Regarding the current disagreements regarding Padanian claims on the definition of its maritime borders, most notably the distance to which its sovereignty and right of policing actions can still be claimed off of its shores, His Majesty's Government would like to officially and formally extend an invitation for the necessary representatives to meet in Lunden where, hopefully, an agreement can be reached that might reconcile the discrepancy between the laws of Padania and the more general expectations of the international community. It is expected that such talks will require the presence of foreign affairs experts, military attaches, and (at least in the case of Breotonia) parliamentary oversight officials. That being said our team will be lead in its negotiations by Vice Admiral Preston J. Cole of His Majesty's Royal Navy.

If there are any preconditions that might need to be met or amendments to the program that must be made His Majesty's Government will make every effort to accommodate Padania and its duly appointed representatives.

Concerning invitation to Lunden----------------
1. On behalf of il Doge, I would like to thank the Breotish government for agreeing to meet with representatives of the State and discuss the maritime issue currently at hand. The State of Padania accepts the invitation made by the Breotish government subject to several conditions (see 3a-c).

2. Representing the State, Ammiraglio Adriano DiMaggio will speak on behalf of the State's Marina Militare and Ministero della Guerra, on behalf of il Doge and the Fascist State. He will be accompanied by a number of aides and liaisons from the Ministero degli Affari Esteri as well as other Ministries and State-sanctioned advisors.

Concerning conditions for the safety----------------
3. Several conditions must be met in order for the State to consider a meeting in Lunden secure:
3a. We require two Padanian security officials be permitted to escort the Padanian party at all times. Breotish officials will likewise be permitted two escorts at all times, in addition to standard military security on the premises.
3b. We request that no official meeting on behalf of the Breotish government be of Communist affiliation so as to prevent outside or biased interference in the fair and speedy course of this conference.
3c. We ask that Breotish Naval authorities permit the access and guarantee security for Padanian naval vessels on diplomatic mission to Breotish waters.
