It is with rising concern that the Touzen government looks at the unfolding events in South-West Touyou. Recent moves by regional and global actors pertaining the question of the Bombaim territory are increasingly creating tension and uproar in Touyou at large, thus creating unease and apprehension amongst the Free Men of the Constitutional State.

As the supreme democratic entity and most potent military power in the area it is the Constitutional State's duty and national interest to ensure the ongoing maintenance of stability in Touyou, which is why Nokanawa has naturally taken a keen interest in the unfolding Bombaim crisis.

Serving as a natural corrective factor in the area of Greater Touyou, this government therefore offers itself as an institution of mediation in the ongoing dispute, to quickly resolve both the existing regional grievances and the concerns of the Anglyn government for the security of its citizens. A joint effort in this issue could surely have positive effects in other fields as well.

Sir,

First may I say that, as their Prime Minister, I am comforted that you are concerned with the well-being of the people of Bombaim, as I hope you are of all Anglysh citizens, but may I point out that the incident you are referring to is not one created by any forces within Bombaim, but instead by those outside who's only agenda is to cause the tension you have mentioned. If you have noticed, the peaceful protests in Bombaim were not directed towards HM government, but instead toward those that wish to ignore the desires of the people of Bombaim, who, infinite wisdom overwhelmingly endorsed their own constitution and in doing so chose to remain part of Anglyn, therefore I will not tell them that the desires of foreigners have more value than the needs and desires of the Anglysh citizens of Bombaim.

It goes without saying that the proud people of Bombaim are not the ones that have created the recent controversies. I do not deny that there are elements that create tensions through rash and provocative statements. Yet the situation that has now been created concerns us all, as the instability that comes from it has increasingly also affected Touyou in general. An open dialog will thus most effectively make the voices of the people of Bombaim (whom's choice is but their own, as every sound democrat surely acknowledges) heard, while dissolving regional tensions by bringing those that have called for more thoughtless actions back to the negotiation table. The proposal coming from Nicosia which has already been endorsed by the government in Khalistan is sound and has the real chance to restore normality in Touyou in the near future. A process including all regional actors, with the goal to resolve diplomatic tensions while not questioning the inherent human right to self-determination, is supported by Nokanawa as a civilized and progressive way out of the current situation and I hope that I can find a partner in democracy in you by lending the Constitutional State's assistance to the voices of reason and peace.

Sir,

Again, you seem to continue to ignore that fact that it was the people of Bombaim that chose to remain part of Anglyn and worse yet is seems that you will not accept any outcome in which Bombaim would remain part of Anglyn. It is this unwillingness to allow Bombaim to remain part of Anglyn which is an indication to HM government that the wellfare of Bombaim is primary concern of the Lord Protector but rather less altruistic agendas.

At no point during our communication have I made any judgment about the status of Bombaim or expressed a preference for any direction future developments may take, and it is not up to me to express any such sentiments at this point in time. I thus am quite surprised by your insistence that I would not accept one outcome of the situation over the other. You are, and I may remind you here, not communicating with a representative of a radical political movement seeking to replace Empire with Empire, but the democratically elected Head of Government of over 140 million people.

My primary concern as the leader of a democratic nation is the maintenance of stability and peace in the primary area of interest of the Constitutional State, and the conflict between Anglyn and her allies respectively Cantigny and her associates is a possible challenge to our attempts to realize these cornerstones of our national policy. The Constitutional State's foreign policy is based on the promotion of democracy and human rights, but it is also based upon securing stability in our immediate sphere of interest, stability that until recently existed. It is for this reason that the Constitutional State is keen on establishing a dialog between the conflicting parties in Touyou as to create a multilateral solution to the security challenges in Touyou that can be endorsed by all involved parties and maintains the status quo - peace.
