This League of Ostrovaks has closely observed the ongoing unrest taking place in and around Druegnai, the elusive steppe, and the total break down of Arrety Petrol operations. As the unsteady nature of these atrocities continues, we are beginning to wonder if the line of scrimmage for this conflict truly ends at the Zone.

We believe that it was foremost the Authorities of the Arrety Autonomous Zone to extinguish this unrest, next the Chernovic Regency, and finally our duty to soon step in to begin nipping the buds of this uprising before it begins to infest unintended fields of play. If a legitimate and tenable plan of operations to utilize or deconstruct these rebels within the weekend, we at MINTCOM must assume that there is no plan and that we must apply our own methods to this conflict that has direly undermined our regional economy and caused several hundred civilian and government deaths already.

Gorski has been selected to begin responding according to the interests and best results for his stakes in the octopus that is the petrol market.

I apologize for the late reply, we have just repaired communication links that were damaged in the Drugenai refinery explosion. We can assure you that we are doing everything in our power to regain control of workers riots and illegal strikes. Our police forces are working overtime and we are arresting hundreds of rioters everyday. The fires from the explosion have been put out and we are investigating the causes. The rioters are unorganized and shootings are limited to lone wolves terrorists who have no connections with a greater movement. We are confident that we will have complete control of the situation by the end of this week.

While I am quite sure that you are aware why I have received this, and two prior messages pertaining to entirely unrelated matters, marked as urgent under direct flag - I am not. Further, I am quite sure that Radagora will be more than willing to accommodate whatever arrangements the League deems necessary to ensure that every effort to safeguard their interests - not so long ago imperiled as they were in the course of sudden regime change - has been and is being undertaken. I am also sure that someone, perhaps in the Regency Council, would enjoy hearing about it. They might even deign to issue you with a Buganovit liaison, to ensure a premium on compliance in these endeavors, to go with the declaration of proxeny Chernyy that will no doubt accompany your confirmation before, and by the President of the 15th Regency Council of the Sovereignty of Chernovy.
