SPA STANDOFF ENDS WITH A BANG AS KEY TERRORIST KILLED
KREPOST ROSS — This morning a missile was fired into Spa killing terrorist Jan van Dalen. The Foreign Ministry felt the urge to alert the world why a missile was fired into the city of Spa, a rebel holdout from mainland Batavië.
"Our effort was made to contain a known terrorist cell in Spa. They were working on bombing key election centers in Batavië and we felt the need to stop these terrorists before the Batavian elections could be interrupted. It was the biggest intelligence lead we had in Batavië and when we were instructed to leave the Batavian theater we were also inclined to act upon our intel before it was too late." stated Andrei Harlamoff a senior official in the Foreign Ministry.​
Afterward the Shcherbatskayan Navy was instructed to return home and leave the Batavian theater citing that the CoN had declared its engagement in the area as outdated and detrimental to stability in that region.

Shcherbatskayans have found the CoN to be a body which only has the goal to discourage and shame Shcherbatskaya. The government has been keen on following CoN advise to maintain global harmony and decided that leaving the arena was important to global security, peace and order.

Jan van Dalen could never have been stopped without Shcherbatskayan aid though, although some critics believe that the information should've just been relayed to the Oikawans. The Foreign Ministry had no comment on such a notion but did state that Oikawa had no interest in working with Shcherbatskaya in Batavië and that Austurland could not be trusted to act upon the threat without possibly inciting a World War between the LFS and AGE.

The actions of neutral Shcherbatskaya is expected to bring some harsh words upon the nation; however, its actions may have saved lives of hundreds of Batavians in the elections to come.

We are condemning this unilateral and irresponsible act of violence to the strongest. Shcherbatskaya has acted in a self-satisfied and dangerous way, interfering in a conflict that was on its way to peaceful solution through diplomatic efforts, jeopardizing the entire peace process as well as showing complete disregard, nay, contempt for European diplomacy and the Council of Nations.

Carentania will feel the need to review possible sanctions against Shcherbatskaya.

We strongly condemn this unilateral attack. By doing so, the Shcherbatskayan government has broken the resolution passed by the Council of Nations that called for a solution via diplomatic channels.

The Tsardom of Shcherbatskaya does not believe it has acted against the spirit of the resolution in any manner. The end goal of the resolution was to stabilize the nation or entity of Batavië and prevent the nation from being invaded or abused in its time of weakness.

While the resolution demands that no unilateral action be taken, when dealing with terrorists, swift action must be taken. Shcherbatskaya found a threat to the democratic process in Batavië and had to act immediately or forever lose track of this terrorist as Shcherbatskaya moved to pulled her naval forces out of the region.

The end result of Shcherbatskayan naval involvement has been one largely of success and a seamless transition can now be made to Council of Nations peacekeepers and those to be directly involved in the process as the Shcherbatskayan fleet returns home. Additionally we believe that the current fleets in the region must be removed. Shcherbatskaya was the first to react to the crisis in Batavië and the first to adhere to the resolutions passed by the Security Council and the Council of Nations. We call upon those who have consistently criticized the Tsardom to follow their own words else be considered hypocritical in their handling of worldly affairs.

What is hypocritical is Shcherbatskaya who claims to adhere to a resolution forbidding unilateral action and then acts unilaterally by violating Batavien airspace and killings its population.

The missile attack on Spa is in violation of Security Council Resolution II, which the Levantine States has tasked itself to enforce. This violation is not taken lightly by the Levantine government and after some discussions the Levantine government hereby presents the following ultimatum to Anna Ivanova and the Shcherbatskayan government which will last 72 hours:

The Confederate Levantine States demands of the government of Shcherbatskaya to immediately withdraw all naval and other assets to the west of the Vostok Sea, and to end any involvement that Shcherbatskaya has in Batavia. We demand an apology to the Council of Nations and the people of Batavia signed by the Shcherbatskayan Heads of Government and State. Any future violation of SC Resolution II, or a failure to cooperate with this ultimatum within the next 72 hours will provoke a further diplomatic and/or military response by the Levantine States.

The Empire of Greater Oikawa echoes the sentiments expressed that the unilateral actions by the government of the Tsardom constitute a violation of Security Council Resolution II and condemns the potentially escalatory and peace-progress destroying course of action the Tsardom of Shcherbatskaya has decided to embark upon.

The Empire of Greater Oikawa however also warns against expanding the scope of this event any further. Military action against the Tsardom of Shcherbatskaya - especially in the Vostok Sea - is likely to provoke a diplomatic and military response by the Empire.

The Sultanate of Hajr asserts that this is a grave violation of the Council of Nations Security Council Resolutions 1 and 2, and urgently calls upon Shcherbatskaya not to aggravate the situation in and around Batavia any further. No such man of 'Van Dalen' exists and this attack was a deliberate move to destabilise and meddle in Batavian domestic affairs. Many civilians have been killed and injured in this attack.

If the Shcherbatskayan ambassador and/or government does not come up with an appropriate explanation for this terrorist attack, the People's Navy and Air Force, acting in accordance with the laws of the People's Republic, will embark in a full-scale retaliation against the Shcherbatskayan fleet.

Should a valid explanation not be given within 24 hours, this act of aggression will constitute a declaration of war.

We sincerely hope this does not have to take place.

The Tsardom of Shcherbatskaya has not violated SC1 as SC1 specifically states,
Demands that individual states and alliances of states desist from unilateral action in regards to the Batavian issue until such a time when the Security Council has agreed upon a mandate sanctioning an international peacekeeping force.
An international peacekeeping force has been agreed upon by the Security Council and SC1 is no longer in effect.

The Tsardom has violated SC2, this can be agreed upon, as well as numerous states including the Archduchy of Austurland, the Empire of Oikawa and the Commandry in Kyiv. SC2 was violated along operative point one which states,
Declares that all states not acting under a CoN mandate are to desist from intervening in the Batavian situation,
All of the aforementioned nations are in violation of this point as none of them are currently acting under a CoN mandate. When the authors and largest supporters of a resolution are not in adherence to a resolution, this creates a double standard. This double standard is an attempt to vilify states which seek to make a positive difference in the world. We see ourselves as a positive influence in this world, especially seeing out actions working against a terrorist. This brings the Tsardom to believe that we acted in accordance with SC2, operative clause eight, sub-clause one, which states,
All soldiers have the right to use force to defend themselves against attacks of threats of attacks.
The terrorist Jan van Dalen represents the threat of an attack, an attack upon the state of Batavië.

This double standard is a crippling force in the Council of Nations and both the LFS and the AGE stand party to this double system creating a Council of Nations that stands as nothing more than the puppet of these two outdated alliances. The fact of the matter is that the Levantine States which to force this double standard upon the Tsardom of Shcherbatskaya, as they are representatives of the AGE, and the AGE also stands in violation of SC2 via the actions of Austurland.

We wish to note that the Shcherbatskayan 1st Carrier Fleet is no longer around the waters of Batavië, and is now in accordance with SC2, something that the Archduchy of Austurland, Empire of Oikawa and Commandry in Kyiv are all still in violation of.

The Levantine States ultimatum is out of the scope of SC2, and since Shcherbatskaya is not in violation of SC2, we find their ultimatum as senseless. Seventy-two hours are not need to have the Shcherbatskayan Fleet leave Batavian waters, as they are no longer there; however, the Levantine States have no jurisdiction to place limitations of Shcherbatskayan naval operations around the world, and Shcherbatskaya will operate north, south, east or west of the Sea of Vostok. Therefore we reject the ultimatum proposed and wish to remind the Levantine States that they are not a world police and nor is their attempted rule of Europe accepted.

To the Provisional Military Junta of Batavië, the Tsardom of Shcherbatskaya clearly has superior military intelligence of the matter of Jan Van Dalen. Civilian causalities are regrettable; however, we do wish to notify the Provisional Military Junta of this: The state of Batavië and her military junta is not in control of the area around Spa. This is the reason why peacekeepers were called for to create a separating line between the two locations. Any attempt to state otherwise is an acknowledgment of lying to the Council of Nations and to the Security Council of the situation on the ground in Batavië. Such lies are detrimental to the safety of peacekeepers on the ground and perhaps should be considered by the Council of Nations and the CSB.

Since this separation is in effect, it is impossible for the military junta to know exactly what ramifications are in effect in Spa and any attempt to extort the Tsardom of Shcherbatskaya for being able to handle terrorists activities in Batavië better than the Batavians themselves is only a foolish tantrum of a junta which is unhappy a foreign state can act in accordance with SC2 to defuse a threat that they themselves didn't even know existed.

Any Batavian attack upon the Shcherbatskayan Carrier Fleet, will not be in self-defense but a provoked act of war and will expect full retaliation of all Shcherbatskayan resources on the Batavian state and its people. Lastly, we do agree with the Military Junta on one point, Mr. Van Dalen does not exist, we made sure of that.

The government of Shcherbatskaya is obviously naive and foolish to assume that our government had no eyes and ears in and around Spa. Just because the military is not fully in control does not mean that our time-tested Staatsveiligheid had operatives, and still does, in the area.

A one 'Jan van Dalen' never existed in the first place. Our intelligence on our own country is, without any doubt whatsoever, superior to that of Shcherbatskaya's which is a world away.

Regardless of whether or not your government violated the SC resolution, it did violate our borders with this terrorist attack.

In short this was and will be treated as an act of war. As of this point forward the People's Republic of Batavië considers itself to be at war with Shcherbatskaya and the fleet, still well within range of our forces, will be retaliated against for this murderous act against the Batavian people.

It is Shcherbatskaya, no one else, that has acted as a world police force and for that they shall pay in blood.

It will be recorded that as of now the only nation to have intervened in Batavian matters is the Tsardom, with none of the other states that have forces stationed in waters close to Batavie having taken it upon themselves to unilaterally decide to engage targets in sovereign Batavian territory. There may exist disagreements between the parties represented in this standoff off the Batavian coast, but unlike the Tsardom of Shcherbatskaya, the rest of the international community has decided to abide by the resolutions passed by the Council of Nations and stay on the path of diplomacy.

The Levantine States does not pretend to have authority over the positions of the vessels of the Shcherbatskayan navy, we are informing the government of Shcherbatskaya of the conditions that will have to be met if it hopes to avoid a Levantine retaliation for the unacceptable missile attack on Spa. On two occassions, the Levantine diplomatic corps has informed the international community of our interpretation of the Security Council resolution and our intention of punishing any infractions, that Shcherbatskaya has chosen to ignore this is not our fault, but that of the "Tsardom".

Scherbatskaya has 72 hours to either abide by the terms of the ultimatum or come forward with an acceptable proposal to resolve the current crisis. The Levantine government at this point has no patience for the excuses coming from Krepost Ross, and no interest in any interpretations or motives. Our ultimatum is not up for negotiation, and is issued under no authority but that of the Levantine States.

Though the Most Serene Commonwealth has made every attempt to remain aloof from the "Batavian Crisis," already burdened with an overabundance of interested parties, we feel that this most recent development, in the form of Shcherbatskayan military action, which we feel was entirely justified in light of the evidence presented warrants some statement on our parts, no matter what the sophomoric imbeciles that pass for intelligence officers in Batavia might suggest. Obviously, their intelligence and security apparatuses were not so well developed as to prevent this entire horrendous affair, or prop their corrupt regime up for another few days. It is entirely conceivable that they had no idea that such a madman was lurking in Spa.

The Batavian junta- which is already proving to be as, if not more inept than the previously entrenched Communist regime, has received what it asked for- aid in policing a rebellious territory, and the suppression of rebellious Batavian nationals, and now that they have received just that, they are preparing to attack Her Majesty's Fleet off the shores of their beleaguered nation.

This is yet another instance of exactly why the Most Serene Commonwealth chose to remain uninvolved in this fiasco. The infantile warlords and bloated kelptocrats that have- and continue- to rule in Batavië have been looking for an excuse to throw attention- i.e. blame- away from the failure of their regime, and onto any of the number of nations that have responded to their pleas for assistance.

Furthermore, this most recent round of overblown reaction on the part of the Levantines is merely another example of a giant grown senile- and now thrashing about for some purchase as it finds itself toppled from its once admirable place in the hierarchy of nations. Ultimatums issued by a nation that has clearly lost control of its own house are ultimatums that can scarcely be taken seriously, by great or minor powers.

The Freiheitian government supports the Batavians. Shcherbatskaya had no right ot attack Batavian territory.
