to the President, Ministers and Commoners of the Republic of Frescania.


An Extension of The Queen-Empress' Statement in Council.

TO THE PRESIDENT, MINISTERS AND COMMONERS OF THE REPUBLIC OF FRESCANIA​
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


I wish to enquire upon the Frescanian Government the present constitutional position of the Monterrey Minister, and how the statements of Diego Antonio Ramos should be acknowledged by the Imperial Cabinet of her Majesty the Queen-Empress.

But to address the statements made against the Empire of Great Engellex and demeanour of Engellexic people throughout Europe.

Had there been any negotiations taking place between her Majesty’s Imperial Cabinet and the Governance of Monterrey, a curious question indeed to be put forward by myself, but the question was, whether there had been any diplomatic intercourse between Great Engellex and Monterrey to sufficiently found such incredible accusations against her Majesty’s realm and Crown Subjects by Diego Antonio Ramos.

Dulwich had understood that there had not existed any lingering dispute between itself and Monterrey, but it certainly would appear that the governance in Monterrey possesses a complaint on some level that they believe affords them justification to not deliver the same respect of diplomatic decorum as to afflict her Majesty and Great Engellex with such a grave insult; an insult that is quite unfounded.

But accompanied with this enquiry and formal complaint, I shall extend enthusiastic assurances of her Majesty’s goodwill towards the Republic of Frescania, and I shall declare the formal willingness of the Empire of Great Engellex to submit what complaint the governance of Monterrey has against it to an appropriate settlement as to not endanger diplomatic relations to a permanent decline.

Minister Ramos, under the Act passed by the National Assembly and through the Treaty between the Republic and the Commonwealth, is authorized to expand Monterrey's cultural and economical presence in the world. This is within the law, as states of the Republic can also lobby nations and corporations to invest in said state.

However, within the economic policy, the Commonwealth's laws must not contradict federal law, as the latter has jurisdiction within Monterrey. Thus economic ties with foreign states such as Engellex must follow the standards set by the Federal Government. Lastly, defensive and foreign relations are in the hands of the Republic.

As for the recent statements by Minister Ramos, we regret any bad feelings that it could have caused, and we also hope that the situation does not disturb our nations' relations. Rest assure we shall bring the situation forward in our next meeting with authorities from Escalera al Cielo.

Parliamentarian drama draws a new flag

The new flag published by Parliament

Escalera al Cielo – Several debates on a new flag have been held in Monterrey since Commonwealth status was achieved in 1906. None of them every amounted to anything beyond the Republican Star flag that has been in existence since before then. Many have wanted to embrace the colors of the Republic, while others have wanted Monterrey to forge ahead with her own colors. The debate never achieved consensus in over 100 years.

It was during today's Parliamentary session, in which the famed Lion's Republic and Stripes concept was to be voted upon. It was using the traditional blue stripes, although many Parliamentarians had called for black stripes to maintain a color link to Frescania.

The drama occurred during debate when Pedro Hernandez, from Rio Coronas brandished a firearm in Parliament and shot it into the air causing panic. Pointing it in the direction of Prime Minister Santos he was tackled to the ground. In the process the bullet grazed Prime Minister Santos. Hernandez insists he meant no harm and only wanted to show how vehemently he wanted to defend the old Republican Star.

Slightly wounded, Santos approached the podium in Parliament and gave a rousing speech on why it was important to forge a new path ahead within the virtues of conservative change. Santos agreed that even the most conservative elements of his body felt the time was right to raise Monterrey's very own flag. Hernandez is also a member of the conservative party which goes to show something that has become key in politics in Monterrey: Political Parties do not divide how votes are allocated anymore, the viewpoint of the Member of Parliament on independence and sovereignty from Frescania. In a sense, the modern political party system hardly describes how voters or parties vote.

With a 53% majority, the flag design was agreed upon. Nine stripes were agreed upon, to represent the 9 states of the Commonwealth. The stripes are defined as blue, with a red jack that features the "Lion of the West" among three stars. What makes this controversial are the three stars. Previously the stars around the lion would represent the former Monarchy, and the current Republic. With a third star, many have assumed could start for an additional government, perhaps an independent Monterrey. With no description as to why the extra star exists, many who would have voted yes to a flag with two stars, voted no, on the belief that the flag was a representation of an independent Monterrey.

Santos stated that he would not press charges against Hernandez, but urged him to use better judgement in Parliament henceforth. Hernandez will be charged by the state for assault charges that will likely land him a fine.

Escalera al Cielo – Frescanian agents did exactly what they planned to do in finally capturing Juan Salvador. Salvador and his gang were the largest visible players in the Tequila trade to Cantignia via "el speakeasy" and the Implarian Train. While Salvador was captured alive, four hostages were taken, two Frescanians and two Regiomontanos. It is currently unknown if the hostages were taken by the gangs, or by the local Apache Indian groups. It is also unknown who the four are. Rumors have suggested they are two Frescanian agents and perhaps two guides which may have played a role in tracking Salvador.

The major issue wasn't the hostages, but rather the destructive nature of the event. Frescanian agents spared nothing in their attempts to capture Salvador as a traditional Indian burial ground site was absolutely destroyed as the ground was desecrated via explosives and relics, temples and walls littered with bullet holes and grenade damage.

The furious nature of the battle was highlighted by the intense firefight and the game of distraction that the agents played as the majority of their men flanked Salvador's men and ended up catching Salvador himself.

Prime Minister Santos was in outrage upon the news of the destruction caused in the Indian territory. He spoke to reporters about how such senseless and reckless abandon would never be used in the Frescanian homeland.

He further iterated how it would be Monterrey that would have to pick up the pieces, no matter how much aid Frescania wanted to give to the region to fix their wrongs.

In Parliament, Santos hammered home the same points, while the opposition stressed that it furthered the need for Santos to demand a referendum upon the idea of a separate distinct nation. Santos insisted that the two had no relevance, but instead argued that if anything, it showed the need for Monterrey to create its own permanent and independent standing army to deal with these problems as they arise on their own terms.

The Government is sadden about the collateral damage and we will do everything within our power to help restore the area. While Prime Minister Santos has a right to express is views, the Republic calls for caution on any response.

Estrella Inés Ramos, now Minister to Engellex

Escalera al Cielo – The Government debate in Engellex over the Gran Oceano has placed an acquisition upon the Government of Monterrey of inciting the conflict between Boliatur and Great Engellex. The news reached Escalera with profound surprise as the conflict that had begun there was deemed as little importance to Prime Minister Santos, and small protests in Embarcadero that called out Engellexic Imperialism and enslavement of non-white cultures.

Despite what the hippies in Embarcadero protest upon, Parliament decided to focus more the strain in relations with Engellex. More so, where the connection between Monterrey and Boliatur could be found.

Prime Minister Santos worked hard to defend Foreign Minister Diego Antonio Ramos from the opposition which lashed out upon his comments he made in reference to Engellexic cultural imperialism during the registration process for the Zulia-Santander Open.

Santos stressed that the position and Mr. Ramos were both in the best interests of Monterrey, and that it would take time to understand and define the role and the office.

The Parliament made it clear that they did not want any sort of diplomatic row to occur and stressed that Fortaleza Real would need to handle the harsh words from Engellex. Prime Minister Santos went on further to say that should the Regiomontano embassy be forced to be vacated he would hold Frescania responsible for allowing the Commonwealth to be discriminated against.

Foreign Minister Diego Antonio Ramos did not want wish to sit idly while the possible crisis continued. He iterated the fact that if Monterrey really wanted to maintain their foreign services they ought to be proactive and not reactive.

In turn he has stated that he has made his daughter, Ms. Estrella Inés Ramos, the new Minister to Engellex. Unable to appear before cameras, she was on-route to Dulwich immediately. She is to present to Engellex premium tequila and beer from Monterrey in hopes of showing Monterrey's unique drinking culture. Estrella, known by friends and family as Ella, is also the owner of her own brewery, La Estrella de Occidente. A project she had been working on herself, prior to her father bringing her into this position.

When asked about it, Foreign Minister Ramos urged that when confronted with a situation like this, he wanted somebody he could trust at the helm of the problem.

Atléticos de Ciudad de Acolhua​

LOS EVANGELISTAS – In the first time that the Baseball All-Star week tour will go abroad, the Los Evangelistas Royals will take on the Acolhua City Athletics in Cantignia. Sponsored by Pan San airlines, to celebrate their direct flights to Cantignia, the two teams will play four times in Cantignia, before they travel to Frescania, where the All-Star break games are normally held.

The Royals, who are currently leading the league standings carry a broad following and support along the west coast, while the Athletics are often deemed to be Central Monterrey's team of choice. The Athletics have hit harder times though, as over the past five years, several of their key players have retired.

Baseball is an interesting sport as it doesn't always carry a strong following outside of the Hispanosphere. Furthermore, the travel will be huge, as the teams will travel further than they ever have before, going across the Great Equinox Ocean in what is estimated to be a 14 and a half hour flight.

Reales de Los Evangelistas​
The All-Star break is often a time for the baseball community to take a break. Usually the best players in the league play a fun game that usually incorporates a home run derby and celebrities. Two teams usually take a trip to Frescania to show case one of the best leagues in the world and attempt to expand the game in the Hispanosphere.

What is different about this All-Star break was the key acquisition of Pan San's direct flight services to Cantignia, in which afterwards, Cantignians seemed receptive to also hosting a game of baseball.

The venues in Cantignia will be different though. The fields will be adopted from a more rectangular shape, but this isn't unusual from some venues in Monterrey, where soccer pitches are transformed into baseball diamonds. It isn't know how successful the games will be, which are both double headers in New Dulwich and Vesper on July 20th and 21st.

Tickets are supposed to go on sale tomorrow. They had been withheld thus far because it wasn't known who Acolhua City was going to play for the longest time, as several teams bid for the experience to play in front of the Cannies. Cantignia ought to be ready for one of Monterrey's favorite pastimes, only this time to of course be seen with a Cannie flair in the crowd.

Opposition Leader Francisco Estévez​

ESCALERA AL CIELO – Just hours after the President was shot, debate raged in the National Palace on who and what to blame. Francisco Estévez, leader of the opposition had strong words for the Empire of Democracy, while still expressing his condolences for the President and his family.

"With no disrespect to the President or his family, truly this is a tragedy for them and surely they should never have go to through this kind of suffering, but we cannot paint broad strokes on top of the independence movement. This is a legitimate movement, and we cannot call everyone a terrorist or an assassin just because they desire a new future for their country. We cannot let the actions of one village idiot define a people."

Mr. Estévez refused to answer questions about if the movement had any rogue elements, stating that "...such accusations only ruins our democracy."

Estévez has been a strong supporter of independence since he jumped onto the national stage a few years ago as the opposition leader. He is usually reserved and hasn't been as critical of Prime Minister Santos as many in his party would like him to be. He is from a family that has a long history of involvement in Monterrey politics though, as the Estévez family has found itself in Parliament consistently since the 1920s.

Parliament opened for a short period of time this morning in an emergency session, where it was agreed to continue to monitor the status of President Rodriguez, and respond to any future developments before making any hasty decisions so that they do not end up being too small, or too large in nature.

Parliament did agree to make a statement in support of the Presidency and the Republic though.

Mr. Estévez did not comment on concerns if whether or not that violence was a core cultural issue for Monterrey. Gun control laws have always been fiercely debated, and control of various gangs has always been difficult, especially in Indian Territory.

Frescania has yet to make any statement on the Presidency, it is unknown what course Frescania will take in response to this tragedy as many in Monterrey brace themselves for possible anger from the fatherland.
