La Prensa Libre is the newspaper of record in Monterrey, printing a mixture of news, business, opinion, and cultural articles. The newspaper originates in Embarcadero, Monterrey and maintains other majors offices in Escalera al Cielo, Los Evangelistas, and Fortaleza Real, Frescania. LPL also maintains minor offices in neighboring nations and in locations where Monterrey maintains diplomatic representation.

Escalera al Cielo – Demonstrations took place outside of the capital building where Parliament meets demanding that the soldiers deployed abroad in Bantyr come home. Currently roughly 1,500 soldiers as part of the Zuli-Santander Expeditionary Force are deployed in Bantyr in service with the Frescanian Army. Thus far around 200 have returned home to Monterrey having given the ultimate sacrifice. Frescania has been at war with alongside our Karlskrona allies in Götarike since last August. Los Regiomontañeros have been in the Celticlands since December to the dismay of many families which didn't agree with the war. The Conservative Party has outright given their 100% faith in the war and the continued support of Frescanian policies abroad which hasincluded their vocal opposition to the disruption of peace in Himyar. Prime Minister Cristobal Santos has refused to grant an exit strategy for the Zuli-Santander Expeditionary Force believing that, "the proclamation of an exit strategy and withdraw date will only soften our resolve and give our enemies a date to look forward and plot for." Opposition Leader of the Liberal Party, Francisco Estévez, urged that the protestors voices should be heard and that government officials should not be so hasty to dismiss the opinions of others. He stopped short of a full endorsement of their actions however, "I don't think now is the right time for me to comment on the current situation. Our servicemen deserve our full support." His words continue the trend in Frescania where the opposition maintains solidarity with the ruling party or coalition in times of war.

Frescania wants all men fighting for her to return to their families and homes, yet, we have been given the responsibility to bring about peace and stability in Bantyr. We hope that Monterrey continues supporting our Republican Armed Forces in their role and that any disputes can be freely discussed between the Commonwealth and the Republic.

Santos establishes a foreign ministry

Escalera al Cielo – Conservative Party leader and
Prime Minister Cristobal Santos commissioned the creation of a foreign ministry today in efforts to expand the economic and cultural outreach of Monterrey. This marks the first time a territory or non-independence state has established their own foreign ministry that is separate from the national one. Previously all international communication was done via the Prime Minister's office.

The new Secretaría de Relaciones Exteriores
or Secretariat of External Relations/Foreign Affairs, intends to establish offices in Cantignia, Great Engellex, Danmark and Wasatch. The most important of these offices stressed Prime Minister Santos was the establishment of the office in Cantignia, where he believed it was important to create a Trans-Implarian dialogue.

Santos has yet to say whether or not the action would be approved by Frescania or by the nations where he wishes to open offices. He has however suggested that approval does not matter, as the offices will go through regardless of any other opinions.

The new foreign office has yet to have a Foreign Minister appointed thus far, which the Government has said will happen in the next week. Ambassadors or Foreign officials have already been appointed and will begin to establish their residence in the other countries within the month.

Santo's action is not entirely unfounded. The suggestion of creating foreign offices for the betterment of Monterrey on the international playing field has been discussed by several previous Governments.

The relationship between the Commonwealth and the Republic establishes defense and foreign affairs as domains of the Republic. We shall, however, let this new Ministry be created as an outreach from which Monterrey can promote cultural and economic links with foreign nations. The Chancellor is willing to put forward such legislation through Parliament.

The Dual Executive* of the Republic will, through this Ministry, keep an eye on the new foreign Ministry. The Republic, as established centuries ago, allows Monterrey to govern itself on domestic matters. Any attempts to establish diplomatic and defensive ties with sovereign nations shall be seen as a violation of the centuries old relationship between the Commonwealth and the Republic, and we shall be forced to take action.

Santos pokes the motherland for status

Escalera al Cielo –
Prime Minister Cristobal Santos in a roaring speech in Parliament demanded from Fortaleza Real a distinct status that would have Frescania recognize Monterrey as a distinct society within the umbrella of the United Republic of Frescania.

The goal of Santos is to get Frescania to have Monterrey's laws, culture and languages allow it to be seen as a nation. Santos is treading a fine line as his Conservative Party has been against independence movements for Monterrey and this might be seen to some as a step towards independence. Independence was rejected by voters in 1981, although the vote was not binding, nor recognized by Frescania.

The official recognition of Monterrey as a nation within the nation of Frescania is seen as somewhat controversial as many Conservatives do not see themselves as anything but Frescanians. Although this perception has taken a hit recently in Bantyr, as self-defined Frescanians have been called as Regiomontaños by other Frescanian soldiers.

Members of the Liberal Party have derided the action by Santos as having no-teeth. Liberal Party leader,
Francisco Estévez called it nothing more than, "an affirmation of sociological facts with very little legal significance" and "nothing which would help define the Monterrey of the future." Santos countered saying that, "if the vision is enshrined within the liberties and values of the Frescanian Constitution it is a guaranteed right for our people."

In truth, the subject of independence, which was fought for by the Liberal Party in the late 70's and early 80's is now a divisive subject for both parties.

Santos' demands for a recognition of a 'distinct society' may fall upon deaf ears in Frescania which have bigger fish to fry with the possibility of conflict in Altai and/or Talemantros.

A Monterrey with 100 million people?

Over the past six months the Government of Monterrey has been looking for answers to the immigrant question. Are immigrants healthy for Monterrey? What must be done to increase Monterrey's position within the Commonwealth and/or the World? The Bigger Monterrey program was launched in order to address these questions, come to terms with, and then execute a solution. What has become noticed is that a Monterrey with 100 million people would be more comfortable in some respects, as it would be better served and better defended.

Monterrey is a nation of immigrants mostly from Frescania and immigration has been deemed to be the best way to help grow Monterrey's small scale population.

To increase Monterrey's population nearly tenfold as soon as possible and thereby turn the country from a sparsely populated colony in a major, independent nation with its own culture, its own economy and its own institutions, capable of influencing and bettering the world, rather than simply being buffeted in the world's tides, it was suggested that Monterrey begin a campaign for immigrants.

Prime Minister Santos has called upon this vision of a greater Monterrey as well, "We are a nation of 15-16 million people already; we expect soon to be 25, yes, 40 millions! There shall be men in this country who, before they die, if they live to see a long and eventful life, will see this country with at least 60, perhaps 75 millions of people."


Santos has come to an understanding that Monterrey is a victim of underpopulation. Monterrey lacks the people, given her dispersed geography, to form the cultural, educational, and political institutions, the consumer markets, the technological, administrative and political talent pool, the infrastructure building tax base, the creative and artistic mass necessary to have a leading role in the world.

Yet, why 100 million? It could be argued that all nations in Europe today that have reached this number have found themselves focal points in their arena of politics. They reached a point of achieving cultural and military status in which to shape the world around them. For Monterrey to reach this number it would become a serious force to be reckoned with. It would turn our major cities into places of intense and world-leading culture – and it would greatly improve their quality of life, as they’d finally have a critical mass of ratepayers large enough to support top-quality public transit, parks, museums, universities and property developments. It would put an end to the low population density that plagues large sections of Escalera and Embarcadero. It would turn the less-large cities, including El Segundo, Nuevo Francisca, Los Evangelistas and Ensenada, into truly important centres.

Los Regiomontanos cannot build the institutions of nationhood and the tools of global participation using the skills, markets and tax revenues of somewhere between 15 and 16 million citizens scattered more or less sparsely over a area of land encompassing several time zones, several geographic and cultural regions, a dozen political jurisdictions and one of the largest land masses in Europe.

The challenge is not simply economic. The greatest price of underpopulation is loneliness: We are often unable to talk intelligently to each other, not to mention the world, because we just don’t have enough people to support the institutions of dialogue and culture – whether they’re universities, magazines, movie industries, think tanks or publishing houses. Unlike the tightly packed countries of Germania, Monterrey has multiple, dispersed audiences with different regional cultures – and therefore needs a larger base population, especially in its cities. Anyone who has tried to do culture, scholarship, public thought, entertainment or political thinking on the national level will recognize the brick wall of underpopulation. There isn’t a large enough audience, or market, to support such institutions at a minimal level of quality or scope. That’s why all of Monterrey’s major publishing houses are branches of foreign firms. It’s the reason why our TV and movies are either Frescanian, foreign- or government-funded and regulated. There is just not a large enough audience.

Santos now comes to address the problem, and the "Bigger Monterrey" program is the solution. To truly make the "Lion of the West" a lion, we must work to promote the way of the Regiomontanos and support programs involved with immigrants and immigrant. Bigger Monterrey only works when Monterrey understands why it needs to be big. Santos' program will be a measuring stick of his Government's success, undoubtedly. However a Monterrey with 100 million is not impossible.

Perhaps the Government of Monterrey should advertise to the bustling human trafficking trade, or the refugee community. The rainbow guard of yellow and brown folk are always looking for a new patch of dirt to spill their seed and suckle from the breast of a thriving community.

Bootlegging Tequila into Cantignia

Embarcadero – Earlier this month the Government of Cantignia declared the beginning of an era of prohibition. The ideals behind prohibition stem from the direct appeals of the Mormon religious background of Lady Chancellor Veronica North. It is no secret that the strict adherence of Mormon values is something that many in Cantignia greatly desire, but at the same time, many more secretive avenues and liberal agendas also exist in Cantignia. This means the desire for alcohol in Oceania hasn't disappeared. In fact estimated alcohol tourism to nearby Nya Västergötland is also rumored to be booming. Yet traveling abroad for a quick fix or a relaxer is not always practical. Enter the bootleggers of Monterrey.

Monterrey is well-known for its world premium quality tequila and corn and rice brewed beers. Taking these alcoholic traditions of Western Monterrey, the pioneers of the West often relied and still do rely on a good tequila. Unquestionably, the these same pioneers felt the same pain as these liberals of Cantigny even being an entire ocean away. Quickly sprung into action was an irresistible desire for riches and the the concept of a good drink, well shared among friends. A pioneer that refused to give his real name, but going by the name of José loaded his ship, the Santa Maria, with as many barrels as he could possibly fit onto his ship. Sailing for Cantignia he set up shop just outside of Cantigian territorial waters and let his presence be known. He operates the rare "fun ship" in which Cantigians with boats often arrive on board the Santa Maria and have a good time for an extra cost. A night of music, dancing and tequila. The Santa Maria represents everything that Cantigian Mormonism is not; sex, drugs and alcohol.

José is not the only bootlegger near Cantignia though. He is just the only one who has established a permanent establishment. Other Regiomontanos have setup what is being called the "Implarian Tequila Train" which sets out from Embarcadero, Monterrey and ends up off the coast of Cantignia. Here these ships rather than becoming party boats, end up strictly operating as the role of supplier. These ships meet smaller faster boats which can often elude the Cantigian Coast Guard and then supply Cantigian speakeasies. A Speakeasy is an establishment that sells alcoholic beverages illegally. The Speakeasy spirit has already found a friend in Embarcadero, where the bar, "El Speakeasy" exists and services these bootleggers when they return home, refueling ships with tequila and beer and operating as a bar for the public. A Cantigian flag hangs prominently above the bartender who serves the public in the Embarcadero shipyard district. The man is from Cantignia and believes that he is sitting on a gold mine.

With the policy of prohibition relatively new, it is amazing how quickly bootlegging has sprung up, but many assume this illegal trade has only just begun and will likely expand rapidly in the coming days, weeks, months, and years.

THE Friendly Confines are grateful for those who have found entrepreneurial opportunities in the wake of our moral prerogatives; Oceanic Realms such as the Carolina Islands, that are not subject to direct Covenant Prohibition, have created a niche for themselves as lucrative distributors of alcohol to the core islands.

Despite our respect for these entrepreneurs, we find ourselves very suspicious of individuals and entities whose secondary purpose is to undermine the laws and values of others. This disrespect of our Mormon traditions is by no means unique, it is rather indicative of the Greater European
insensitivity towards our culture and our people.

The violent nature of these bootleggers is also most troubling for us as a Government interested in maintaining a society that is safe for its people. In addition to alcohol, many bootleggers have contributed to the circulation of drugs and firearms within these friendly confines, which is by no means acceptable. Legal constraints for these bootleggers, and drug runners, make the distribution of illicit materials or substances a very dangerous business indeed. Already we have collected evidence in relation to homicides and the employment of explosives among rival dealers to get a leg up over other bootleggers.

As friends and allies to the people and Government of Monterrey, it is our hope that we can rely on you to pursue criminals suspected of violent crimes, if or when they choose Monterrey as an associate in business, or a safe harbor to escape justice from for their crimes against humanity.

While the Kingdom does not often venture to become involved in other countries affairs, it is expected that honourable nations will ensure their citizens do not break the laws of other countries. It is requested that Monterrey actively pursues the upholding of other nation's laws, and apprehends criminals attempting illegal acts, such as the importation of prohibited substances into foreign nations.

Juan "El Apache" Salvador Gang Riots

Embarcadero – As the tequila train continues to gain steam, shipping gallons of tequila across the Implarian Ocean on an estimated daily basis, several foreign agents have grown critical of Monterrey's violation of Cantigian sovereign rights, religion, and culture. Originally Prime Minister Santos and the Government; which has stalled to appointed a foreign minister, declared that all problems with the issue should be taken to the Frescanian Government. Soon afterwards Fortaleza Real announced that Monterrey needed to end its practice shipping of illegal tequila and other alcohols to Cantignia.

Santos abided to the demands of Frescania sent the militia to put an end to "El Speakeasy" as it was the most well recognized shipment of tequila and associated products to Cantignia. The result turned into a disaster.

As Commonwealth militiamen came upon the establishment, a gunfight broke out killing seventeen militiamen and igniting the entire establishment on fire. It is unknown how many of Juan Salvador's gang were shot or killed. The fact that the Government did not know that the Juan Salvador gang was involved in the trade showed the complete ignorance in which the Government had approached the tequila trade.

The explosions and the gunfire started a riot as the marina caught fire and angry civilian boat owners began to throw glass and other hazardous objects onto a nearby coast guard vessel as they got caught in between the crossfire. The Coast Guard building was sacked and looted.

Most shocking of all is how this occurred in Embarcadero, the largest port city in Monterrey. Thankfully the gunfight remained in the harsh industrial district.

It was here that famed separatist flag, the nine stripes with the white lion and stars made an appearance as the Juan Salvador Gang sailed away. This isn't the first time the famed Gang has used the flag, as several gangs have seen it fit as a signal of disobedience towards the establishment. The flag first flew during the 1982 referendum for independence.

Embarcadero is a famed location though. Once the Implarian Ocean port city for the Frescanian Navy, the city surged via a gold rush that at one point in time made it the largest city in Monterrey, some day on the Implarian Ocean at the time.

Today, Embarcadero is a city of counter-culture and now the white lion and stripes flies above several homes to commemorate the dead. Many citizens told reporters that Fortaleza Real had no business telling Embarcaderans what they could and could not trade. It was their free right as Regiomontanos to engage in whatever commerce was allowed in Monterrey.

The Juan Salvador Gang's tequila trade is likely to continue their trade via other ports or offbeat locations on the coast, and El Speakeasy is expected to reopen next month. The Juan Salvador Gang leadership is expected to be hiding in the Indian Territory, a lawless area bordering Wasatch, home to the many Apache Indian tribes that once inhabited much of Northeastern and Central Monterrey, and parts of Wasatch. Prime Minister Santos stated that Federal Troops could not find out where the Juan Salvador Gang operations in Embarcadero moved to. The State of Sierra Seca has urged Santos and Federal Agents to refrain from similar operations in the future that might be detrimental to its trade.

We are sadden to see that the steps taken towards ending this illegal trade has caused the death of innocent men. Yet, the Republic stands ready to assist Monterrey in any way necessary. We hope the Commonwealth will cooperate with the Republic in the fight against extremists.

Frescanian Agents in Monterrey

Escalera al Cielo – Today Frescanian Secretary of Internal Affairs Arturo de Parras visited Escalera with the promise to end the period of "El Speakeasy" in Monterrey. Frescania has promised to follow the gangs across the northern plains and into Indian Territory in order to retain peace and order in Monterrey and refrain from upsetting Cantigian Governments via the Monterrey based Tequila-Train.

The news broke across the nation with a great amount of general disdain, as first of all Frescanian Agents would be crossing into Indian Territory; which is widely seen as lawless, and secondly the idea that Frescania was violating the rights of Regiomontanos to deal with their own domestic matters.

Prime Minister Santos has urged many to be calm, but Indian leaders from the Navajo tribes in Sierra Seca and Apache tribes in the Indian Territories have vocally objected to the entrance of their territorial land rights without their permission. They have promised to refuse to aid to Frescanian Agents. Many Regiomontanos have found the position of Fortaleza Real as hostile, as many in the plains and desert states believe that they maintain law and order in an adequate fashion. Several bounties in the State of Ouachita have been fulfilled over the last month, and their violators hanged by proper judge and jury.

Protests in Embarcadero suggested that Frescania had a larger interest in protecting the rights of Mormons across the sea rather than the economic rights of Regiomontanos.

Despite conflict in ideas, the majority of Regiomontanos have little opinion on "El Speakeasy" and the additional Implarian Tequila Train. The fact of the matter being that alcohol is widely consumed across the nation, especially tequila and beer. Figuring out where alcohol originated from and where it is going, is quite difficult. Many in the gangs like the Jose Salvador Gang, don't even have bounties on them. Although, notably, Jose Salvador himself has a massive $1,000,000 bounty on his head.

Santos has been increasingly ridiculed in Parliament though. Many even within his own party demanding he resign for the botched operation in the Embarcadero Industrial district. He is unlikely to resign, but polls have shown that many citizens would vote Liberal rather than Conservative if elections were to happen today.

Santos faces Parliament to explain actions

Escalera al Cielo – Prime Minister Cristobal Santos stepped before Parliament today to answer questions on the Embarcadero militia attack that resulted in seventeen militia deaths and two gang deaths. A clear rout by outlaw forces.

The Liberal Party immediately criticized Santos' handling of the situation, which was not concrete. Depending upon the strength of the militia and underestimating the involvement of gang activity at "El Speakeasy." Santos could only respond that he had acted with the intelligence that was given to him. The opposition continued to put pressure on Santos with the death toll and demanded that he resign for his inability to place distinct nationhood on the ballot as suggested by Frescania, and his willful obedience to Frescanian demands on alcohol trade.

Many Liberal MPs even suggested that the gangs were in the right, and the government violated their own honest attempts at business. That when gangs turn away from illicit drugs, Santos had pushed them back towards them.

Santos suggested that such notions were more than just silly, but laughable with the sheer amount of absurdity in the allegations. The public does not find the charges entirely laughable though. The Liberals are looking strong in the polls, and rumors suggest that the Conservative Party might be fracturing with differing opinions on the independence favor. Santos' failed mission in Embarcadero only intensified the cracks in the party.

The question session in Parliament lasted for nearly 90 minutes as Santos even had to defend his failure to appoint a foreign minister, as many Liberals accused him of yielding to the interests of Fortaleza Real.

Escalera al Cielo – After weeks of delays and excuses, Prime Minister Cristobol Santos finally appointed his own handpicked Foreign Minister. His choice was 63 year old Diego Antonio Ramos, a former Prime Minister of Monterrey from 1985 to 1991. Ramos, a husband and father of six, spoke how it was a great honor to be given the first appointment for the position, even though he rejected it initially.

"I have to be honest, when Santos first offered me the position weeks ago I refused. I live in the city and enjoy watching the local baseball team. Yet when Santos asked me a second time, just two days ago, I paused after saying no again. I called him back yesterday and told him I'd be his foreign minister" an all-smiles Ramos proclaimed before cameras in front of the National Palace.

When asked about the latest debate between an Engellexic tennis association and the hosts of the Zulia-Santander Open, Ramos had nothing kind to say about the Anglos across the sea.

"They've always been cheeky about how they conduct their business and I'm not surprised they'd think they could push around another people just because they are colored or colonial. They have no respect for colonials and never will."

Ramos continued when confronted about what he meant about his statement of color, "I mean they are racist. They owe us an apology. I'd urge Fortaleza Real to complain as well, but frankly this is just a tennis battle and we can hit volleys at each other all night." Ramos smiled, clearly amused with his pun. The other reporters also shared a laugh.

Ramos said his first goal was to travel to Fortaleza Real to explain his plans to whoever in Frescania that would listen. Notably the Chancellor and President, he continued when pressed on who exactly. His attitude was a blast from the past, where his vague statements during his time as Prime Minister would often lead to sharp pointed answers, both admired and hated by the public alike.

The new Foreign Minister stated that he would not take a stand on the ever-growing independence movement whatsoever. He believed that he had left domestic politics and added that he wouldn't comment on it unless the political situation forced him to. Now was not that time, he added when pressed.
