David Mac Sweeney checked his pocket watch - the time read 6pm - any second now.

Standing at Alderburgh Airport with the sun shining he wasn't glad to be wearing his suit today. Ivernish were not built for heat and for two weeks out of the year they had to put up with temperatures in the low and mid twenties.

The procession was already in place, three separate Eiffelandian limousines with the national flags of three separate nations, and rows of Gardaí and military soldiers. This meeting had grounds to change the Gothic completely and contained diplomats from two nations Ivernia hoped to restore relations with, so there was no room for failure.

While the High Kingdom of Ivernia was lead by the Kingdom of Danmark on a ''great crusade of civilisation'' against republics - Communism has spread behind the High Kingdom's back, and had become the greatest threat to Ivernia since the Pagan Wars of olden days. The Kyivan People's Revolutionary Republic had changed everything about Ivernia. Drastic movements of families out of Estria entirely with the replacement by bases and soldiers. Ivernia thought under the old monarchies ideas of power the High Kingdom would never face any true chance of invasion. But those days of the power of the crown are gone.
With Great Engellex dealing with internal issues in one of it's conquered trophies, Danmark's government under collapse from a failure of Foreign Affairs with it's old allies and even Franken, Franken the old reliable Kingdom and ally has entered a new age, with elections to come and David had little doubt the Kingdom was very much over.

Ivernia survived this stagnation - probably due to it's elective monarchy, but it can be as democratic as it liked until the K.N.R.R. rolled in and turned our emerald fields red.

The High Kingdom of Ivernia has been called to answer the right to freedom. Republics and Elective Monarchies have more in common than David once thought. He needs this meeting to focus on their similarities rather than their differences.
A man in military garb with binoculars pointed above horizon -

''Sir, Captain, I can see the plane now.''

The Captain responded quickly in kind, ''Men, positions!'' the engines were started slowly and men readied themselves.

David planned a few press shots but wanted to get the Sylvanian diplomats into the car and off to Tara Castle quickly. Besides the Austwegians had not arrived yet either, and were not expected until 6:30 even.

The plane landed smoothly on the dry Ivernish landing strip, and David was already in his car been driven up to meet the guest diplomats from the Great Continental Republic. He managed to get out of his car and settle himself just before the door of the plane opened.

In the blue skies above Alderburgh a Super Hawkins 714 flew effortlessly across the sky as it approached Alderburgh Airport. With its gear deployed the large aircraft touched down on the runway gracefully, the five knot crosswind no match for the skill of the captain flying the plane. Director Autumn Viklund of the Department of Foreign Affairs, Admiral Samuel Norton of the Continental Navy and several aides sat in the cozy interior of the aircraft which had flown all the way from Duquesne, the east most city from which the Super Hawkins could make a direct flight to Alderburgh. The flight had been a long one, nevertheless and the occupants of the aircraft were suddenly re-energized from knowing that they had finally arrived in Ivernia.

The chartered flight turned to park, the bold red lettering of the name TRANS-OCCIDENTAL was almost impossible to see as the sun gleamed off of the unpainted aluminum hull, making the aircraft brilliantly shine. As the limousines and the stair truck rolled up to the plane, the door opened and out came four Continental Marines in their dress uniforms with parade M1 Lassetter Rifles, slung over their shoulders, the metal chromed and the bayonets attached. After the marines came Admiral Norton in his Navy dress whites with Autumn Viklund following behind carrying an umbrella to shield her fair skin from the rays of the sun.

Autumn quickly spotted David Mac Sweeney, having been given a quick briefing about him and what kind of man he was. She made her way over to him, "Prince-Elector David Mac Sweeney," she said giving a quick nod of respect. She introduced herself to him as a formality having never met physically before. "...You may just call me Autumn, I intend for this meeting to be a warm and friendly as we can possibly make it." Autumn stepped to the side and introduced the Admiral, "This is Admiral Samuel Norton of the Continental Navy." Norton exchanged formalities with Mac Sweeney, a little less friendly than Autumn had demanded of him before leaving the plane, the Admiral was a hard man, used to commanding sea and not one for pleasantries.

The three of them stood side by side allowing the Ivernian press to photograph them for the next days paper. "David, it is an honor to finally meet you in person. Seeing your beautiful country from the air has made me more determined to make sure this conference is successful. She paused as another photographer was preparing to take a photograph of them, the pause gave her the opportunity to straighten out her conservative styled dress suit. This time she spoke louder so the reporters could hear, "I know that you of all people will agree that communism and fascism pose the greatest threat to the security of democratic nations." The reporters had heard her, it was her intention to make it known far and wide that Sylvania was very much against the rising tide of communism and the slow creep of fascism in Europe. The purpose of the meeting was twofold; to gain another ally and trading partner in Scania and to further create a force of nations to stand against the anti-democratic and anti-capitalist forces that were now slowly forming their own power blocs. With Ivernia's proximity to Kyiv, however, she knew that any sort of agreement between Sylvania and Ivernia could draw them into direct political conflict with Kyiv. Suddenly a pang of worry hit her stomach, perhaps it was a mistake leaving Frescania out of the meeting, but the pang quickly passed, regardless of Frescania's involvement in this meeting of three or not, they could be drawn into any conflict that might arise via Ostveg's urging. Autumn continued to smile for the camera as the three of them talked, their aides waiting off to the side as they all waited for the Austwegian delegation's imminent arrival.

A white plane finally landed. The livery on the side in italicized red, reading Austwegian. The old outline of the Agder Air Service text could be faintly seen behind the "Austwegian" text. The plane finally came to a stop and out walked Foreign Minister Kristin Ragnhild Haavi with an entourage of three other diplomats.

Approaching Autumn first, she beamed a wide smile and somewhat shouting, "Dearest Autumn! How good it is to finally meet you!" She gave the Sylvanian a warm hug. She could not tell if it was unexpected or not, but it was traditional in many parts of Østveg to hug those you consider close in greetings. She then addressed the host of the talks in David Mac Sweeney. She took his hand and greeted him. "Hello David, Her Majesty's the Queen gives you her regards. Ivernia being her original home, she finds it most regrettable she could not accompany me. As you must have heard, she is currently conducting business in the Oceanic."

As her other diplomats greeted the others, she wasn't sure how polite it was to address someone you just met by their first name, but formalities such as titles, surnames and other things just never existed in Østveg. People had always been rather down to earth there, even in the era of the former Agder Kingdom. She did not speak business immediately, as she felt introductions ought to be free from complexities. She'd wait until talks formally began. In some ways she felt like a passenger. Her goal was ultimately to get Østveg considered to be a regional ten ton gorilla to deal with, but among friends she felt little need to push.

When Director Autumn Viklund appeared off of the plane the Prince-Elector was almost excited, this was a famous woman known in almost every foreign affairs department. The same woman Ivernia was warned to treat with caution and distrust - David now shook her hand.

''Greetings Autumn, I also hope for a very friendly meeting here. I have a very optimistic feeling about this meeting.''

After the Director's respectful greeting the camera's already began flashing at one of the most important meetings of the day.
The Elector-Prince then greeted the man next to her, an ''Admiral Samuel Norton.'' Davids mind raced when he heard ''Admiral,'' to bring a representative of the Sylvanian Navy here was a smart move on their part. David was thankful Evan Mac Grath was in Tara waiting them. Sylvania had already made a huge move stocking from the Ivernish Aer Force after all. Autumn continued her greeting, in a much higher tone for the press - stating the threats of communism and fascism, the mention of those two fear-buzzwords in Ivernia today made Mac Sweeney very pleased. The public will definitely rally against communism and would certainly go against fascism at a push.

''Thank you Autumn, yes with the recent rise of fascism in northern Scania to the full might of communism just off the coast of Estria we most certainly appreciate like-minded peoples from around the world, minds devoted to freedom and democracy, to meet with us and discuss the safeguarding of our freedoms, of our democracy.''

With that the Ivernish Captain moved towards David;

''Elector-Prince Mac Sweeney, Sir! The plane from Østveg is incoming Sir!''

The collection of diplomats, soldiers and journalists from all over the world waited and watched as the small sliver of metal in the blue June sky grew into a beautiful white plane from the Polar North. The collection of people were driven up in safety to the front of the plane, and exited once again before the doors of the plane opened. Three diplomats came out - the woman became recognisable from David's files to be the Foreign Minister, Kristin Ragnhild Haavi of Østveg. As David made a movement towards her, he saw the lady move herself to the Sylvanian Director - and embraced her.

David respectfully averted his eyes at Kristin Haavi's public display of affection for Autumn Viklund. The news reporters did not care however and took as many pictures as they wished - they new the pictures would sell in less stuffy regions of the world.
He was pleased when all that was asked of him was a handshake, an act of friendship more fitting his personal comfort.

''Oh I understand, in fact there was a small worry in Ivernia over here departure to Oceania with the Cantigian Crises. It is good to hear she is okay.'' David replied to Kristin Ragnhild Haavi's warm greeting, ''In fact she may come afterwards at her will either officially or just to visit her family in Bervenia. Inger Lise will always have a house in Ivernia.''

When the three had finished greeting, the press asked for a line up-photo of all three Foreign Ministers which was obliged, and then it was time for the press to disappear. Or rather for the ministers to leave. They filed into their separate Limousines, surrounded by Gardaí and military escort - to make a heading for Tara Castle.

Although on opposite sides of Alderburgh, the journey was to be just over an hour. Exiting the Airport was the longest part as to the loading and security checks were taken, then the cars lined out onto the motorway. The motorway would lead to the large Ring Road which circulated most of Alderburgh and took the motorcade from outside North-West Alderburgh to just outside South-East Alderburgh in no time at all.
Unfortunately the views were nothing spectacular, rather plain green fields as far into the distance with deciduous wood surrounding the horizon. While direct sunlight always usually made such a scene a tranquil one, the tinted windows of the Limo's made it a dimmer view. Motorway gave way to smaller roads, and eventually the motorcade was driving along the barrier of a park. The
entrance was guarded by soldiers - but only for this occasion - typically Tara Garden was public access.

The limousines rolled through Tara Gardens - a large park, mostly ash and oak, and a lot of red deer - on the main road leading through it. Once they passed the stop-check, where public access ends, the managed to speed up and on to Tara Castle, which was elevated on a large rock. It's white towers were now visible and reached high into the sky.
As the motorcade made the bending path up the Rock, David felt sorry for his guests, the first few times up there roads can be wearing and just after flying here from all around the world must be quite exhausting. At least Tara houses the diplomats fully and with all comforts. As the three cars passed though Tara Gatehouse he felt like he was back in his second home. The cars had stopped in the courtyard, a large white limestone Keep in front with curtain buildings acting as walls surrounding them.

David and the diplomats filed out of their cars and settled themselves. The courtyard had been cleared and David had never seen it this empty.
They would be heading straight ahead of course. The conference room is on the third floor above the throne. David expected the guest would want time to rest and recuperate before the meeting - David wondered if he would have enough time to liaison with the High King.

Autumn accepted Kristin's hug without pause, though she had never met the woman in the flesh until now, she felt the Austwegian was one of her best friends and coming from a family that immigrated from Scania she was well aware of this Austwegian custom that might otherwise appear unorthodox in other nations. Any worry of reporters spinning the hug in a negative way did not cross her mind as her serious demeanor was wiped away by Kristin's open friendliness. "My dear Kristin, I cannot express how wonderful it is to finally see you in person!" Autumn said as she broke the embrace, she was indeed genuinely happy to meet Kristin in person, her letters, though sent for official business, always conveyed genuine concern or enthusiasm, not only for their respective nation's alliances but for the person she wrote to as well. This meeting would ultimately strengthen the ties of their homelands, no matter what happened.

The ride to Tara castle had been long, she was indeed tired from the long flight over and yearning for some rest before beginning the conference, but as they approached Tara castle, she could only feel a jolt of energy as she looked upon the majestic structure. There was nothing like it in Sylvania, not even the great art-deco towers of commerce that could be found in Baldwin-Whitehall and the Neo-Classical architecture of Charleroi could compare with the wonder of architecture that towered over the landscape before her. The surrounding gardens surpassed the great public parks and gardens of Charleroi and added to the mythical feeling of the castle that towered above them. Autumn could not help but smile a beaming smile at the wonder that she had been so fortunate to experience. As they exited the vehicles she took in her surroundings as she slowly spun around to see it all, she might have felt embarrassed if she was not in such a grand mood. "It's even more beautiful than I was told!" Autumn said to David. David Mac Sweeney could only nod in agreement to the obvious fact. He led both delegations into the castle where it would all take place.

When the diplomats exited the car there was a small 'wow' factor. David put it down to the fact the windows were dimmed, and at this time of day the sun catches the white limestone just right.

''Diplomats of Sylvania, of Østveg. Welcome to Tara Castle. If you will follow me-''

David led the group across the courtyard, up the white stone steps and through the main oak doors.

Entering Tara Castle for the first time was one of Davids most vivid early memories as a young man. Everything was all still as it was. The Neo-Romanesque Castle opened to a large open room with tall lapis lazuli pillars topped with gold. Along the walls painted scenes inspired by the most famous opera's of Germanic history. Knight's and battle-charges and love and deception were depicted upon the walls and the ceiling of this large entrance hall.

While the castle looked old it was in fact quite new. Construction was finally completed in 1901, the fourth time the castle has been rebuilt from the ground up - however the first time to be knocked down purposefully by the Ivernish themselves and the first time a peaceful beautiful palace was constructed in place of a fortress. It was a show of peace between the Ivernish and the nations of the old Holy Germanic Empire - particularly Franken - and it's Germanic Architecture really showed.
When the diplomats had finished their look at the halls David gathered them again, telling them the meeting would commence 11am on the morrow, and food would be made availiable to them - and servants would how them their rooms on the third floor.

David had to excuse himself and head for the fourth floor, to meet with the High King.
One of the more enjoyable points of Tara was how well the modern technology was hidden and blended into the ''Romanesque'' feel. David moved into the lift and headed for the fourth floor of the castle. He was old enough in his 60's to add going up and down these castle stairs making him feel older.

Passing security guards David headed down to the west hallway. This was in essence the ''Department of Foreign Affairs,'' as he and the High King operated from these rooms. He noticed voices coming from the office of the High King already, and although he tried not to listen - it was obvious from the voice it was Prince-Elector Vincent Aodh-Mór in the room talking with Felix at least. The discussion sounded to be very heated.

''Your Majesty, do you really think that Kyiv will return it? They know exactly how it got there and they'd be fools to not keep the damn thing.''

''We have made an address to Kyiv, for the bodies, Vincent, as well as the plane.''

''For all the good it will do. Look, you need to ask directly for it back! They do not respect our senate - they do not respect democracy. You need to address them as High King - Or I will with the Aodh-Mór Corporation!''

''What you do with your House's business is your right of course''
David heard that remark to be said quite coolly by the High King.

''You.. Your Grace. I meant no disrespect. I will drop the issue for now.''

''Very good, you are excused.. actually one second, I believe David Mac Sweeney is on his way up here.''

David waited a minute or two before opening the door and made himself look like he wasn't doing exactly what he was doing. He noticed that Elector-Prince Evan MacGrath was also in the room, looking very grim. While Vincent Aodh-Mór sounded like he was walking around the room as he talked he was now in a seat by the opposite wall. Felix, the High King, made the first welcome, ''David, it is good to see you, have the Sylvanians and the Austwegians arrived safely?''

''Yes they have Your Grace, they are settling in to their accomodations. It has been a long trip and it is almost 8pm, the meeting will start tomorrow at 11?''

''Yes yes very good. This is an important meeting David. We need these allies. Times have changed - especially in our region.''

''I know that all too well Your Grace. To think we are now meeting with Sylvanians. The power of the crown has really weakened in the past year.''

''Indeed. Great Engellex, Franken, Saaremaa, even Danmark's government collapsing - the list goes on. We need to make peace with the democracies of the world. We need to show the Kyivan people Ivernia is not alone.''

Vincent looked up at Felix's last words ''You Grace if I may be permitted to speak?''

''You may''

''David-'' Vincent stood up again. He enjoyed standing when he pontificated - ''David as you are well aware Sylvania showed it's olive branch in the form of a massive purchase order from the AMC. This purchase order has made great strides in helping with the Ivernish Recession. Maximilian III almost had a field day when he heard over 70 million going into the books.''

''Ha ha, indeed. But what of it''

''Look, when you meet these Sylvanians.. Our dealings with the Mezhist Union. Non-negotiable.''

''I'm sorry?''
David was curious to Vincents trail of thought.

''This purchase order is an excellent control order. We are producing 100% for Sylvania right now. Attreyu's aluminium mines aren't even close to being fully set up - soon we might also be dependent on Sylvanian minerals.
Sylvania might be trying to stop our deals with the Malek Corporation in the MU. That cannot happen. I know Ivernia is to ''never compromise'' but let's be frank. The K.N.P.R. has one fear. One nation that threatens it alone on the Eastern Front. The Mezhist Union. If Kyiv goes to war - the entire Eastern Front might be composed of an attack from Upper and Lower Swiezciema.

There is one sword aimed at the rusian bears back, and we had best keep it sharp!''

Vincent looked towards the High King when he finished. He knew it was the Commander-in-Chief, Felix Ua Neill who had this call, along with Evan MacGrath. Felix held his hands together as if in prayer for a moment and then said -

''...I concur. David the AMC deals with the Malek Corporation are non-negotiable. The Eastern Front must be kept strong. Evan do you concur?''

Evan looked up, than out of the window, then back at the High King - ''Your Grace I also concur.''
Vincentus looked pleased at least with this victory. ''David, Evan, Your Grace, if I may be excused?''

''You are excused Vincentus, you may leave. Evan if there are no more pressing matters we will plan our response to Kyiv on the morrow, for now I must speak with David.''
Evan had no more business to say, and so excused himself and left the room closing the door behind him.

Felix let out a tired sigh.

''Now we must go over this deal as it so far. We must decide your best plan of action for tomorrow.''

''Yes your Grace''

After seeing some of the first floor of the castle the various groups were eventually brought back together to say their good nights and goodbyes. By this time it had become late in the evening and the affects of crossing several different time zones had taken its toll on Autumn and indeed the rest of her party, the Admiral on the other hand looked as if he could stay up for another 24 hours if need be. After thanking Mac Sweeney and chit chatting with Kristin for a few moments she was shown to her room where to her surprise she found that her belongings and already been deposited, with care, into the room. The servant asked if she would be having dinner tonight, but she refused, opting to instead ask for a glass of water to quench her parched throat.

A knock could be heard at the door, it was a servant asking her if she would go and see Norton. She sighed, Norton had already taken advantage of the servants as if he were King himself, sending them to summon her to his 'chambers.' Despite her obvious displeasure at being 'summoned' she went to visit his room anyways only to be abruptly thrown in to conversation.

"Alright Autumn, why am I really here."
Norton gruffly asked.

Autumn rolled her eyes upon hearing the question, forcing him to wait for her answer as she made herself comfortable in a nearby chair, "Must I explain this to you? You are here to discuss potential Naval deployments and before you say it; No, I highly doubt the Ivernish will allow us to plop a military base here in their homeland and I won't ask it of them unless it is suggested by them in the first place. Besides, a naval deployment is less expensive when compared to the long term costs of say; our fifty year lease for a marine base in Ulriken. Rygaard is very adamant that our operations here, beyond what is already agreed upon with Ostveg, be naval in scope, it will be much easier to convince the Continental Congress to release funds for something that won't put us in a state of severe financial debt."

Norton rubbed at his beard in thought, "I can already tell that you are going to acquiesce to whatever demands the Ivernish will make of this."

"Absolutely not!" She almost yelled at him, "There will be no
acquiescence here, Norton."

"That's Admiral Norton to you, little miss."
Norton retorted

Autumn gave a dismissive wave of her hand at that remark, "Like I said, there will be no acquiescence here, however this will very much be a meeting of give and take, quid pro quo if you will. The Ivernish can be stubborn in the ways, but if we sweeten the pot, they can potentially be a good ally. Let us remember what we are facing here, Admiral, compromises must be made. Now if I am done explaining my plans to you, I shall take my leave, do not disturb me again."

Autumn left as quickly as he had came, returning to her room to rest for the night, she would not go over any of the myriad of dossiers she had brought with her, she was too tired for work now. Besides, the plush, ornate looking bed was all too irresistible.

David woke up in his chambers of Tara Castle early once again, he saw his clock and saw it was 6am.

Waking up at this time of year was always a hassle due to his hayfever. The servants got him his hot tea - the steam and vapours always cleared him up in an hour or so. Breakfast was in a hall or in your room and David always took it in his room. He always preferred to eat alone if possible.

David sat by his breakfast table by the large window in his room overlooking the green plains of Tara Garden below, drinking his tea and reading an Nuactán na hIvernia. When his face felt clearer, he asked for his notes from his office to be brought to him and he worked from his room.

It may be the height of June, and yesterday was sunny and bright, but this morning is drizzly and cold. He hoped it would clear up later - people are more agreeable in fine weather.
David Mac Sweeney was cleaned and dressed and ready by 8, and headed to the conference room. A large circular room on the fourth floor, with a round table in the center made of white oak. David walked in an prepped the servants and translators alone, as the High King and other Prince-Electors in Tara Castle were dealing with another issue. David was one of the few Prince-Electors Felix trusted to act alone on such weighted matters with only a pre-vetting.
David then met with Silvio MacBrady for an hour, to get a final run down of the meeting as it was. it was 10:00 before Silvio MacBrady would allow David to prepare himself and to return to Nemedia House in Alderburgh.

David decided to wait outside the room in front of the doors for the other parties to come up for the meeting, which they did one by one, were greeted, and allowed to enter the room and prepare themselves.

When the Austwegians and Sylvanians were settled and ready, with David and the Ivernish Diplomats also prepared, David Mac Sweeney decided to begin the meeting.

''Ladies and Gentlemen, diplomats of Sylvania and Østveg I welcome you again to Tara Castle and to this conference. I am pleased to to say that this conference can begin.
We all know why are three nations are at this table, and it has arisen from our similar understanding and love of a free and democratic nation state. We are to discuss the rise of ideologies and movements, which counter our own ideas. Fascism and communism just to name a few. This meeting, hopefully, will lead to a co-ordinated effort at least to some extent of our nations in order to preserve, support and encourage democracy. Not just in our own nations but in our regions. Democracy as it stands is under peril. This meeting may just be the first step towards saving it.
Would any one like to begin? Or state terms? The table is open.''

The Sylvanian delegation listened intently as David Mac Sweeney began the meeting and immediately offered the floor to whoever wished to take it. Autumn had placed her delegation so that they sat directly across from David Mac Sweeney; it was her intent to put some pressure on him, but not so much that the meeting would potentially become hostile. She was known for taking whatever opportunity to direct whatever it was she was doing her way, so she immediately stood and took the initiative.

"I thank you, Prince-Elector Mac Sweeney for allowing us to be here today and I thank you, my friend, Minister Haavi for being here at this most important time. Indeed, our great Republics and Elective Monarchies; even our democratic beliefs are at stake here. At this very moment, as we sit in this great hall, our enemies become stronger, but before we can begin to speak in earnest about a cooperative effort to resist these two evils, not only in our own regions, but abroad as well, we must solve a particular issue that the Continental Republic takes with the High Kingdom. This issue and I think you know where I am going, is your trade with the Mezhist Union and Communist Havenshire. To make any sort of cooperative effort against fascism and communism work, we must stop trading with them or reduce trade with them, allowing trade to continue between Ivernia, the Mezhists and Havenshire can only make them stronger. I am aware that your past and present dealings with the Mezhist Union was a way to solve Invernia's economic issues, but something must be done, either all trade must stop or a compromise must be created. However as Sylvania finds the communist threat to be much more powerful than the disjointed fascists, your grain shipments must end with Havenshire, this is a non-negotiable demand that the Continental Congress has stipulated be fulfilled before any alliance or trade-dealings can be passed into law in Sylvania. I understand that the Ivernians do not wish to see people in this world suffer starvation, but the famines in Havenshire are a direct result of their foolish communist policies and though their people will suffer, their suffering is a necessary fact that we will have to deal with if we wish to lessen the influence of communism on our world."

Autumn continued to stand for a few moments as her words sunk in to the minds of those around her and then reiterated her point, "Before any terms or plans can be laid out, this is an issue that must be debated upon or else the foundation we build those terms upon will be less than sturdy." Her words were cold, especially the suggestion of allowing innocent Havenites to starve, but they had to be, the threat they faced was to gigantic. Autumn sat back down and jotted a few notes onto a legal pad, purposefully ignoring any looks her statement may have garnered from the Ivernian that had sat across from her.

Foreign Minister Haavi sat quietly as Autumn spoke. She felt the words harsh, but did not feel them to be erroneous; however, nor did she find them factual. Not in the sense that they were untrue, but rather perhaps unnecessary. Unnecessary was exactly the word she felt applied. Coming out on the attack may or may not yield dividends. That said, the Mezhists and Communists needed to be dealt with. Their failures to provide for their people would be their own. Philanthropy is an admirable trait, but not necessary the duty of Her Majesty's Government in regards to those who would just as much rather see the Austwegian way of life collapse. Kristin then felt her internal monologue to be a bit in the way of clear thinking and decided to jot down some notes on what Autumn spoke about. She patiently waited for David to respond.

David was very surprised that Vincent's paranoia was right on the money. The Aodh-Mór Corporations' business dealing were not just on Sylvanian minds - they were the opening gambit.

''The dealings the Aodh-Mór Corporation with the Malek Corporation within the Mezhist Union are a hundreds of millions of Ór deal which cannot be simply switched off like an electric-light switch. The High King announces an end to Mezhist mutual technological research and the production deals with the Mezhist Union, and the Aodh-Mór stock plummets. Ivernia's recession hits twice as hard as nations around the world see political ideology interrupting our free market. The Aodh-Mór Corporation loses all credibility as an aeronautics producer as it destroys legally binding contracts on a whim.

We take such a blow to the Aodh-Mór Corporation and there will be considerable blow-back. Not just economically, of which there would be an enormous economic strain - but also a political one. You ask us to cut grain to communists - we can do that. The people of Ivernia I must say, have rather a strong anti-communist sentiment these days. The trade with Havenshire is minimal - it can be put down to budget tightening and few Ivernish will bat an eyelid.
Take away the largest trade deal in modern Ivernish history, between Ivernia and the only nation which Kyiv considers a viable threat? People would be protesting in the streets. Add the number of lost jobs and you've got yourself a Senate reshuffle at election time.

The Mezhist Union is a nation of over sixty million people on the eastern border. Their military would outnumber our three combined. They are the only nation with enormous anti-communist sentiment with a land border for troop divisions. Without the Mezhist Union there is little chance of lessening or curbing Kyiv. Without the MU there is no eastern front. A strong Mezhist Union is a weak Kyiv.
Ensuring the battle strength of the Mezhist Union ensures the possibility of two separate fronts. This will save hundreds of thousands of lives in Ivernia - if the worst case scenario would occur. I could not possibly convince Ivernish military strategists that ignoring and failing to sharpen the one sword aimed at Kyiv's back - due to mismatch of ideology - is a smart move.

Ivernia stands with you on our joint fight for democracy, but this state's responsibility is to the people of Ivernia first, as such every avenue of defending it's people must be explored.

The possibility of a better armed but friendly Mezhist Union is far less of a threat than the urgent communist threat to Ivernia.

You say that Ivernia should cut it's state charity to socialist Havenshire. You say that sacrifices must be made in order to defeat communism. We in Ivernia see the arming of Kyiv's greatest enemy as far less morally harsh - and as far more strategically advantageous - than allowing starvation in Havenshire in the hopes that it might cause an uprising.

The High Kingdom would be willing, in better times where the largest and most threatening communist nation in Europe is not literally 42km from our border, to wean ourselves and our businesses off of Fascist dealings that support us - and move closer and closer towards our democratic brothers.

In short - Ivernia is willing to cut the Havenshire deals as a sacrifice to fight communism. In the same vein Ivernia shall continue it's retroactive deals with the Mezhist Union. But after the immediate Kyivan threat is gone we shall pull back on our practices with the Mezhist Union over time.''

Perhaps I should bring Vincent Aodh-Mór in here,
David thought to himself, It would do well to bring the technical CEO in if - but no. The AMC has a big enough head. They do not need a chair at Ivernish international meetings to make it bigger.

Autumn listened to Mac Sweeney speak with conviction, it was obvious that here push to end trade with the Mezhists had hit home. Unfortunately it was not received well, but she expected that and she was willing to let it go as her push to tighten the noose around the Communists had been accepted. Compromise would have to be made if they wanted to defeat communism and Mac Sweeney was correct in saying that the Mezhists could be used to that effect.

"I see." She said in defeat, "The Continental Republic is not of the sort to force another nation out of its freedom to trade, but I leave you with this. The Mezhists may be suspicious of you for even cooperating with Sylvania at any level and I know you are aware that this could hurt your relations with them and I am sure I do not need to remind you that there is no obligation for the Mezhists to defend Ivernia. I will not derail this meeting attempting to get you to drop your trade with the Mezhists, this would be counter-intuitive to what we are attempting to accomplish here. However, we realize the technical prowess of Ivernia's aerospace industry and though ours is leagues behind we would one day like to see all three of our nations mutually researching ways to advance our levels of technology. Perhaps over time you will find a way to reduce your contracts with Mezhists and increase technological cooperation with the free world."

Autumn folded her hands and assumed a non-threatening stance in her chair, showing Mac Sweeney that she was ready to drop the issue. Her peace had been said on the subject as she knew she would be defeated by his strong opinion on their dealings with the Mezhists and she could only hope that it would cross Mac Sweeney's mind that eventually the Mezhists might one day be their enemy, Sylvanians did not believe that the enemy of their enemy was ever their friend.

Kristin took slight offensive to how Autumn degraded the accomplishments of the Austwegian Jet Flight Program. After all, the program's contents were given to the Sylvanians, and the Flaskan jet airplane she felt was second to none. She also remembered Chancellor Bakken was also quite disappointed when hearing about the Sylvanian deal to buy Ivernian jets, rather than Austwegian ones not too long ago as well. Østveg was still developing their jet's and they hoped they could get another model combat ready before the end of the decade.

More surprised still, she found it interesting that Autumn didn't press the point. In diplomatic communications, she always seemed to play a bit more hard ball. Perhaps Autumn had bigger points to push forward. Kristin wrote down a few more notes on what had been said. She found the Mezhist Union a peculiar nation, and found it far more of a threat to Østveg than the Kyivan State. This might naturally be having to do with the fact that the Fennian fascist threat was also much closer to home than any Communist state was. Austwegian priorities were perhaps a little different in that regard. Still yet, Kristin preferred to people watch here. Being a passenger in these discussions was a treat. Enjoying the amenities of Tara Castle. Visiting the home of the Queen. It was all so quite interesting to her.

She noticed that on of her assistants was keeping minutes and the other was busy reading on trade statistics. That was the topic at hand after all. Even still, she felt it was unnecessary to keep up to date with that information at this very moment. The topic she figured would soon change. She took a sip of the tea she was given. She was not a huge fan of tea, but figured it to be rude to request another beverage. The tea needed something, perhaps honey. Not that it tasted poorly, but some sweetness would've been nice for an early morning.

David was pleased the issue would be passed over - at least for now. On a personal level he could resonate with Autumn. Vincent's plans and deals with the Mezhists never made him feel comfertable, and when fascists cropped up across Scania he felt perhaps they were a greater threat then we all realised. But the red from the east has made the Senate blind.

''Autumn I thank you. Though we cannot break retro-contracts, we will take what you have said here very seriously for all future Aodh-Mór Corporation deals, especially in research. Perhaps more involvement between all three of our nations' research facilities over the next few years will help to break our current dependencies for the future. When we feel the threat from Kyiv to have minimised we will begin to end trade relations, as at that point I assume we will... broaden our own scope.''

David Mac Sweeney double checked what his assistant diplomat had written; the closing of the Havenite deals and the cooling of the AMC-Malek Union. So far the Sylvanian's have been far more approachable and congenial than David could have believed - or at least was led to believe. He wondered how much of what he was told by other foreign affair ministers was true and what was just paranoia.

''I will say that our union would be a public one. If the Mezhist Union chooses to end relations then they shall be breaking contracts themselves. So no harm done to the AMC reputation - but plenty of harm done to Malek so I doubt it would happen. We never stated the state of Ivernia had to maintain any status quo in contracts.''

Aodh-Mór Corporation was paid up front for those deals.

David Mac Sweeney felt like the matter was basically over, and it was time to move on to different issues they had brought up in advance. He motioned for a letter from his diplomat and laid it out in front of him.

''If you would like to continue, there are other plans we had brought up - I have the list here:
Creating naval cooperation between the Ivernish, Austwegian and Sylvanian navies;
Free trade agreements between all three nations;
Cultural exchanges to foster better relations between our peoples;
Develop a security plan for the entirety of Scania, including several contingency plans for potential wars;
An intelligence sharing network for information pertinent to Scanian security;
A cooperative approach toward the evils of communism and fascism.

I believe we settle the Cultural Exchange Program to be organised by our embassies correct? So no need to address it further unless you wish. Now unless you have a preference for where to begin - or indeed other matters from either of you you wish to bring up - perhaps we can make our way down through this list and discuss the points in a finer detail? That would mean the first thing to discuss would be the organisation and co-operation of our three navies?''

Autumn nodded, "Yes I am sure that we there will be more to say upon the Mezhists in the near future and as you have said I agree it would be important to move onto the naval aspect of our three nation's cooperative efforts."

Autumn took a sip from the glass of water in front of her and continued, "It is my opinion that the navy will play a central role in the containment of communist and fascist powers, with out navies combined we can strangle the life out of any one nation that enters into conflict with us. I believe very much that it was proved not long ago that the successful application of naval power can and will swing an event into friendly control. It is also my belief that the combined naval power of Ostveg, Ivernia and Sylvania can and will make our potential enemies think twice before acting against us. Before I go any further I shall turn these discussions over to a man who knows much more about these things than I do."

Admiral Samuel Norton, who had been quiet and mostly disinterested in the proceedings finally took note of what was currently being discussed. He stood to address both the Austwegian and Ivernian delegations.

"Indeed, for the past few years the Continental Navy has been the primary focus of Sylvanian military expansion efforts, with much of the expansion taking place only within the last year. It is because of myself and may allies within the fleet that we have been able to make congressional leaders within Sylvania and the President himself understand the importance of a modern navy and it is important that we few gathered today also understand what a combined international naval force can do in times of crisis and war. A modern, high speed and highly maneuverable fleet can smash older more antiquated naval defenses with ease and can go toe to toe with what the enemy can provide; a fleet that espouses the ideals of high speed and high maneuverability can swing around and deploy troops behind enemy lines and with the successful application of amphibious warfare even surround and obliterate enemy resistance or suddenly put an enemy on the offensive on the defensive and at great disadvantage."

Norton cleared his throat and continued,

"However, before a navy can even accomplish these feats a support structure must first be established. Logistics is more than half the battle and without a well rounded logistical infrastructure a war is as good as lost before it even begins. Whatever naval assets we commit to this cooperative effort must become well acquainted with each other, they must train together with mock battles and deployments, they must learn to interface their equipment with that of their foreign friend's equipment, their signals and lingo must be made as one and they must be able to identify a friendly vessel from an enemy vessel. Not only must these things be accomplished before they can truly work together as one happy fleet, but the ships of our three nations must be made welcome in the ports of our respective homelands, they must be able to refuel and resupply in friendly coastal cities and naval bases, they must be able to re-arm and repair in our respective dockyards and their crews must be welcome to rest and relax in both their respective homelands cities but at friendly cities as well. This must be done before any of what I have said previously can be accomplished simply because without being able to visit and stay at a port away from home, our cooperative efforts will surely be diminished as they must travel back home to rearm, refuel or resupply before heading back out to sea."

There were still things that needed to be discussed, but Norton felt that these were the foundations that must be built before any further discussion could be made, he sat back down to indicate that other opinions were welcome to be put forward.

Kristin finally felt that should could chime in as the Ivernian leadership seemed to be waiting for her to finally break her silence. "Such an expansionary plan would require a refit of the Austwegian Navy. Something Her Majesty's Government is not declaring impossible, but difficult to implement. Refitting aside, we believe that the base-lease project that Sylvania now enjoys is the perfect platform for which such plans can be implemented and trialled. The success of the Rygaard-Vestfos Military Base could ultimately be the basic point in which we may all see the system implemented. Of course while this military base is not currently a port, such expansions could be made in time. Until then, I see a trial project should be placed in each major port city in our collective nations. Is this a good way to get this project started?"

David nodded at the wise suggestions of Kristin Haavi.

Admiral Samuel Norton had seemed somewhat cold at first but David could now see his position, his military planning was on the money. A man the same mind of the Ivernish Generals. David had no doubt Norton held Sylvania as his primary - no his sole interest, but the Ivernish General's without knowing were in complete agreement for defending Ivernia. It seemed in this position Ivernia and Sylvania could mutually benefit along with Østveg and this pleased him.

''Ivernia is in agreement. We can see the obvious advantages of a combined international military. I also like Haavi's suggestion for a trial basis using our main ports. If only so our three nation's can find which ports can be most efficient and effective.

To begin the trial, Vedrarfjord and Weasfjord in the west, and Portcaisleán and Chathair Camhaoir in the north. While in Ivernia's situation Portsiar would be the most important point of defence I must say it is also the most contentious. What would be both of your opinion on the issue of bulwarking the Illmen strait with foreign nations?

Autumn I must also say the Ivernish Navy - while equipped to always meet it's needs as a nation with sovereign waters has been overwhelmed by the communist and even the fascist nations that surround the High Kingdom. Ivernia cannot in it's current state hold the Illmen Strait should an attack happen - and so it is our belief we must begin stages of re-equipment of the Navy, and even our Army. In acts of co-operation purchase orders for Sylvanian and Austwegian products would be considered above all others.

If we could clear the ''Portsiar Question'' and also the issue of improving our navies we will be able to begin the co-operation of our navies and major ports.''

Autumn buried the urge to smile, the need to refit meant that Sylvania would certainly benefit economically from this meeting, "Of course, at the end of this meeting I will be able to furnish lists of companies that specifically specialize in shipbuilding and arms and armament as well. We must all remain committed to bettering our defenses, of that there is no doubt."

Norton once again took over the conversation, "As minister Haavi has said, our lease of the base in Ulriken will do much to increase the safety of this region as we continue to forge cooperative links with the Austwegians. Although I would much prefer to skip the trials, I am well aware that suddenly letting foreign navies make port in your cities is a big decision, I think I can speak for Director Viklund when I say that we will offer up our largest ports to these trials, including Baldwin-Whitehall. Along with your ships, your men would also be welcome in the interest of strengthening each other."

Norton continued to speak, allowing for no interruptions, "Now for this Portsiar question, placing ships there will put them at risk in being lost during a sneak attack should it ever come to that. If we instead dock our ships in Chathair Camhaoir, we can create a rapid reaction force that can react to any communist attack, further fortification by land forces will need to be made in Portsiar itself, as for ships, a token force can be left there to deal with amphibious landing craft, while we focus our attention on air power and artillery on the ground. Though in my opinion an attack at the most obvious point may not even come, patrols must be created to watch for signs of feints or if the attack on Portsiar itself is a diversion, patrols to watch for the main force. Naval intelligence will be the key to the effectiveness of a force placed in Chathair Camhaoir."

Autumn took her chance to cut off Admiral Norton when he stopped to breath, "As much as I wish to make sure that Ivernia is one hundred percent safe from the communist threat, we must remember that Østveg is also threatened by fascist Fennia and that in this alliance of sorts there must be equal attention paid to all threats. Sylvania is safe across the ocean from immediate communist or fascist attack and we expect to put in much work to keeping Scania and Northern Germania safe, for the good of both Ivernia and Østveg. We all have a part to play in this and we must remember to make sure that this does not become one sided. I will state here and now that Sylvania will heed the call of war if communist Kyiv attacks Ivernia; we will heed the call of war if Fennia attacks Ostveg. It is that, ladies and gentlemen, that I will promise you. With that being said, in regards to the Illmen straight, we must remain cautious as any significant build up will be noticed by Kyiv and may very well be the ignition of the attack that Ivernia fears may come, just as a fast paced build up in Ulriken may just be the ammunition Fennia needs to ignite a war in Østveg."

"...And a strong presence can be the thing we need to deter any sort of attacks," the Admiral quickly retorted."

"I am not against a strong presence, Admiral, merely preaching the need to be cautious about this," Autumn shot back, she had become visibly annoyed with the Admiral's arguing and sat back in her chair with arms crossed.

The drama gave Kristin the time she needed to interject. She wanted to make sure that the reasoning behind the trial were being expressed for the reasons her government would have concern, not the reasons that the Admiral thought. "With all due respect Samuel, my concerns are not actually the notion of allowing foreign forces within the boundaries of Østveg. The reasons are purely economic. I cannot justify to my Parliament that we should make all ports ready to receive an Ivernian or Sylvanian Naval Ship. Simply put, our Navy is largely built by our own shipyards in the case of the vast majority of our ships. It's the capital ships of our fleet that have found construction largely in Frescania. In either case, our ports are based to work with these kinds of measurements, these kinds of munitions, and these kinds of parts. So the sheer cost in expansion is what Her Majesty's Government is opposed to. Especially when we are yet to be positive in average usage and necessity for these expansions. Thus a strong trial program would allow this program to be operational, yet allow us to avoid the heavy costs related to an outright mass expansion. I cannot say without a certain degree of doubt, but I'm quite positive that Chancellor Bakken will want to review the costs and review the locations for these bases and will be far more likely to agree with a limited kickstart so to speak, with possible expansion upon review of the necessity."

The importance here was to show that Her Majesty's Government was being frugal. There was good reason for this, they had to pay for other things and the goal was to keep expenditures in relation to the military as low as possible. Sylvania would do the heavy lifting, Frescania could pick up any possible slack or failure, and the addition of Ivernia would only be icing on the cake. Instead, Her Majesty's Government after these talks could finally figure out where it stood in the realm of expenditures and could finally commit to some other projects.

Kristin would not actually comment on the other topic that had woven its way into the discussion. She felt fairly secure that the Sylvanians would come to their aid with the investment they'd placed into the Rygaard-Vestfos Military Base. She would not commit Austwegian ships to Ivernia either. She felt the distance was close enough to allow for a fairly rapid response from Østveg without the possible liabilities related to preemptive attacks from the east, or the threat of lacking the proper number of ships required in a war with the Fennians. So she kept her mouth shut, and would continue to let Autumn blaze that trail. She was a strong woman, and although clearly frustrated with Samuel, Kristin felt that ultimately Autumn would get her way.

Samuel seemed the expansionist though. Not that this bothered her, Samuel played right into Her Majesty's Government's desires. It was just that he was a little too headstrong and that would likely end up with a large debt on the hands of the Government. If she could slow him down, these talks would result in a powerful victory for her desires. Especially as she wanted strong commitments especially in the realm of publicity. It needed to be known that this alliance would be an immoveable object in the politics that related to the Gothic Sea region.

David closed the folder he was holding - Sylvanian purchase orders made so that topic was taken care of for now. ''If I may Admiral Norton - these documents listing the needs and means of the current Ivernish Navy as well as our own Admirals requests, that you might peruse this folder at some time to give the High Kingdom your expertise and advice. We would then send an order at Baldwin-Whitehall Shipbuilding I believe. But we will work out those details later - making agreements is what this meeting entails right now.''

David drew up his report from the Ivernish Admirals on Østveg Security as Kristin spoke. When she finished, David motioned to speak,

''If I may, I must say that Ivernia does indeed recognise the threat from the Fennian Union to your home Kingdom Ms. Haavi, and I apologise if I made the impression that the communist threat to the Gothic was all there was at the table. My Generals and Admirals have come to an agreement with our Prince-Elector of Defence and High King, that we would indeed commit to the Austwegian Security in this co-operation of our navies. However if it would be easier on your ports Kristin we in Ivernia are already quite close and the Vedrarfjord ports are one of the largest ports in the Gothic, we could easily maintain a force there instead. Our reaction time would not be as hindered as you think and it would make for a stronger force if they are rested in an Ivernish Dock. So I think, if you are in agreement - that Ivernia will keep it's navy at home but will muster them for your aid if needs be. A kind of second response to the Sylvanian first, as they already have a base present.

On the topic of trials, Ivernia's larger docks would be open to immediate movement from Sylvania if need's be, but I will not speak for Østveg and perhaps the Austwegian's would enter the trial. As well as Ivernia middle and smaller docks be on trial.''
