to comment on Oberst Bozics concerns, but pointed out, that important armament decisions are neither used to be a part of a transfer zone commanders responsibilities nor is usually discussed with the lower echelons of the Border Patrol.


Independent design bureau criticises “Kraftwerk 20” plans

Lavant – Dr. Hugo Jochem of the Jochem Design and Research Bureau publicly criticised in an open letter the plans for the tidal power plant, which is planned to be built north of Lavant as major part of the Kraftwerk 20 energy independence project. “I highly doubt that the concept of a tidal power plant can create enough energy to keep up with the steadily growing demand, as a single turbine doesn't create a lot of energy and the constantly needed acquisition and installation of new turbines is far away from being efficient.”, he says in today's Kranjska Scientific Gazette.
“It is in my academic opinion the best option to further fund the expeditions of my Research Bureau to trace the uranium deposits, which are believed to be in the western mountain area. At the same time the construction of a nuclear power plant, if necessary with foreign help, should be started, so that there is no unused time and the reactor can go online by 2015 at the latest.”
The open letter was not received very enthusiastically by the academic world, a mildly amused Prof. Dr. Wernher Schneider, head of the Milan Vidmar Institute of Applied Science, commented:
“Herr Jochem fails to trace his mystic uranium deposits for more than 20 years now, and the leading geologists agree that he will continue to do so for the next 20 years. Overall his endeavour is rather considered to be a running gag than a research project. But even if he would be able to trace the uranium and manage to built a working reactor, Herr Bachem has so far presented no estimates on how long this deposits will last or what he intends to do with the tons of nuclear waste the power station would produce. It is the consent within the reputed academic society that a tidal power plant is the most efficient way to meet the requirements of “Kraftwerk 20” and secure our energy supply for at least 70 years.”
The responsible Subdirectorate within the government informed us, that it never has been the practice of the High Council to interfere with scientific debates, however it was made clear that neither the details of running a nuclear power plant nor the waste manage is handled anywhere in the world with satisfying results and therefore a nuclear power plant would never tolerated on Kranjskan soil.

Second High Council Conference – Changing of the Guards in Lavant

Lavant – After an unusually formal opening ceremony, the High Council announced its first decision of the day, which not only startled most of the present but also led to a citywide stand still in Lavant.
Everything started with the Chairman's announcement to relief the Border Patrol of its duties within the administration district and transfer the task to the Security Forces of the Merchant Navy (SDHM). As surprising as this sudden announcement was far more surprising was its rapid execution, only 15 minutes after the Chairman had finished his statement, the Lavantian SDHM detachment closed all major roads in the city to grant the already mobilised convoy straight passage to the administration district. Another 45 minutes later the division of 500 SDHM guard soldiers had built a close defence perimeter around the High Council Building and reported in for duty. Meanwhile the Chairman personally ordered the 200 Border Patrol soldiers, formerly responsible for security in the administration district, to mobilise and report for duty at a barrack outside Lavant within the next 48 hours.

From the sidelines the retreat of the Border Patrol troops seemed to be far less well organised than the deployment of the SBHM; while High Commander Klostermann wasn't available to comment on this, a noticeably tense Oberst Bozic, commander of the transfer zone, explained:”It indeed appears that there has been certain shortcomings in communication between the Border Patrol and the High Council, we'll examine if the source of this problem lies within our organisation or the High Council and take measurements to avoid such incidents in the future, however we will now adopt to these new circumstances and resolve the situation within the given 48 hours.”; asked for his opinion about the decision, Bozic further comments: “I am convinced that the Border Patrol Detachment in Lavant was fully capable to guarantee the security of the High Council and thus consider this decision a bit overcautious, but I think I can speak for all my men if I say that we really appreciate the intention of this gesture by the chairman.”
The Chairman earlier explained its decision with the recently expressed concerns regarding the heavy workload caused by the latest resolutions of the High Council. “We are dedicated to ease the pressure that rests on our armed forces as good as we can. Transferring the very demanding task of protecting Kranjskas government officials, should free a lot of resources which can be used to meet the upcoming challenges and will also benefit the military budget as the SBHM is running on Directorate Is budget.”, comments Gerhard Kocuvan, assistant to the Chairman of the High Council.
The SBHM Guard Battalion gets the third official domestic branch of the SBHM beside the military police and the firing squad, it is planned to stay at the current number of 500 soldiers, but will get equipped with 'more adequate' equipment within the next weeks. -kl



End of the Western Death Zone?

Lavant – After the shift of responsibilities regarding the duties within the administration district, the High Council continued to focus on military matters. The topic of the second decision was the Western mine field which was laid in the early 1960s to force potential invaders or illegal immigrants coming from the uninhabited west to use the heavily fortified mountain passes to reach the cities of Lavant and Ekaterina.
The Council announced that the Border Patrol will start clearing the 80'000 mines, which are now more than 45 years old, and is expecting to finish the task by mid January 2011, until then the Council plans to decide if there will be a replacement.
In the reasoning it was emphasised that this project will in no way compromise the security of our borders, Bruno Schuster of Directorate II – Internal Affairs explained: “These mines are well beyond the age where we can assume that they still function as intended, this way they create an illusion of security, which rather endangers our security than guarantees it. So as you can see this decision was driven by efficiency concerns and not influenced by morale or legal motives, which are completely irrelevant to our safety. The Council wants to make it perfectly clear that we will continue to deem every kind of defensive warfare acceptable to preserve the peace of our nation. We will never relent in defending Kranjska whatever it takes.”
Schuster's notion was strongly supported by High Commander Klostermann, who also assured the population that the current technical abilities of the Border Patrol can easily close the resulting gap. He further stated that after an preliminary air bombardment the mine clearing will be conducted by specially trained regulars and no reservists will be deployed with the mine clearing units. -mk

Hi Kids it's me your old friend Ferdinand!

Today I want to talk about some very very important people you may already heard of, my good friends of the Sicherheitsdienst der Handelsmarine or short SDHM.

The SDHM is one of the oldest organisations in our country, they started to operate more than 300 years ago, back when we still had noble families that kept all the wealth to themselves. The Merchant Navy did what they still do today, they sailed to foreign countries and traded our fine goods for other things, but because many foreigners are very wicked people they often tried to trick or harm kind-hearted people like our sailors. That's why the noble families placed special soldiers on board of the ships.
These special soldiers not only protected our sailors, but also acquired new technologies, our scientist had no time to invent by themselves and if a sailor was sad and run away from the ship, they went looking for him and brought him home to talk about why he is unhappy. Those soldiers called themselves “Swallows” because they went all across the ocean but always returned to home to their nest.
One of the most important people in our history was a one of them too – Friedrich Bretschneider, the man who wrote the “Doktrin” and led the revolution that freed us from the aristocratic warmongering, but I will tell you about that another time.

However today the SDHM is even more important than in the past, not only do they bring information and technology to our nation and take care for our sailors, they also do a lot of things IN our country like listening what bad criminals talk on the phone or looking in their houses for hidden weapons and if they catch a very bad criminal like a murder or a foreign spy they punish him by shooting him in the belly.

The High Council likes the SDHM so much that they get their orders and money directly from the Chairman and at meetings in the High Council Building the Chief of the SDHM sits right beside the Chairman.

So that's all for the today, I am sure many of you now want to join the SDHM when they grown up but until then if you see a man with a golden swallow on its uniform, salute him! - because he sails out there to preserve your freedom as he always has and ever will.
