Congregation for External Affairs becomes more powerfull
The Congregation for External Affairs has announced it will send out ambassadors to several countries. Up to now the Papal States had no representatives on the international stage, as the royals and presidents were expected to contact the Holy See. The pope, or his representatives, never addressed nations first, the granted only audiance when requested.
After Dominici II, the Congregation for External Affairs was founded in 1967. It has advised the pope on foreign matters and has communicated with ambassadors and nations. Over the years, the president of the Congregation was more and more seen as the minister of External Affairs of the Papal States. This is now confirmed by Marcus-Clemens II, giving the Congregation the opportunity to have permanent observers and spokesman in befriended nations.
Nations on the first list to send an ambassador are Wiese, Lorraine and Aquitania. The names of these 'nuntii' are not availabl yet.
The Congregation is lead by Bishop Joannes von Grass (°1946), appointed in 1991 by Marcus-Clemens I. At that time his promotion was critisized as both von Grass and the pope were born Wiese citizens. Over the years von Grass has done an excellent job in making the Congregation more powerfull within the Holy See.
Before 1967 the External Affairs were directly handled by the Secretary of the Holy See. The Secretary now deals with the Internal Affairs, but is as direct medium of the papal communication still an important player on the scene. One can see if a statement is made by the Secretary, it is to be taken very serious. It means the pope himself has spoken.
