Constitutional State of Touzen

The National Emergency Council, acting on behalf of the democratic institutions of the Constitutional State,

wishes to remark on a statement released by Prime Minister Wei regarding the pacification of rebel elements in the Constitutional State. First and foremost, the Constitutional State shares the assessment that the deviancy from post-delegationism, as represented by the enemy of our revolutionary democracy, Taketori Natsuki, is not only a danger for the Constitutional State itself, but for the entire region and beyond. The aggressive and demagogic ideological system led by Taketori, which has become known as 'Taketoriism', has a global agenda of terror and death that no civilized state and society can tolerate admits its ranks. The fight of the Continental Army and Navy and by extension the citizenry of the entire Constitutional State is a battle not only the safety of future generations of Touzen citizens and for the defense of the constitution upon which our social contract has been founded, but a fight for all freedom-loving individuals wherever they may treat.

The National Emergency Council highly values Prime Minister Wei's statements of open support towards this body. The operations against terrorist elements are now entering a decisive phase, and we are confident that the enemies of democracy will not stand against our united assault. That is not to say that volunteers would not be welcomed amongst our ranks in the future, and that we continue to benefit from the diplomatic and political encouragement of the international community and especially regional actors. The NEC would be willing to open up a more intensive dialog concerning Taketoriism and its implications for Greater Touyou on highest government levels in the future, so as to better coordinate our stances regarding this issue and formulate united policies in the interest of the future of Touyou.

It is unfortunate but understandable to decline our offer. We thank you for the reassurance and hope that Touzen will decisively come out victoriously. We are more than willing to discuss about Taketoriism in the near future with Touzen, as stability in Touyou is paramount to regional peace and harmony.

Our ties of 300 hundred years of friendship are not blind, and the portusgalian people also mourns the death of this great man. It is a honor to send a delegation to the late Emperor's funeral in Jingbao, to pay our last repespects to the fallen emperor and show it has a sign of good will and trust by the side of the Kingdom of Portusgalia.

Increased Patrols in Hexie Gulf
The Sixian government earlier announced it would be bolstering patrols in the Hexie Gulf to enforce maritime laws in the light of increased skirmishes and piracy in the gulf shared between Sixia and Yujin. ISAF MARCOM (Imperial Sixian Armed Forces Maritime Command) naval vessels has been dispatched to patrol and apprehend stragglers, assisting the Coast Guard with their duties.

While the Hexie Gulf and Shizi Strait are technically part of international waterways, historically both are under Yujin's control due to Sixia being a protectorate of Yujin. Jurisdiction has been shared between Sixia and Yujin, effectively splitting the gulf into two halves due to the lack of neighbouring countries, with the north under Yujin's control and the south under Sixia's.

Despite conflict erupting within Yujin's northern half of the gulf, the Sixian government is taking precaution to any pirates and conflicts spilling over to the southern gulf. Under no circumstances will the naval vessels cross over into the Yujiner's control of the gulf without explicit permission from Imperial Yujin. For the past two years since the internal turmoil erupted in Yujin, Sixia has remained silent and neutral to their protector state. There has been no legal basis for Sixia to involve itself in Yujin nor any obligation to assist their protector. In fact, it would appear the Sixian government is unwilling to militarily intervene up to this point, when it issued the order to buffer security in the gulf.

Talks of Ceasefire In Jingbao
Earlier today the Sixian Protectorate has announced to the public that it has formally invited both the Imperial Yujiner and Southlander delegates to neutral grounds in Jingbao for a round of talks for a ceasefire. The Sixian government hopes that the talks can settle ongoing disputes and differences between the two warring factions. This came as a surprise to many, as Sixia has remained neutral for the entirety of the Yujiner Civil War, refusing to side with any of the particular factional forces.

Proposals put forward by the Sixian diplomats, acting as the arbitrating policy, include the following:

  • Posthumous pardoning of Sun Daoshi's insubordination and a formal apology for his conviction
  • Respect for territorial integrity of Yujin
  • Recognition of the foreign invasion and extreme political ideologies as a real threat to the nation's sovereignty
  • Setting aside differences and uniting behind a common cause to confront the common foe

The Imperial Sixian Government is prepared to make several amendments and additions to the round of talks in the event that the outlined policies were not satisfactory or either parties would like to include their own policies.

The Sixian ambassador has been summoned and received an official note of protest by the Carentanian government, considering his governments portrayal of the Yujin Imperials actions as defensive. We remind the Sixian government of the brutal violence perpetuated by the Imperial government against peaceful protestors as the original source of the rebellion. We furthermore point to the Liangang incident as evidence of the Imperial governments complete disregard for diplomatic immunity and international law. Lastly, we must state with all clarity that it was Yujin who started a war with the nations of the RDTO by beginning a war of aggression against the People's Republic of Vangala.
