United Confederacy Emerges From Isolation

After years of isolation with only Barbossan smugglers actually having any regular contact, the United Confederacy of the Seven Republics has unsealed it borders and has once again become part of the international community. Upon hearing the news, Generalísimo Alejandro Fulgencio Goya, the supreme leader of the Republic of Barbossa, has announced that he has authorized Minister of External Affairs, Sr. Rodrigo Díaz, to contact the United Confederacy in an effort to open a dialogue and establish normal diplomatic relations.

Though it is expected that there will be an economic benefit in long term, the reopening of the United Confederacy will have a impact on the less than legal trade that had sprung up between Barbossa and the Seven Republics. With the open borders, it is expected that the Barbossan smugglers will not find much profit on the Confederacy black market.

Generalísimo Orders Expansion Of Armed Forces


Citing the example of the Belmontian attack on Coronado of how more volitile the world has become, Generalísimo Alejandro Fulgencio Goya has called for a substantial increase in the defence budget with a corresponding expansion of Barbossa's military. Though the Generalísimo say how much the budget will be raised nor did he cite specific examples of what will added, there will likely be a competition amonst the three branches on which will get the lion's share of the budget increase.

Brawl At Tropicana Puts Eight In Hospital; Twelve In Jail


Monterrey - Last night at the Tropicana Club, a fight broke out between six members of the FC Monterrey football team and a group unruly patrons. Jaime Colomé and brother Miguel Colomé, Enrique Cordovés, Jorge Hernández, all there with their wives, were celebrating the wedding anniversary of their coach, Luis Rodríguez and his wife Eva, when a group of eight inebriated fans of the rival team FC Villa Clara, who were there celebrating their team's victory over FC Las Tunas, began hassling the players which eventually turned into a brawl that saw not only the players and the other group fighting, but also other patrons who joined in on one side or the other.

Though club security attempted to break-up the fight, the brawl quickly got out of hand and control wasn't reestablished until a dozen officers of the capital police arrived, who, using nightsticks brought the fight to an end. After interviewing customers and club staff, the police allowed the FC Monterry party to go free but arrested twelve patrons including the eight Villa Clara fans. Six customers and two security guards were transported to the hospital with injuries, none serious. The damage to the nightclub has been estimated to be in excess of β20,000 (€4,000).

Mysterious Explosion Sinks Fishing Trawler, All Hands Lost


Monterrey - This morning passengers abourd the yacht Diana, radioed search and rescue that a large boat had exploded 40 mikes NNE of Santa Cruz Island. Upon arrival, the Barbossan navy patrol boat discovered the wreckage of the fishing trawler Azul Profundo, and after extensive seach, found only the bodies of six of the twelve crew members reported to be aboard. A navy salvage ship has been dispatched to the area in hopes that divers can discover the cause of the explosion and recover the bodies of the rest of the crew. The sea bottom where the Azul Profundo sank is approximately about two hundred feet of water.

Protestors Converge On Batavian Consulate


Monterrey - The words spoken by Batavia's Prime Minister, Alfons Diepenbrock, attacking Christains and their beliefs has Barbossans outraged, so much so that hundreds of protestors descended on the Batavian consulate where they began throwing rotten eggs and tomatoes at the building and displaying signs with pictures of Diepenbrock with horns and forked-tail and all the while chanting "Al infierno con Diablo-brock" [To hell with Devil-brock]. Police were dispatched to control the situation, and though a few of the Batavian consulate staff were hit by eggs and tomatoes, no injuries or seroius damage were reported.

Ilchester Offers His Own Brand Of Democracy To Oceania


Monterrey - Headlines around the world has everybody talking about a new 'democracy' movement called the Patriots' Oceanic Union for National Democracy that is coming out of, would you believe, Cantigny. Led by Cantigny's Chancellor, Felix Ilchester, they have set their sights on the Anglysh territories in the Implarian Ocean. Though it is curious, considering Cantigny's history and current internal political and social condition, why Sr. Ilchester and his movement would focus their energy beyond Cantigny's shores and not on the situation at home. Still, on the surface Sr. Ilchester's political movement does seem to have a noble goal, but considering what has transpired, underneath those goals may not be so noble?

Does the end truely justify the means? Well it would seem that the Sr. Ilchester, believes so, as he has called for, at least in the case of Tangaloa, an armed uprising against the Anglysh. History has shown that in many cases Sr. Ilchester would be correct, but in most of those cases, as it was in the case of Barbossa, there was a popular opposition to colonial rule, but in this case though, not only has there not been any noticable protest against the Anglysh in Tangaloa, there seems to be a very vocal and in some cases, violent public protest against Sr. Ilchester and his organization. Why is there no visible support for Sr. Ilchester in places like Tangaloa?

Why would the Tangaloans be so much opposed to Sr. Ilchester's message? Well, the Tangaloans seem to be answering that question themselves, at least here in Barbossa, it seems to be loud and clear, but Barbossans are known to have better hearing than most other people, so maybe the Tangaloan need to shout a little bit louder. A better question might be, why is Sr. Ilchester so persistant when he doesn't have the support? Well, that would be speculation, but it just might be that history holds that answer.

Butuan, Is It In Ilchester's Crosshairs


Monterrey - It would seem that Felix Ilchester has changed emphasis for his so-called Oceanic Democracy movement, one away from Tangaloa and focused now on the independent state of Butuan. It seems that now, instead of ousting what Ilchester and his followers consider a colonial power, they seem to now want to supplant the automous government of the islands with one more friendly to Ilchester's vision for Oceania and considering the warships reported in route to the islands, he doesn't seem to care how he goes about it.

As Generalísimo Goya had recognized Cantigny posing a threat to not only the overseas territories of former colonial powers, he at the same time also recognized that same threat towards the autonomous nations of Oceania, Butuan and Barbossa. The Generalisimo knows that Ilchester must have the independant states on his side otherwise his dream ends before it can ever be realized, and a man like Ilchester, if you are not with him, you are against him, and those against him must be shown the error of their ways, with military force if necessary.

With Butuan and Barbossa being in 'the same boat', the Director-General of External Relation, Miguel Hernadez-Alvarado, has left for Butuan City to meet with Butuanese officials to discuss future relations between the two island governments and also to discuss future co-operation in opposing the expansion of Cantigny influence into the Independent Oceanic States.

For even if Cantigny were an enemy of Barbossa, or the struggling Nations of Oceania, we are a persisting advocate of Independence & Self-Empowerment not just for Oceanic Nations, but the Patriotic Peoples of Oceania who have long been oppressed by a coterie of Crown Empires. The imperialist pursuit remains, the advance of your fleets continues unhindered by reason, but the Commonwealth of Cantigny and the Union of Great Engellex will not be put off by the kind of arrangement by which Anglyn continues to ignore; the united call of civilised Powers for regional Peace.

It is quite clear that the European Defence Federation are not likely to be influenced in pursuit of their settled course of imperial glory by the peaceful and diplomatic means as suggested by others, the offensive conduct of the alliance does not recognise any other course. The Powers of the alliance ignore the reasonable correspondence of Dulwich and Vesper, and will be satisfied with nothing less than an engagement of war in which they can sacrifice the people of the Implaric-Oceanic Territory they declare to be allied to for the sole interest of dislocating the Commonwealth of Cantigny from a position of influencing the independent ideals flourishing within the region.

The Commonwealth can save its pity as well as its Chief Offier's presumption that he can define Barbossa's enemies. The government of Barbossa acts in the best interests of the Republic, not of Anglyn, not of the EDF, and certainly not for the best interests of the Union of Great Engellex and its colonial government in Cantigny. While Dulwich may or may not be right that Monterrey echoes the sentiments of Winchester or Nurmberg, there is no doubt that Dulwich and Vesper actually read off the same page, in fact the government of Engellex has on many occasions actually spoken for its colonial government in Cantigny making it obvious that Engellex has as much to gain in Chancellor Ilchester’s endevors as does Cantigny itself, maybe even more.

The Republic has not forgotten the sacrifices Anglyn made in aiding Barbossa in its fight for independence from the Kingdom of Coronado, and appreciates the offer now made by His Majesty's government to stand by us in our desire to oppose the combined wills of Cantigny and Engellex, but at this time, it is Generalísimo Goya's opinion that it would be best for both our nations if Republic continues to recognize and support Anglyn's sovereignty in Tangaloa and that Anglyn continue to recognize and support the sovereignty of Barbossa but not get directly involved in Barbossan affairs unless request to do so by this government.

THE Commonwealth calls the Director General of External Relations for the Republic of Barbossa to Vesper, so the honorable Miguel Hernadez-Alvarado might exhibit such tenacity to "some" politician in person.
Cantigny respects Barbossa's right to protect its sovereignty from Anglyn, and its inherent right to deny the Patriotic Peoples of Tangaloa the same freedom it enjoys. Amongst other issues of our day, Cantigny would seek to clarify economic and defence positions with the Republic for the purposes of international understanding.

Anti-Pope Captured!

Except for the humiliating withdrawal of Cantigny Forces from Butuan, there has been little to celebrate in Barbossa in the past several months, until today that is, with the announcement that Urban IV, Scourge of Gallia, Butcher of the Innocent and All-around Rotten Guy, has been captured by Niconsian soldiers. Though there may not be dancing in the streets in uptight places such as Winchester, there is great joy in Monterrey and all across the country as Barbossans celebrate the fall of the Anti-Pope.

The Caudillo Reveals Spending Suppliment

With a world that has proven itself ready to tear itself apart, Generalísimo Goya has announced a suppliment to the defence budget for what amounts to an additional ρ20 billion ($10 billion) over the next 5 years to the Defence Directorate earmarked for procurment of equipment for the armed forces.

External Affairs Director Leaves For Lahore

Director General of External Affairs Miguel Hernadez-Alvarado has left Monterrey for a meeting with his Khalistani couterpart in Lahore. Though the subject of that meeting has not been revealed, it is assumed that West Implarian Security will be part of the agenda.

THE Covenant is emboldened by another day of peace in Oceania
, with no state of war between the lesser Servants and Colonies of the Old World, and a conflict avoided solely by Cantignia with the successful retrieval of our Nation's Foreign Officer assigned to Butuan, who had been taken hostage by rogue elements of the Butuanese Regime.

Let it be be clear: our True Peace is the only method capable of preserving the wealth and manpower Barbossa is now injecting in to its respected military. The European Defence Federation's peace collapsed months ago, no Conference for Peace was ever held to address the outstanding issues between Cantigny and Butuan, and no effort was made to improve the potentially booming economy of our Oceania.

The World is at War. Cantigny is not, and Barbossa is not. We still believe this no coincidence, that this Nation's policy of "Oceania First" has preserved peace, and kept our corner of the World away from widespread War. Our doors remain open to the Barbossan Government, as they do to all free and peace loving Patriots, because Cantigny is representative of a contemporary Government that has no Empire to maintain, and seeks no Empire of its own.

We know the truth about your failed expedition into Butuan, and though you may have to tell that story to the masses of Cantigny, it doesn't work in Barbossa. It is instances such as what happened in Butuan that has swayed Generalísimo Goya to make the decisions he has made and considering what had happened more recently in Karoskland, I think Monterrey will determine what is best for Barbossa.

It is good to see our friends in Barbossa still recognized a lie when it is told, for the truth behind the Cantigny invasion of Butuan was that the operation was already undedrway before Mr. James was kidnapped by communist insurgents, kidnapped while returning from a meeting where he was attempting to bribe a high level Butuanese official to commit treason. To bribe was to get that official to undermine the authority of the Rajahnate and bring Butuan under the control of Vesper.

Though the Cantigny invasion of Butuan may not have risen to the level of Engellex's invasion of Montelimar or the EDF's War against Solaren, the fact is that it was an invasion and a violation Butuan's sovereignty proves what Cantigny is capable of doing, and the fact that the Ilchester regime attempts to deny the truth only reinforces the fear that they just might try it again.

THE Covenant would care to remind the State of Butuan, as it does or does not exist, that no violence took place between Forces of the Covenant, then the Commonwealth, and individuals aligned with the Butuanese persuasion. No evidence exists which would confirm or deny the claim that an emissary representing this Covenant intended to "bribe an official" of the so-called authority existent in Butuan.

Vesper does not possess an ambition to control or otherwise dictate Nations deemed legitimate by the International Community, least of all Oceanic Nations - which this Government views as worthy of independence, strength, and above all True Peace. There is no "fact" in the claim that an invasion occurred, or that one was planned, as Cantigny has privately and publicly supported the Rajhanate as the most viable solution to solving the ongoing instability rampant in Butuan.

To ensure the continued peace, let it also be reminded that the Covenant publicly and privately offered to meet with the Rajhanate, with all terms up to the Rajhanate, in order to resolve claims and inconsistencies between our Modern Nationstates. Butuan, as both Khalistan and the Empires of Franken & Anglyn did, refused to imagine terms which might return our States to relative peace and open dialogue. If Governing entities within Oceania continue to use emotions, such as fear and hate, as opposed to the use of calm negotiation, the Covenant along with other Modern Nationstates should rightfully and lawfully seek to enforce civil discourse and representation as is deserved to all human-beings.
